Responses to Questions-
What activities of the City Council are most interesting to you? The most interesting activities of the City Council to me are those related to urban development and community engagement. I am particularly interested in the strategic planning and implementation of city projects that improve infrastructure, enhance public spaces, and promote sustainable growth. These initiatives not only shape the physical landscape of the city but also significantly impact the quality of life for residents.
Additionally, engaging with the community to understand their needs and incorporating their feedback into council decisions is a rewarding aspect of the role, as it ensures that the council's actions reflect the desires and aspirations of the people.
What activities of the City Council are most challenging to you? The most challenging activities of the City Council are balancing the diverse interests of the community and managing the city's budget effectively. With limited resources and various competing priorities, it can be difficult to allocate funds in a way that satisfies all stakeholders. Additionally, navigating the complexities of policy-making, particularly when it involves contentious issues such as zoning changes or public safety measures, requires a careful and considerate approach. Ensuring transparency and maintaining public trust while making tough decisions that may not always be popular is a significant challenge that requires strong leadership and communication skills.
What city programs/projects would you like to see improved or implemented? For the City of Calexico, one program I would like to see implemented is an "Adopt a Block" initiative. This program would encourage community members, local businesses, and organizations to take responsibility for the upkeep and beautification of specific blocks within the city. Participants would commit to regular litter clean-up, graffiti removal, and minor landscaping tasks. This program not only helps maintain the cleanliness and aesthetics of the neighborhoods but also fosters a sense of community pride and ownership. Calexico residents will benefit from cleaner, more attractive streets and a strengthened sense of community involvement.
Secondly, I would propose an abatement program for abandoned buildings. This program would focus on identifying and addressing vacant and neglected properties that pose safety hazards and detract from the community's appearance. The program could include measures such as securing properties, cleaning up debris, and collaborating with property owners to either rehabilitate or repurpose these buildings. Revitalizing abandoned buildings can enhance neighborhood safety, reduce blight, and potentially provide opportunities for new housing or commercial spaces. This will benefit Calexico residents by creating safer, more vibrant neighborhoods and new opportunities for community development.
Additionally, economic development is crucial for Calexico's growth and prosperity.
Initiatives such as attracting new businesses, moratorium on development impact fees, Lisa Tylenda Calexico City Council
supporting local entrepreneurs, creating job training programs, and revitalizing downtown Calexico can stimulate economic growth and provide more employment opportunities for residents. Revitalizing downtown Calexico will involve enhancing public spaces, improving infrastructure, and attracting a mix of retail, dining, and entertainment options to create a vibrant city center. Encouraging investment in the local economy and fostering a business-friendly environment can help the city thrive and improve the overall quality of life. Calexico residents will benefit from increased job opportunities, a stronger local economy, a revitalized downtown area, and an improved standard of living.
By focusing on these areas, we can create a more connected, sustainable, and inclusive City of Calexico that meets the needs of all its residents.
How would you approach these projects or programs?
Economic Development and Downtown Revitalization
To stimulate economic development and revitalize downtown Calexico, I would:
1. Strategic Planning: Develop a comprehensive economic development plan that includes specific goals for attracting new businesses, supporting local entrepreneurs, and creating job training programs.
2. Revitalization Projects: Focus on enhancing public spaces, improving infrastructure, and attracting a diverse mix of retail, dining, and entertainment options to create a vibrant downtown area. Work with urban planners and architects to design a revitalized city center that appeals to both residents and visitors.
3. Business Support: Offer incentives such as tax breaks, grants, and low-interest loans to attract new businesses and support existing ones. Provide resources and training programs to help local entrepreneurs succeed.
4. Marketing and Promotion: Launch a marketing campaign to promote downtown Calexico as a desirable destination for shopping, dining, and entertainment.
Highlight the unique aspects of the area and its potential for economic growth.
5. Community Engagement: Involve residents in the planning and implementation process through public meetings, surveys, and workshops. Ensure that the revitalization efforts reflect the needs and desires of the community.
6. Monitoring and Evaluation: Establish metrics to measure the success of economic development initiatives and downtown revitalization projects. Regularly review progress and make adjustments as needed to achieve desired outcomes.
Abatement Program for Abandoned Buildings
To establish an abatement program for abandoned buildings, my approach would include:
Lisa Tylenda Calexico City Council
1. Inventory and Assessment: Conduct a citywide survey to identify and assess the condition of abandoned buildings, prioritizing those that pose significant safety hazards or detract from the community's appearance.
2. Stakeholder Collaboration: Collaborate with property owners, developers, and community organizations to develop strategies for the rehabilitation or repurposing of abandoned buildings. Engage local residents in discussions to ensure the proposed uses align with community needs.
3. Funding and Incentives: Secure funding through grants, tax incentives, and low- interest loans to support property owners in revitalizing their buildings. Explore public-private partnerships to maximize resources.
4. Enforcement and Compliance: Implement and enforce ordinances requiring property owners to maintain their properties and take action on those that pose safety risks.
5. Community Input: Hold public forums to gather input and address community concerns about the future use of these buildings, ensuring transparency and community involvement in the decision-making process.
Adopt a Block Initiative
To implement the "Adopt a Block" initiative in Calexico, I would take the following steps:
1. Program Design: Develop a detailed program framework that outlines the responsibilities of participants, guidelines for upkeep and beautification tasks, and benefits for those involved.
2. Community Outreach: Launch a comprehensive outreach campaign to inform and engage community members, local businesses, and organizations. Use social media, local media, community meetings, and flyers to spread awareness and encourage participation.
3. Support and Resources: Provide necessary resources such as cleaning supplies, paint for graffiti removal, and plants for minor landscaping. Offer training sessions to ensure participants are well-equipped to carry out their tasks.
4. Recognition and Incentives: Establish a recognition program to honor the efforts of participants, such as public acknowledgments, certificates, and small incentives to maintain enthusiasm and commitment.
5. Evaluation and Feedback: Regularly assess the program's impact on neighborhood cleanliness and community pride, gathering feedback from participants to make continuous improvements.
By taking these comprehensive and collaborative approaches, we can effectively implement and sustain these programs, resulting in a more connected, sustainable, and inclusive City of Calexico that meets the needs of all its residents.

Other Relevant Experience/Expertise
Since 2010, I have worked for various municipalities within the Imperial Valley, growing within my professional career. My work experience and educational background provide me with a comprehensive skill set that is directly applicable to becoming a council member.
I worked in the Economic Development Department for the City of El Centro, where I contributed to initiatives aimed at stimulating local economic growth. I then went on to work as a Planning Technician for the City of Brawley, gaining valuable experience in urban planning and development processes. My next opportunity was working for the City of Imperial as a Planner, where I further honed my skills in land use planning and community development. Most recently, I served the City of Calexico as the Planning and Building Director, overseeing planning and building activities and ensuring compliance with local, state, and federal regulations.
In addition to my professional experience, I bring a wealth of relevant expertise from my involvement in student government. I was involved in the Associated Student Government for three years, from 2010 to 2013. During one of those years, I had the honor of serving as the Student Trustee for Imperial Valley College. In this role, I sat on the Board of Trustees, Lisa Tylenda Calexico City Council
representing the entire student population of Imperial Valley College. My responsibilities included:
• Policy Development: Collaborating with board members to develop and implement policies that addressed the needs and concerns of the student body. • Representation: Acting as the liaison between students and the college administration, ensuring that student voices were heard and considered in decision-making processes.
Budget Oversight: Participating in budget discussions and decisions, providing a student perspective on financial allocations and priorities. • Stakeholder Engagement: Engaging with various stakeholders, including students, faculty, administrators, and community members, to build consensus and support for initiatives that benefited the college community.
These experiences have equipped me with strong leadership, communication, and problem- solving skills. They have also provided me with a deep understanding of the importance of representing and advocating for the needs of a diverse community. I am confident that these skills and experiences will enable me to effectively contribute to the City Council and serve the residents of Calexico with dedication and integrity.
In this capacity, I gained significant experience in governance, leadership, and advocacy. My responsibilities included:
• Policy Development: Collaborating with board members to develop and implement policies that addressed the needs and concerns of the student body. • Representation: Acting as the liaison between students and the college administration, ensuring that student voices were heard and considered in decision-making processes. • Budget Oversight: Participating in budget discussions and decisions, providing a student perspective on financial allocations and priorities. • Stakeholder Engagement: Engaging with various stakeholders, including students, faculty, administrators, and community members, to build consensus and support for initiatives that benefited the college community.
Additionally, I served as the Planning Secretary for the City of Brawley at the Planning Commission from 2015 to 2017. In this role, I:
• Administrative Support: Provided administrative support to the Planning Commission, including preparing meeting agendas, minutes, and reports. • Coordination: Coordinated communication between the Planning Commission, city staff, developers, and the public to facilitate the review and approval of development projects.
• Regulatory Compliance: Ensured that planning activities complied with local, state, and federal regulations, contributing to the orderly development of the city. • Public Hearings: Assisted in organizing and conducting public hearings, helping to engage the community and gather input on planning and development issues.
Lisa Tylenda Calexico City Council
Furthermore, I have been actively involved in youth sports coaching, which has allowed me to contribute to the community in meaningful ways. I coached in the Calexico Little League in 2019 and 2021, and for IV USA Soccer in 2023. Through these roles, I:
• Youth Development: Helped develop the skills and character of young athletes, promoting teamwork, discipline, and sportsmanship.
• Community Engagement: Engaged with families and community members to foster a supportive and positive environment for youth sports.
• Event Organization: Assisted in organizing practices, games, and events, ensuring that activities ran smoothly and effectively.

WHAT ACTIVITIES OF THE CITY COUNCIL ARE:
MOST INTERESTING TO YOU?
I would say everything. Always had an interest in helping my community with the knowledge and experience I have altained from the 45 years of working in municipality government. It's been my experience that if you work as a team, hings get done much more efficiently. Interested in city budgets, Communily Development, Cily Planning and Park and MOST CHALLENN development of Park and Recreation facillies.
I would say that most of the challenges I've had was working to attain a strong budget to meet the needs of the community. But that challenge gives you the opportunity to challenge yourself as a person to find sound resolutions. A good council that works and listens to the issues with the departments, staff and its residents can bring about good WHAT CY PROGRAMS/PROJECTS WOULD YOU LIKE TO SEE IMPROVED OR IMPLEMENTED? I'm a great believer in training our staff with the proper tools that will provide them the ability to look outside the box and look for alternative measures to help with our budget. Developing a 5, 10 or 20 year strategic plan that has the vision of achievable goals and objectives that this cily can adjust to needs to be developed. From bringing.business to Calexico, creating a safe environment for our residents both in Police and Fire, working with our health care system, developing a homeless taskforce, housing, Library, Economic Development and being the city everyone wants to visit.
HOW WOULD YOU APPROACH THESE PROJECTS) OR PROGRAM(S)?
First, bringing the community together through town hall meetings, and start a healing process. We need to have the Community to buy into these projects and services. Transparency is important to these residents and to our staff.
I would encourage us to have a process were all the users, business owners, schools, civic groups and members of this community can share what there wants and needs are. What do we need to do to make our community better. Calexico is the golden gate to our international sister Mexicali, Mexico. We need to build a better relationship with all the other Imperial County cities, BOS, IID and rebuilt a new Chamber of Commerce.
PLEASE PROVIDE INFORMATION ABOUT INVOLVEMENT IN ANY ORGANIZATIONS OR ACTIVITIES THAT MAY RESULT IN A CONFLICT OF INTEREST IF YOU ARE APPOINTED TO THE CITY COUNCIL? I just recently retired from the City of El Centro after 41 years of public service. I currently serve on a County and a State Commission. None of these commissions would have conflict with Council meetings.
OTHER RELEVANT EXPERIENCE/EXPERTISE:
Experience in grant writing, service delivery and evaluation of grants. Extensive experience in preparing meeting agendas, facilitating discussions and researching material for State, County and City business meetings. Experience in public speaking, have provided public speaking to civic and corporate agencies on relevant topics.
WHAT IS YOUR UNDERSTANDING OF THE ROLE/RESPONSIBILITY OF THE CITY COUNCIL? Councilmembers roles are to advocate for the Citizens of Calexico, provide a strategic plan that is achievable, provide governance that will provide quality of life with services through well thought out decisions, review yearly budgets and project deliverables, and establish a network of connectivity with staff, residents and other local, state and other stakeholders that will be part of the mission to make Calexico the "golden" city of the valley.
