SUBJECT: Adopt Budget Amendment Resolution for Fund No. 255 - American Rescue Plan Act (ARPA) in the Amount of $26,300.00 for the Community Center Ceiling Tile Project
Recommendation:

Adopt Budget Amendment Resolution for Fund No. 255 - American Rescue Plan Act (ARPA) in the Amount of $26,300.00 for the Community Center Ceiling Tile Project.

Background:

The Community Center, inaugurated in 1969, has been a central hub for community activities and events in Calexico for over five decades. Over time, the building has faced various maintenance challenges, including issues with roof leaks. While the roof was repaired a few years ago, the interior of the facility, particularly the ceiling, remains in disrepair. Numerous celling tiles are visibly damaged, and the supporting ceiling grids are discolored due to normal wear and tear.

Discussion and Analysis:

The Community Center Ceiling Tile Project has an existing allocation of $20,000.00 from ARPA funds. However, upon further evaluation, it has become clear that this amount is insufficient to fully cover the project costs. Additional funding is required to complete the necessary repairs and replacements.

There are existing ARPA allocations that can be reallocated to provide additional funding for the ceiling tile project:

1. Ceramic Oven ($15,000.00 ARPA Allocation)
An allocation of $15,000.00 was initially designated for the purchase of a ceramic oven for the Recreation Department. However, this project is currently not feasible due to existing infrastructure challenges. Installing, securing, and safeguarding the equipment would require additional investment and space modifications that are not presently available. Additionally, the programming necessary to fully utilize this equipment is not ready for implementation. Given these constraints, reallocating these funds would be more beneficial in addressing the needs of the Community Center.

2. Duplicate Pavement Allocation ($11,300.00 Fund Balance) There is also a remaining fund balance of $11,300.00 from a duplicate allocation intended for the pavement of the Community Center parking lot. Since these funds are not necessary for their original purpose, they can be redirected to support the ceiling tile replacement project.

City staff recommend that the City Council of the City of Calexico approve a Budget Amendment Resolution to reallocate a total of $26,300.00 to the Community Center Ceiling Tile Project.

This reallocation would increase the total project funding to $46,300.00. This funding should cover the purchase and replacement of ceiling tiles for the entire building and explore the possible painting of supporting grids of at least a section of the building.
