AGENDA STAFF REPORT
Date: June 12, 2024
TO: Mayor and City Council
APPROVED BY:

Juan Conteras Acting City Manager
PREPARED BY: Sandra L. Fonseca, Interim Finance Director SF SUBJECT: Proposed Annual Budget for Fiscal Year July 1, 2024 to June 30, 2025 ========= =================• =======
Recommendation:

This report introduces the 2024-25 Proposed Annual Budget. After receiving public and City Council feedback, the budget adoption will be scheduled for City Council consideration before June 30, 2024.

Background:

Budget Objectives and Strategic Plan
The 2024-25 budget continues to support fiscal objectives from City's Strategic Plan adopted by the City Council on September 15, 2021. As stated in the Strategic Plan, this budget prioritizes Calexico's fiscal responsibility to ensure its sustainability into the future. The proposed budget maintains "break even" General Fund operations; adds one public safety position; and begins to address deferred equipment replacements using the General Fund and Measure H revenue surplus carried over from the 2023-24 fiscal year. The combined General Fund and Measure H reserves are projected to maintain at $4 million through June 2025 which provides long-anticipated fiscal stability to the City.

General Fund Departments have requested approximately $5 million in new General Fund spending, including $1.9 million for new positions. While the proposed budget does include one-time funds to address deferred equipment replacements, new positions and service improvements can only be added with ongoing new revenues to maintain these services. The City can best achieve its General Fund 5- year operating plan and reserve target by maximizing and implementing its revenue opportunities.

As we look ahead over the next five-year horizon, annual payments for retiree pension and medical care are projected to increase from current payments of $3 million per year to over $4 million per year and consume up to 17% of projected General Fund revenues, which "crowds out" the City's ability to improve the base level of city services expected by the City's residents. Projected 5-year General Fund revenue growth falls short of anticipated expenditure growth. As in prior year budgets, the 5-year forecast is sustainable only with new revenue growth such as new development tax base.

A critical element of the budgets outside of the General Fund include proposed rate increases for the Water and Wastewater programs. The proposed Water and Wastewater rates maintain the City's compliance with the 2020 Revenue Bond debt coverage covenants and provide the cash flow to support important plant and capital infrastructure for these essential City services.

City-wide Budget
The 2024-25 Citywide budget proposes annual expenditures of $167 million. This includes General Fund operating expenditures of $ 22 million, enterprise and other operations of $19 million, debt service of $4 million, and a capital improvement program of $120 million.

Discussion & Analysis:

General and Measure H Funds
The General Fund is the primary operating fund of the City. Unrestricted property tax, sales tax, and other revenues pay for Police, Fire, Development, Library, Recreation, a portion of Public Works, and City Administration. The proposed General Fund budget for 2024-25 is balanced within current revenues and sustains current services.

In several of the following charts, the General Fund and Measure H Funds are combined to provide the best comparison with the City's audited financial statements. Government Accounting Standards require the consolidation of unrestricted funds such as Measure H into the audited General Fund presentation.

Measure H funds are budgeted and tracked in a dedicated fund to provide transparency on its operations and reserve balance, then are combined for analysis purposes.

General Fund Balance/Operating Reserve Trend
The combined General and Measure H Fund Balance reserve is projected at approximately $4 million at June 2025. Strong sales tax results in 2023-24 have increased the combined reserve balance ahead of the 2023-24 budget plan at June 30, 2024. This 2023-24 surplus is recommended for investment in deferred capital/equipment replacements in 2024-25, resulting in a dip in the 2024-25 reserve while still maintaining an approximate $4 million target balance.

General Fund Revenue/Expenditure Trends
The proposed 2024-25 General Fund budget balances expenditures within available revenues which is necessary to preserve the City's fund balance reserve. However, Departments have identified additional $5 million in staffing, operating, and capital expenditures that are not included in the proposed General Fund budget. Approximately half of these requests have been funded through one-time reserves or other fund revenues outside of the General Fund, and approximately half are deferred until new sustainable revenues are available. The following chart demonstrates the fiscal impact of the new budget along with the fiscal impact if all new department program requests were implemented within the General Fund. The Measure H budget includes a one-time draw on accumulated reserves to fund a portion of the General Fund capital/equipment requests. Detailed information about the department budget requests is included in the General Fund section of the budget book.

General Fund 5-year Revenue/Expenditure Forecast
The longer-term General Fund forecast relies upon new annual development revenues growing from $0.9 million to $1.9 million over the next five years to sustain current operations and staffing. The increasing 5-year revenue requirements are primarily due to the $1+ million growth in annual CaPERS payments over this period to amortize unfunded pension costs. The proposed budget includes resources to focus on Planning, Engineering, and Building operations to maximize revenue opportunities, including an updated development fee study.

Long-term Retirement Benefit Obligations
The City has accumulated unfunded pension and retiree medical obligations that have been earned by employees in prior fiscal years. These benefits face growing annual cash flow requirements that constrain the City's ability to sustain existing service levels and "crowd out" the ability to add new staffing.

The CaPERS pension payments will increase annually as CaPERS phases-in the cost of recent investment losses over the next five years. The General Fund share of pension and retiree medical costs are projected to increase from $3 million to over $4 million during the next five years.

During 2022-23, the City took action to establish an OPEB Section 115 Trust designed to lower the long- term cost of retiree medical costs by investing current funds and generating investment income to pay for future benefits, similar to the CaPERS pension structure. The proposed budget includes incremental funding to amortize the OPEB unfunded liability as a level percentage of payroll, including the cash benefit payments, over the next 30 years.

General Fund Staffing
The following chart shows the General Fund authorized staffing trend since 2015. The 2024-25 budget proposes one net new General Fund position for the Schools Resource Officer. The City and School District resumed this program during 2023-24, and this action adds the position to support the existing service. Program departments have submitted requests for an additional 19 General Fund positions to improve City service levels. However, this staffing level is not feasible with current revenues and benefit obligations.

Measure H Fund
The proposed budget introduces new transparency for the Measure H program by identifying specific programs and projects to be supported with Measure H revenues. Measure H revenues have been particularly strong in 2023-24 and are projected to be 12% higher than the prior year. The fund balance reserve has grown faster than the budget plan. For this reason, additional annual operational support for current Public Safety and Recreation programs is recommended. This additional support will allow the General Fund programs to maintain at their current levels and accommodate the increasing annual cost of salaries, benefits, and services and does not expand services. The Recreation program however is recommended for an additional increase dedicated to maintain the summer swim program when current ARPA swim program allocations are depleted. Specific line items have been added to the Measure H budget for Police, Fire, and Recreation to replace the prior non-specific General Fund transfer.

In addition to ongoing operational support, Measure H funds are recommended to invest in specific capital/equipment replacements by a partial draw on the increased Measure H June 2024 fund balance reserve earned in 2023-24. In particular, this capital funding will allow the critical purchase of large ticket replacement fire apparatus. Other Measure H capital expenditures are proposed for public safety vehicles, equipment, and Daniel Gutierrez Field sports lighting.

Over the past years, the Measure H budget has become a mix of General Fund expenditure reimbursements, transfers, and direct program funding. The 2024-25 budget cleans up and brings a consistency methodology to General Fund program support. To best measure the ongoing total cost of General Fund programs, and to provide a cleaner view of long-term General Fund operating requirements, operating expenditures will be recorded in the General Fund, with Measure H support consistently recorded as General Fund revenue. This provides a cleaner measure of the General Fund reserves and the important metric of the number of days of operation on hand to protect from economic and other year-to-year operational fluctuations.

With this change in Measure H budget methodology, the General Fund expenditure base grows, and the fund balance reserve resets at a lower reserve measurement that is inclusive of Measure H operating expenditures. Specifically, the combined General Fund and Measure H ending fund balance reserve drops below the budget resolution policy of 68 days of operations, to 63 days of operations. The five-year General Fund projection demonstrates how the City plans return to its fund balance reserve policy of 68 days of operations (60 days for working capital reserve and 8 days for economic fluctuations). The City's fund balance policy, as presented in the annual budget resolution, follows best practices established by the Government Finance Officers Association (September 2015).

Operating Grant Funds
The City administers a series of funds that operate with revenues that are restricted for specific programs, including state grants for the Library, Gas Tax, Public Safety programs, and Solid Waste fees.

New programs in the 2024-25 budget include a New River operations fund. This fund tracks the inter- agency agreement with the County of Imperial and the Imperial Irrigation District that will finance ongoing operating requirements upon the completion of the state-funded capital projects.

The 2024-25 budget also includes a growing list of Police Department grants that support ongoing and special Police Department programs.

Housing Funds
The City administers revolving housing loan programs that have generated program income available for future reinvestment by the City. Three of these programs (CDBG, HOME, and CalHOME) are controlled by the State of California's Department of Housing and Community Development (HCD) and will become available for future use when the City is compliant with Federal and State guidelines. The Housing Successor holds housing loans and cash balances transferred to the City in 2011 at the time of Statewide Redevelopment dissolution. This program is under local control and has funds available for programing as projects are identified.

Water/Wastewater Enterprise Funds
The Water/Wastewater budgets operate from customer user fees. The budget anticipates a user rate increase for these programs by October 1, 2024. New rates have been presented to City Council for consideration. Revenues are first pledged to the 2020 Water/Wastewater bonds issued to fund water/wastewater treatment plant improvements and other capital projects. The balance of user fees pay for operations and ongoing capital requirements.

The budget book pages for the Water and Wastewater programs provide pro-forma financial projections both with and without the proposed user rates. The City last increased user rates two years ago and is at risk of falling below the 125% debt service coverage ratio pledged to bondholders. Customer rates have been proposed to both meet the pledged debt service coverage ratio and also to provide capital funding to maintain the plants and system infrastructure. The Waste Water treatment plant upgrade project will address environmental and regulatory issues and will require additional grant or long-term financing to complete the project within the 5-year capital improvement planning horizon.

Capital Program
The proposed capital program invests $120 million into the community through over 60 capital projects. 'he 5-vear capital program totals $183 million. Funding is from water/wastewater bonds, customer fee:
grants, and development fees. These proiects support City Council objectives of maintaining an improving the key infrastructure and facilities of the City. 2024-25 Capital Improvement Program

We look forward to discussing this budget proposal with the City Council and receiving feedback on City Council priorities during the upcoming budget presentation.

General Fund 5-year Revenue/Expenditure Forecast
The longer-term General Fund forecast relies upon new annual development revenues growing from $0.9 nillion to $1.9 million over the next five vears to sustain current operations and staffing. The increasinc 5-year revenue requirements are primarily due to the $1+ million growth in annual CaPERS payments over this period to amortize unfunded pension costs.

General Fund revenues are substantially derived from property and sales taxes. When combined with Measure H, property and sales tax comprise 70% of the City's unrestricted revenues. Combined General Fund and Measure H revenues have increased by over $4 million (23%) over the last four years. The City's current budget limitations are not due to stagnant or declining revenues.

To best measure the ongoing total cost of General Fund programs, and to provide a cleaner view of long-term General Fund operating requirements, operating expenditures will be recorded in the General Fund, with Measure H support 2024-25 Proposed Budget June 12, 2024 8
consistently recorded as General Fund revenue.

This program is under local control and has funds available for programing as projects are identified

2024-25 Proposed Budget June 12, 2024 9
Capital Program
The proposed capital program invests $120 million into the community through over 60 capital projects.

The 5-year capital program totals $183 million. Funding is from water/wastewater bonds, customer fees, grants, and development fees. These projects support City Council objectives of maintaining and improving the key infrastructure and facilities of the City. 2024-25 Capital Improvement Program

The most significant project updates in this capital program are $12.5 million in two new State grants that add to the existing New River Improvement program. The budget also includes new spending on General Fund equipment and vehicle replacements funded from a combination of a General Fund transfer approved in the 2023-24 3rd quarter budget report; ARPA; and Measure H funds.

We look forward to discussing this budget proposal with the City Council and receiving feedback on City Council priorities during the upcoming budget presentation.

2024-25 Proposed Budget June 12, 2024
A. General and Measure H Funds
It will be the City Council's policy to target a fund balance reserve for the combined General Fund and Measure H Funds that follows the Best Practices established by the Government Finance Officers Association (September 2015) equal to 60 days (16%) of General Fund operations.

Over the next five years, it will be the City Council's policy to further build and delineate the combined General Fund and Measure H Fund reserve as follows:
a. Working Capital Reserve
16% of Annual Expenditures (60 Days of operations)
The Working Capital Reserve provides a General Fund cash balance to cover anticipated cash flow requirements to sustain payroll and other operating payments during the collection period for General Fund tax and fee revenue collections, including the 2-month collection period for Sales Tax revenue from the State of California and up to 5-month Property Tax revenue collection period from the County of Imperial.
b. Emergency Reserve
10% of General Fund Sales Tax (8 Days of operations)
The Emergency Reserve will be targeted and built over the next 5 years by the continued phase in of the Measure H policy to reserve 10% of annual Measure I revenues (Adopted September 2011, Resolution # 2011-99).

B. Street Maintenance Funds (Gas Tax and RMMA Funds)
The Fund Balance Reserve will be 8% of Annual Expenditures (30 Days of operations).

C. Capital Reserve (Local Capital Fund)
The Fund Balance Reserve will be $250,000.

D. Water and Wastewater Enterprise Funds
The Operating Fund Balance reserve will be 50% of Operating Expenditures.

Water and Wastewater revenues that exceed the amounts needed to maintain this operating reserve will be transferred to the respective Water and Wastewater Capital Funds for investment in their long-term capital improvement programs.

E. Airport Enterprise Fund
The Fund Balance Reserve will be 8% of Annual Expenditures (30 Days of operations) 2024-25 Proposed Budget June 12, 2024 12
F. Internal Service Funds (Active and Retiree Medical, Workers Compensation, Unemployment, and General Liability Programs)

G. Unfunded Liabilities
Unfunded retiree medical (OPEB) liabilities will be amortized over 30 years through annual contributions to an OPEB Section 115 Trust.

Unfunded employee compensated absence liabilities (accrued vacation and other leave balance payable upon separation) will be funded from one-time sources or annual year- end operating surplus as available.

Fund Balance Reserves may be drawn at City Council direction to fund one-time or other unplanned expenditure requirements. Reserves that are drawn or otherwise fall below policy targets will be replenished by adjusting revenues and/or expenditures to cause operating surpluses during the subsequent three annual budget cycles.

Section 5. User Fee Policy
To ensure that City fees and rates are sufficient to pay for the costs of providing services, an annual report will be provided to City Council with a listing of user fees, the schedule for fee and rate study updates, and the status of fee updates and adjustments.

POLICE DEPARTMENT
2024-25 BUDGET
The City of Calexico is situated directly along the U.S./Mexico International border. Our City sits adjacent to the City of Mexicali, the state capital of Baja California, Mexico. The Calexico Port of Entry is the major entrance point for thousands of visitors as well as a large number of goods traveling between the two countries. Mexicali has a population of 1.033 million (as of 2018), and daily average commuters to the City of Calexico are 7713 (pedestrians) 24,673 (passengers in vehicles), and 13,739 (vehicles) per day. With these additional increases to our population (of 38,249 as of 2022) the police department is responsible to provide service and protection to a population of approximately 70,635 each day.

Currently, the Calexico Police Department faces significant challenges due to its staffing levels, with only 0.39 officers per 1000 people serving a population of 38,249. This ratio falls well below the national standard, which recommends a minimum of 1.5 officers per 1000 people, with an ideal ratio of 1.7 officers per 1000 people. This shortage of personnel has made it difficult for the department to be proactive in addressing community needs. As a result, officers are often forced to respond to calls in a reactive manner, with little time for proactive communication or follow-up on previous incidents. The department's operations are divided into two major divisions, but the current staffing constraints limit their effectiveness in providing comprehensive public safety services.

Operations Division
The Operations Division of the Calexico Police
Department encompasses a range of critical
functions, including patrol, traffic enforcement,
and investigations. Our uniformed officers play a
vital role in proactively patrolling city streets,
ensuring the safety and security of our
community. They promptly respond to calls for
service, addressing a wide array of issues to
maintain public order.

Within the Patrol function, officers are tasked with
enforcing all criminal laws and vehicle code
violations, contributing to the overall safety and
well-being of our residents. These dedicated
professionals work tirelessly to uphold the law and protect our community from harm.

Our officers are also assigned to traffic duties and play a crucial role in ensuring road safety. They enforce traffic laws, investigate traffic collisions, and work to prevent accidents, all of which are vital for maintaining a safe and efficient transportation network in our city.

Moreover, the Calexico Police Department recognizes the importance of a strong presence in our schools. We currently have one School Resource Officer (SRO) dedicated to serving our schools, ensuring a safe learning environment for our students. Recognizing the value of this program, we 2024-25 Proposed Budget June 12, 2024 39

are actively exploring the possibility of adding a second SRO through a contract with the Calexico Unified School District. This initiative underscores our commitment to the safety and well-being of our students and educational staff.

Support Services Division
The Support Services Division of the Calexico Police Department includes two key units: the Communications Unit and the Records Unit.

The Communications Unit plays a crucial role in the
department, staffed with eight full-time Public Safety
Dispatchers and one Dispatch Supervisor. These
dedicated professionals work 12-hour shifts, ensuring
around-the-clock coverage to respond to the needs of
the public and the department. The Communication Unit
handles all incoming Police, Fire, and Emergency
Medical Services calls, dispatching the appropriate
personnel and resources to each situation. However,
due to the increasing demands on the department, an
additional two full-time Dispatchers are needed to meet the minimum operational requirements for both Police and Fire Departments.

The Records Unit is another vital component, staffed by 2.5 Records Clerks. This unit is responsible for managing all reports generated by officers, as well as processing numerous requests from other law enforcement agencies, insurance companies, citizens, and various research requests. Additionally, the Records Unit handles Livescan requests and performs a range of clerical duties to support the department's operations.

These units are essential to the efficient functioning of the Calexico Police Department, providing critical support services that help ensure public safety and operational effectiveness.

Special Investigations Unit
The Special Investigations Unit (SIU) plays a crucial role within the Calexico Police Department, participating in various task forces such as the Narcotics Task Force (NTF), Border Crimes Unit (BCU) (vacant), and Border Enforcement Security Task Force (BEST). The SIU is responsible for conducting criminal investigations ranging from basic investigation to highly complex cases.

The Investigations Division of the Calexico Police Department is vital in combating crime and ensuring public safety. Currently, there are two vacant positions for investigators, which are responsible for conducting thorough investigations into various criminal activities within the city.

The investigators assigned in these roles are highly skilled in evidence collection, witness interviewing, and case building.

They collaborate with other law enforcement agencies, including federal partners, to gather intelligence and address complex criminal cases. The department is in discussions with our federal partner to assign personnel enhancing the capabilities, aiming to provide additional resources and expertise to the Investigations Division.

This collaboration will enable the division to handle more challenging cases and improve investigative outcomes, demonstrating the department's commitment to enhancing public safety and combating crime effectively.

Parking Enforcement Support Functions
The Parking Enforcement Unit is staffed with one
Parking Supervisor, one full-time Parking Enforcement POLI Officer, three permanent part-time Parking
Enforcement Officers, and an average of 5-8 temporary RIMI Parking Enforcement Clerks. This unit is responsible for enforcing all parking regulations outlined in the Calexico Municipal Code and the California Vehicle Code
Parking Enforcement Officers collaborate with the
public to ensure a safe community and strive to
enhance its quality of life. Their effective enforcement of parking regulations improves community life by addressing issues such as illegally parked vehicles, disabled parking violations, and commercial enforcement.

Additionally, the staff is responsible for collecting, counting, and depositing money from downtown parking meters. They provide crucial support during special community events and significant incidents like natural disasters or traffic collisions. Moreover, the Parking Enforcement Unit assists in traffic control along the City's major thoroughfare for vehicles exiting the United States into Mexico.

Animal Control Functions
The Animal Control Unit undertakes a wide range of enforcement duties to ensure compliance with both the Calexico Municipal Code and California state laws. These regulations govern the transportation, care, and impounding of stray and abandoned animals within the city. The unit is responsible for enforcing laws related to animal welfare, which include ensuring that animals are properly housed, fed, and treated humanely. Additionally, the Animal Control Unit oversees the impoundment of stray animals, making sure they are safely captured and held in designated facilities until they can be reunited with their owners or rehomed. They also manage the collection of animal control fees as established by the City Council, which helps fund the operations and maintenance of animal control services. This comprehensive approach not only promotes the 2024-25 Proposed Budget June 12, 2024 41

humane treatment of animals but also enhances public safety and health by reducing the number of stray animals on the streets.

Department Funding

• Proposition 172 Special Revenue Fund
• California Citizen Option for Public Safety Grant
(COPS) Special Revenue Fund
• Department of Homeland Security Operation
Stonegarden Grant (OPSG) Special Revenue

Program
• Federal Asset Forfeiture Funds
• School Resource Officer Grant
• Cannabis Tax Fund Grant Program

• 2024 Homeland Security Grant
In closing, the Calexico Police Department remains steadfast in its mission to build trust within the community by respecting and protecting the constitutional rights of all individuals. We are committed to providing service with honor and respect, safeguarding lives, and fostering strong community partnerships to enhance the quality of life for all residents. Despite facing challenges due to staffing constraints and the unique demands of our location along the U.S./Mexico border, our dedicated personnel work tirelessly around the clock to preserve peace, respond to mergencies, and protect life and property. As we strive to meet national standards for poli affing, we will continue to prioritize proactive communication and community engagemer ensuring that every resident and visitor to Calexico receives the highest standard of public safety services.

FIRE DEPARTMENT
2024-25 Budget
Fire Prevention:

Fire Prevention is aimed to decrease the number and severity of fires within the City of Calexico. The Calexico Fire Department accomplishes this goal through public education programs, regular fire prevention inspections, code enforcement, vegetation management, and enforcement. When fires do occur, a fire investigation is conducted to determine the origin and cause of the fire.

Emergency Medical Services:

CALEXICO FIRE

CALEXICO DIRE
75 70
The City of Calexico Fire Department provides comprehensive Emergency Paramedic Services both within the city limits and, in some cases, beyond. This program combines first responder paramedic engines, truck companies, and two Advanced Life Support (ALS) Paramedic Units operating out of two fire stations. This setup ensures that advanced life support reaches patients as quickly as possible.

Each ambulance is staffed by a team consisting of one Firefighter/Paramedic and one Firefighter Emergency Medical Technician (EMT). Engine and truck companies are typically staffed by a minimum crew of three personnel, resources permitting. These units respond to a wide variety of emergencies as First Responders, taking initial action upon arrival.

During an emergency medical call, the Firefighter/Paramedic on duty can quickly begin advanced medical life support, aided by the other crew members on the scene. This coordinated effort ensures that patients receive prompt and effective medical care. 2024-25 Proposed Budget June 12, 2024 52

The primary funding source for the Fire Department is the General Fund. However, funding is also provided through other revenue sources including Proposition 172 Special Revenue Fund

1. Proposition 172 Special Revenue Fund
Proposition 172 approved by the California Voters in November 1993 permanently extended a one-half percent sales and use tax imposed on the total retail price of any tangible personal property for public safety services as partial mitigation for the Education Revenue Augmentation Fund (ERAF) property tax shifts from Cities and counties to the State. The revenue from this tax is allocated to each county based on their proportionate share of statewide taxable sales and is disbursed each month by the State Controller.

Each County is required to deposit the revenue in a Public Safety Augmentation Fund from which it is allocated by the County Auditor-Controller to the County and its cities.

The enabling legislation (SB 509) provides that public safety services include, but are not limited to sheriffs, police, fire, County District Attorney, county corrections and ocean lifeguards.

Each County's allocation is determined by is proportion of taxable sales for all counties in the preceding calendar year. The Board of Equalization (BOE)

2. Measure H Sales Tax Special Revenue Operations Fund and Measure H Bond Capital Projects Fund.

Section 7285.9 of the California Revenue and Taxation Code authorizes cities to levy a transaction and use tax ("sales tax" or "sales and use tax") to be expended for general purposes. These transactions and use tax are subject to the approval by two-thirds vote of all members of the City Council and by a majority of the qualified voters of the City voting in an election on the issue.

On March 2, 2010, the City Council in Ordinance No. 1111 authorized a vote of the people to increase the sales tax by half a cent for 20 years for general government purposes. The ordinance also created a Citizen Oversight Advisory Committee comprised of an appointment by each member of the City Council whose term corresponds with the appointing Council Member's term of office. The Oversight Committee oversees, recommends, and reports to the City Council on the expenditure of the proceeds of the tax created by the ordinance.

2024-25 Budget
Department Funding:

The measure was submitted to the voters of the City of Calexico as required by Section 53720 et. Seq. of the California Government Code, approved by the voters of Calitornia in 1986 as Proposition 62; as required by Article XIlIC of the California Constitution, approved by the voters of California in 1996 as Proposition 218; and as required by Section 7285.9 of the California Revenue and Taxation Code.

On June 8, 2010, Measure H was approved by the voters. 2,031 (59.98%) voted "yes" and 1,335 (40.02%) voted "no." The City Council has historically allocated $400,000 per fiscal year for the operation of the Calexico Fire Department.

Goals, Objectives, and Performance Management

1. Continue to fill recently vacated positions due to recent retirements and separation of employment. Doing so would assist in maintaining and improving the level of service to the community of Calexico.

2. Consideration of alternate public safety service delivery methods.

Staffing four on engine companies increases emergency scene productivity by 25%, reducing property damage and increasing safety for firefighters.

3. Conduct an objective analysis of the full costs incurred by the City for various activities for which the department charges user fees. To ensure accuracy and establish a clear nexus between the cost of those services and the fees, a study should utilize a unit cost build-up methodology to identify the full cost for individual fee activities, based upon staff time and associated direct and indirect costs.

4. Develop and implement a Fire Department Standard Operating Procedures Manual for City Council consideration.

5. Develop a training officer program for professional Firefighters.

6. Develop and implement a Fire Department Standard Operating Procedures Manual for City Council consideration.

7. Develop and implement an Employee Succession Plan. Standards and guidelines for promotional expectations.

8. Seek Federal and State grants for fire prevention, fire operations and fire equipment

PLANNING, ENGINEERING, AND BUILDING
2024-25 BUDGET
The Planning Division reviews all residential, commercial, and industrial development proposals made by developers to the City of Calexico with the main goal of ensuring compliance with established policies in the General and Specific Plans, Zoning Ordinance, State law, and local ordinances adopted by the City Council. It processes all requests for annexations, rezonings, and land use entitlements such as conditional use permits (CUP), subdivision maps and commercial and industrial site plans. The Division coordinates recommendations from other city departments, utility companies and other stakeholders and interested parties while also providing advisory support to the City of Calexico Planning Commission and the City Council.

The Building Division is responsible for the implementation of the various building codes, health and safety codes, and codes related to proper construction practices. Duties include reviewing construction plans, issuance of permits and daily site inspections. Both Planning and Building & Safety Divisions provide direct assistance to the public and ensure that the property development review process is fulfilled. These two divisions work closely with other City departments, State and local agencies.

Code Enforcement is administered within the Building Division. Code Enforcement workload is generated through citizen complaints as well as on-site actions that are initiated when Code Enforcement Officers observe unsafe, unhealthy, or particularly unsightly conditions. Code Enforcement personnel further enforce the sign code, construction codes, business license codes, abandoned and inoperative vehicle codes and abatement of property nuisances.

The primary function of Code Enforcement is to educate the public on code issues and work with the citizens, business owners and other community stakeholders to achieve voluntary compliance and establish a positive relationship with the public to promote an attractive community, improve the living conditions for everyone and protect the health, safety, and welfare of the City of Calexico. 2024-25 Proposed Budget June 12, 2024 59
