SUBJECT: Second Reading by Title Only of an Ordinance Adding Section 2.27.035 to the Calexico Municipal Code Regarding Community Services Commission Meetings
Recommendation:
Conduct a second reading, by title only, and vote to adopt an ordinance adding Section 2.27.035 to the Calexico Municipal Code Regarding Community Services Commission Meetings.
Background:
Except as otherwise provided in the Municipal Code, each commission, board, or committee meets quarterly (February, April, July, November) at a date and time determined by the commission, board or committee.
On November 8, 2023, the Community Services Commission approved to submit a recommendation to the City Council for the establishment of bimonthly meetings for the commission.
On December 29, 2024, the recommendation was taken to the City Council for discussion and direction was provided to staff in favor of the recommendation.
A first reading of the proposed ordinance was conducted by the City Council during a regularly scheduled meeting held on April 17, 2024. After reviewing the provided information, the City Council voted to present the item in the next regularly scheduled City Council meeting where a second reading, by title only, and consideration for adoption will be given.

The proposed ordinance adds Section 2.27.035 to the Calexico Municipal Code establishing bimonthly meetings (January, March, May, July, September, November) for the Community Services Commission at a date and time to be determined by the commission.
It is recommended that the City Council of the City of Calexico introduce the proposed amendment, conduct a first reading, by title only, and provide directive to city staff to present the item during the next regularly scheduled City Council meeting for a second reading, by title only, and consideration for adoption by City Council.

ORDINANCE NO. _
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
CALEXICO, CALIFORNIA, ADDING SECTION 2.27.035 TO
THE CALEXICO MUNICIPAL CODE REGARDING
COMMUNITY SERVICES COMMISSION MEETINGS.
The City Council of the City of Calexico, California, does hereby ordain as follows:
SECTION 1. Amendment to Calexico Municipal Code. A new Section 2.27.035 Meetings is added to Chapter 2.27 Community Services Commission of the Calexico Municipal Code as follows:
"2.27.035 Meetings.
The community services commission will meet bimonthly (January, March, May, July, September, November) at a date and time to be determined by the commission." SECTION 2. Effective Date. This Ordinance shall take effect thirty (30) days after its adoption.
SECTION 3. Severability. If any section, subsection, subdivision, paragraph, sentence, clause or phrase of this Ordinance, or any part thereof, is for any reason held to be unconstitutional, such decision shall not affect the validity of the remaining portion of this Ordinance or any part thereof. The City Council hereby declares that it would have passed each section, subsection, subdivision, paragraph, sentence, clause or phrase thereof, irrespective of the fact that any one or more section, subsection, subdivision, paragraph, sentence, clause or phrase be declared unconstitutional. If for any reason any portion of this Ordinance is found to be invalid by a court of competent jurisdiction, the balance of this Ordinance shall not be affected.
SECTION 4. Certification and Publication. The City Clerk of the City of Calexico shall certify to the adoption of this Ordinance and cause publication to occur in a newspaper of general circulation and published and circulated in the City in a manner permitted under California Government Code Section 36933.
SECTION 5. CEQA. The City Council finds that adoption of this Ordinance is not a "project," as defined in the California Environmental Quality Act because it does not have a potential for resulting in either a direct physical change in the environment or a reasonably foreseeable indirect physical change in the environment and concerns general policy and procedure making.
