Mission Statement
The Camarena Memorial Library provides resources to meet the educational, recreational, informational, and cultural needs of the community to encourage life-long learning and the pursuit of knowledge. Traditional and innovative library services, including the latest technology, are offered in a friendly, welcoming atmosphere, which reflects the unique border community of Calexico.
Department Description
The CAMARENA MEMORIAL LIBRARY offers a great variety of free programs for the whole family including baby time, storytime, puzzle build day, LEGO brick play, STEAM Lab, family movie times, paint and ARTsy days for school-aged children, teen programs, adult book clubs, adult and family literacy services, school visits, summer reading programs and family nights. We continue to facilitate the process of obtaining a library card via email, so that Imperial Valley residents may have access to the library's collection and online resources. Wi-fi continues to be available around the building 24/7. In an effort to continue fostering community interaction, we host special programming activities where community agencies bring information and resources, author visits, and provide lunch and snacks for children 1-18. We are always looking to take advantage of resources provided by the California State Library to augment our services. For your convenience library hours are as follows:
Monday-Thursday 12:00-7:00 pm
Friday (every other week) 10:00-5:00 pm
The CARNEGIE TECHNOLOGY CENTER is a branch of the library. The center is equipped with computers and sitting space for homework and tutoring assistance. It is also a resource for city departments since meetings and training take place here. This center is home for English as a Second Language classes and U.S. Citizenship preparation classes offered by the library.

" ARPA funding was used to finance the library's roof replacement. This project has been completed.
• An a/c unit was replaced in the children's area.
• The library produces a monthly calendar of activities to inform the public about its daily offerings.
• A daily snack and a full meal are available to children ages 1-18 during the summer and a snack during the rest of the year. We are able to provide food services thanks to a partnership with Calexico Neighborhood House. An average of 20 to 40 kids and teens take advantage of this service daily.
• This summer, the California State Library substantially increased the funding for the Lunch at the Library program. We will provide books, craft activities and cooking classes for kids among other amenities during the summer.
" The library participated in the annual Kids n' Badges program offered by the Calexico Police Department. A goodie bag full with books, crafts, materials and resource information was gifted to the participating children.
• A family night is a fun event offered to families with children 0-12 years of age. Children and parents get to do craft activities, play games, listen to books read by a community member, participate in a raffle, and have a wonderful time! Each child in attendance receives a FREE book. During this fiscal year over 665 children have added a book to their home library. We had about 441 adults attending family nights. • The library continues to maintain an up-to-date website in both English and Spanish where the community can get acquainted with the array of programs and services, including online resources available to them.
English site: https://calexicolibrary.org Spanish site: https://spanish.calexicolibrary.org • The library has a very active Facebook page with over 3,900 followers. Pictures of programs/events/resources are posted consistently by staff, and they are often shared by users. This is another way in which information about our services is disseminated to the community.
• The library has been a recipient of the California State Library's Zip Books Grant since 2014. This service allows users to request books & audiobooks not available in the collection. Items are ordered and sent directly to users. • Every year, the library offers an 8-week Family Summer Reading Program. During the summer of 2023, over 335 registered. Offerings included activities for babies, school- aged children, teens and adults.
• The library in conjunction with the Imperial County Free Library offered Libraries on the Spectrum program. Families with children on the autism spectrum join us, but everyone is welcome to participate. A visual story hour in addition to crafts, games and many sensory equipment is available for children to enjoy. We also provide Raise a Reader storytime program through the Imperial County Free Library.

• We continue offering the Vintage Club program, a monthly pick-up packet which consists of a gently used book, mandala sheets for coloring, colored pencils, crossword puzzles, a pencil/pen, a tea bag (to enjoy while they read or color) and at times a craft project. Approximately 45 seniors stop by the library to pick up their Vintage Club packet monthly. We take this opportunity to promote other services such as the library card, book clubs, adult literacy services, digital platforms, etc. • Parents continue to enroll kids (ages 0-5) in the 1,000 Books before Kindergarten program and the 500 Books before Junior High reading programs. This is another effort to promote the importance of reading to children.
• 12 children completed the 1,000 Books before Kindergarten program and participated in a special ceremony for them and their parents for completing this great challenge in the fall.
• Thanks to a partnership with United Way, the library helps students with homework needs, Monday-Thursday from 3-4 pm at the library. In addition, the library offers online homework help in addition to other services every day from 1-10 pm through Brainfuse Help Now. This is provided by the California State Library. A link to this service is available on the library's webpage https://calexicolibrary.org/resources The Adult Literacy Services (ALS) Grant Program is designed to help adults improve their English reading and writing skills. One-on-one tutoring sessions help each individual work on his/her learning goals and needs. We also applied for the Family Literacy Services Grant. Under this grant, the family members of the adult working towards improving his/her English skills are invited to join the learning journey of the adult. A storytime, activities, dinner and special guests are some of the offerings of the monthly program. • English as a Second Language (ESL) classes were offered at the Carnegie Technology Center. It is our goal that participants are able to transition to the adult literacy tutoring services program once they have taken level 1 and 2 of ESL. • A U.S. Citizenship preparation course was offered at the Carnegie Technology Center. 20 adults were prepared to take the citizenship test
• We strive to continue to collaborate and make connections with local schools for the benefit of our students. We participated in several career days and literacy programs at various public schools.
• Classes from Jefferson Elementary, Dool Elementary, Calexico Mission School and Calexico High School brought their students for a library orientation. Many of them obtained a library card.
• Partnership with Imperial County Office of Education brought Storytimes during the summer months.
• Added a new adult program "Cooking with Cecy". 10-12 adults join us monthly to learn to cook a dish.

ALEXIC Measure H
Fund #120
Purpose of Fund
Measure His a local sales and use tax approved by the voters in June 2010, effective October 1, 2010. The sales tax add-on (transactions and use tax) is a general-purpose tax of .5% applicable on sales within the City of Calexico and sales outside of the City under certain applicable criteria. The passage of the tax establishes a Measure H Oversight Advisory Committee to make recommendations on the use of the funds to the City Council.
Measure H Revenues pay for annual debt service on Measure H bonds issued in 2011 to fund capital projects, including fire station improvements, park improvements, and swimming pool. The Measure H committee has also in the past approved an annual allocation for Police and Fire personnel. During periods of fiscal distress, beginning in 2015 through 2021, the City General Fund drew remaining Measure H balances to sustain current operations and to rebuild its fund balance reserve. Beginning in 2022-23, a new Measure H allocation for Recreation programming was added, and the annual General Fund transfer was limited to 2% annual growth. An annual residual is now accumulating in the fund to rebuild an Emergency Reserve. 2024-25 Budget Highlights
1. Existing program support for Police, Fire, and Recreation continues. The Recreation program support is increased to provide new dedicated funding for the summer swim program.
2. The annual General Fund transfer has been replaced with a list of specific programs to be supported with Measure H revenues. The 2023- 24 General Fund transfer of $1.1 million has been increased to $1.4 million in 2024-25 to address increasing General Fund operating costs.
This support does not provide new services, but instead sustains the increasing cost of current services.
3. Capital funding is provided to address the City's significant backlong in equipment replacements. The primary expenditue is $330,000 towards a replacement fire engine, to be combined with ARPA funding, for a combined cost of $1.1 million. The initial year of 2024-25 capital funding is larger than successive years to draw the surplus revenues earned in 2023-24.
4. The proposed Fund Balance reserve policy is updated to target a $2 million reserve at the ending of the projection period in 2030. The reserve is expected to increase by $1 million in 2030 with the retirement of the Measure H bonds and the end of debt service. 2023-24

CALEXICO Local Transportation Authority/Measure D
Fund #233
Purpose of Fund
Measure D is a retail transaction and use tax of .5% enacted in July 1989 pursuant to the provisions of the Public Utilities Code for local streets and roads and state highways within Imperial County. The Imperial County Local Transportation Authority was created to administer the program. The revenue generated provides funding for transportation improvements. The distribution of funds is based on an allocation of a sum of $75,000 to each Local Agency annually and the remaining revenues to be distributed based on population. The priorities for expenditures of these funds are to repair and rehabilitate existing roadways, reduce congestion and improve safety, and to provide for construction of needed facilities. Expenditures must be in accordance with the approved plan or amended plan as submitted to the authority. 2021-22 2022-23 2023-24 2024-25

CALEXICO Employee Compensated Absence Reserve
Fund #607
This fund accumlates resources to fund the balances due to employees that are payable at the time of their separation from the City for accrued vacation and other leave balances. An intial deposit to the fund was approved in 2022. The policy objective is to accumulate resources over time to have cash on hand to pay balances as due. This policy has the financial planning benefit of limiting the operating budget impact upon employee retirement or separation.
