Renovations to Calexico Fire Station No. 2
a) Authorize the City Manager to Sign Change Order No. 1, 2, 3, 4 and 5 with A&N Quality Builders in the Amount of $315,284.00 for Renovations to Calexico Fire Station No. 2.
b) Adopt Budget Amendment Resolution for Fund No. 255 - American Rescue Plan Act (ARPA) in the Amount of $305,882.98 for Calexico Fire Station No. 2.

Recommendation:
It is recommended that the City Council of the City of Calexico approve the following items:
a) Authorize the City Manager to sign Change Order No. 1, 2, 3, 4 and 5 with A&N Quality Builders in the amount of $315,284.00 for Renovations to Calexico Fire Station No. 2. b) Adopt Budget Amendment Resolution for Fund No. 255 - American Rescue Plan Act (ARPA) in the amount of $305,882.98 for Calexico Fire Station No. 2.
Background:
On March 6, 2024, the City Council of the City of Calexico awarded the bid proposal for the Renovations to Calexico Fire Station No. 2 to A&N Quality Builders in the amount of $966,559.00 and authorized the City Manager to approve any future change orders not-to-exceed $48,328.00 (5% of A&N Quality Builders Base Bid) as Per City Ordinance No. 1218.
Discussion and Analysis:
On a bi-weekly basis, A&N Quality Builders, The Holt Gorup, Inc. and City staff meet to discuss the construction progress of Fire Station No. 2. A&N Quality Builders has informed The Holt Group, Inc. and City staff of the following two (2) items that need to be addressed in order to continue with construction:
1. Change Order No. 1 - Roof
a. Credit for portion of plywood being in good condition on roof.
2. Change Order No. 2 - Sanitary Sewer Lateral
a. Existing sanitary sewer lateral was inspected via video, and it showed that the cast-iron sewer pipe is deteriorated and needs to be replaced with schedule 40 PVC pipe.
3. Change Order No. 3 - Electrical for Diesel Generator a. The existing diesel generator has three (3) components that need to be replaced in order to schedule generator service and load bank test.
4. Change Order No. 4 - HVAC
a. Remove and replace HVAC, ductwork and fire smoke damper to bring facility up to building code.
5. Change Order No. 5 - Electrical
a. Remove and replace electrical conduit to bring facility up to building code.
Please note that Calexico Fire Station No. 2 was built in 1989 and has not been remodeled since; therefore, there are several key components that need to be brought up to current building codes. The City Manager has submitted a $500,000.00 request for additional funds from the State of California Housing and Community Development. The request is currently under review but in order for construction to continue and meet October 31, 2024 deadline the following American Rescue Plan Act (ARPA) programs need to be cancelled in order to reallocate the available funds to Calexico Fire Station No. 2.

City staff recommend that the City Council authorize the City Manager to sign Change Order No. 1, 2, 3, 4 and 5 in the amount of $315,284.00. If the above-mentioned change orders are approved the new construction amount will be $1,281,843.00. 2 Fiscal Impact:

SCOPE OF WORK
1. Interior Ductwork: Fabricate and install ductwork as required to modify the supply and return distribution at both north and south portions of project. Provide and install new exhaust duct at bunk room bathrooms. Provide and install new exhaust duct at kitchen. Provide new flex connections to registers.
2. Roof Related Ducting and Curb Items: Fabricate and install new roof curbs for exhaust fans, roof caps, and intakes. Fabricate and install new roof elbows and duct extensions for RTUs. Provide new aluminum roof top caps at duct vent penetrations
3. Fire Smoke Dampers: Provide new fire smoke dampers in quantities as shown on the existing mechanical plans.
4. Roof top exhaust fans: Provide and replace {3) Greenheck root mounted exhaust fans at existing curbs.
5. Test and Balance: Facilitate 3rd party test and balance to ensure that airflows are restored to the original design parameters.
6. Economizer/outside air dampers: Provide (1) economizer and (1) outside air damper to meet ventilation requirements.
7. Unit replacement: Provide (1) 5 ton 15 seer and (1) 3 ton 15 seer, heat pump package units to replace the existing.
8. Provide framing, headouts, curb leveling, and wood backing as needed Our price for work specified above is $102,198.00 (One hundred two thousand one hundred ninety-eight dollars and no cents)
