a) Authorize the City Manager to Sign Change Order No. 15 and 16 with A&N Quality Builders in the Amount of $24,956.00 for Renovations to Calexico Fire Station No. 2.
b) Adopt Budget Amendment Resolution for Fund No. No. 255 - American Rescue Plan Act (ARPA) in the Amount of $35, 126.00 for Calexico Fire Station No. 2.
Recommendation:
It is recommended that the City Council of the City of Calexico approve the following items:
a) Authorize the City Manager to Sign Change Order No. 15 and 16 with A&N Quality Builders in the Amount of $24,956.00 for Renovations to Calexico Fire Station No. 2. b) Adopt Budget Amendment Resolution for Fund No. No. 255 - American Rescue Plan Act (ARPA) in the Amount of $35,126.00 for Calexico Fire Station No. 2.
Background:
On March 6, 2024, the City Council of the City of Calexico awarded the bid proposal for the Renovations to Calexico Fire Station No. 2 to A&N Quality Builders in the amount of $966,559.00 and authorized the City Manager to approve any future change orders not-to-exceed $48,328.00 (5% of A&N Quality Builders Base Bid) as Per City Ordinance No. 1218.
On April 16, 2024, the City Manager approved Change Order No. 1 in the amount of -$24,560.00.
On May 8, 2024, the City Council of the City of Calexico approved Change Order No. 2, 3, 4 and 5 in the amount of $315,284.00.
On June 5, 2024, the City Council of the City of Calexico approved Change Order No. 6 through 12 in the amount of $247,927.00.
On August 21, 2024, the City Council of the City of Calexico approved Change Order No. 13 in the amount of $15,505.00.
On September 4, 2024, the City Council of the City of Calexico approved Change Order No. 14 in the amount of $7,066.00.
Discussion and Analysis:
On a bi-weekly basis, A&N Quality Builders, The Holt Gorup, Inc. and City staff meet to discuss the construction progress of Fire Station No. 2. The following items were not originally anticipated; therefore, City staff is recommending that the following items be approved in order to proceed with the construction of Fire Station No. 2:
1. Change Order No. 15
a. Irrigation Conduit - $1,920.00
Provide and install conduit for irrigation/sprinkler system. b. Generator Fuel Pump Conversation - $10,060.00
Convert generator fuel pump from mechanical to electrical because mechanical parts are no longer available.
2. Change Order No. 16
a. Generator - $12,976.00
The existing diesel emergency power generator was not able to reach 60HZ required to run properly; therefore, it is recommended to replace the existing diesel, clean tank, removal and cleaning of injectors and injector pump.
If Change Order No. 15 and 16 is approved, A&N Quality Builders new contract amount will be $1,577,297.00.
In addition, City staff is recommending that the City Council approve Budget Amendment Resolution in the amount of $35,126.00 which includes Change Order No. 15, 16 and an additional $10,170.00 for the purchase of the following equipment that will be needed at Fire Station No. 2:
1. Turnout gear storage rack
2. Speed queen turnout washer
3. High efficiency washer and dryer

SCOPE OF WORK

Remove and replace concrete as necessary for installation outside of building.
Convert generator fuel pump from mechanical to electrical because mechanical parts are no longer available. Converting to electrical is the only way to repair it.
