City Council
APPROVED BY: Esperanza Colio Warren, City Manage made Wa PREPARED BY: Francisco Barba, Planning and Building Services Director SUBJECT: Building Permit Application Estimated to be Around $640.11 to Install Two Security Cameras at 511 5" Street on the Corner of 5' Street and Mary Avenue to Monitor the Four Existing Electric Vehicle Chargers Installed by Comite Civico del Valle
RECOMMENDATION:

Upon reviewing all relevant documentation and considering comments for and against the project, the City Council should consider the following actions:

1. Approve the request from Comite Civico del Valle (CCV) to install two security cameras to monitor the four tier 3 electric vehicle (EV) chargers located at 511 5' Street on the corner of 5th Street and Mary Avenue.

2. Approve the request from CCV to install two security cameras to monitor the four tier 3 EV chargers located at 511 5'" Street on the corner of 5t Street and Mary Avenue subject to conditions of approval imposed by the City Council.

3. Deny the request from CCV to install two security cameras to monitor the four tier 3 EV chargers located at 511 5'h Street on the corner of 5th Street and Mary Avenue.

BACKGROUND:

On February of 2023, CCV approached the City of Calexico with their intent of installing four tier 3 rapid EV chargers within the city. Upon reviewing a list of potential locations, both the City of Calexico and CCV determined the corner of 5t* Street and Mary Avenue to be the most suitable location. The location was presented to the City Council during a regularly scheduled meeting on March 1, 2023, where it was unanimously approved. An agreement for the EV chargers was then presented to the City Council on November 1, 2023, where it was approved via a majority vote. Upon City of Calexico City Council Meeting
511 5th Street EV Charger Camera Proposal - May 8, 2024 Page 1 of 2 execution of the agreement, CCV proceeded through the building permit process to which a final inspection for the EV chargers was conducted and passed on Monday 22, 2024.

During the building permit process, CCV expressed concerns about the security of the EV chargers and submitted a building permit application on April 11, 2024, to the Development Services Department for the installation of two security cameras to watch over the chargers. Upon review, it was determined that the proposed cameras are subject to City Council approval since the cameras will be located on city property and are an addition to a project previously approved by Council.

The purpose of this item is to present the project proposed by CCV to the City Council for their approval, conditional approval, or denial upon reviewing all relevant documentation and considering all comments for and/or against the project.

DISCUSSION AND ANALYSIS:

According to the site plans submitted to the Development Services Department and attached hereto as Attachment B, the two proposed cameras are to be located outside of the City right of way with one on a 16-foot-tall pole and the other on a 12-foot-tall pole parallel to the sidewalk. Furthermore, each pole is proposed to have its own outdoor solar power system to provide off-grid power to each camera.

It should be noted that the sole purpose of the cameras will be to monitor the EV chargers and dissuade attempts to graffiti or vandalize the chargers. While the City of Calexico executed an agreement with CCV for the installation of four Tier 3 EV chargers on city property, neither the agreement nor the conceptual plans approved by Council indicated the placement of security cameras thus requiring City Council review and approval.

FISCAL IMPACT
The building permit fees to be received by the City is estimated to be around $640.11.
