AGENDA STAFF REPORT
DATE: December 18, 2024
TO: Mayor and City Council
APPROVED BY: Juan Contreras, Interim City Manager/Acting Fire Chief pL PREPARED BY: Juan Contreras, Interim City Manager/Acting Fire Chief fr SUBJECT: Adopt Budget Amendment Resolution for Fund No. 255 - ARPA for Reallocation of $100,000 from Fire Utility Vehicles to purchase second set of Personal Protective Equipment (PPE) to meet NFPA standards.
Recommendation:
Adopt Budget Amendment Resolution for Fund No. 255 - ARPA for Reallocation of $100,000 from Fire Utility Vehicles to purchase second set of Personal Protective Equipment (PPE) to meet NFPA standards and most firefighter safety recommendations, a firefighter should have two sets of turnout gear to ensure they always have a clean, dry set available while the other is being cleaned and properly dried, especially considering the potential exposure to carcinogens in firefighting situations.
Discussion and Analysis:
Authorize the City Manager to purchase PPE for the Calexico Fire Department from All Star Fire Equipment Inc: Source well contract # 032620-LIO, Cooperative Purchase Agreement. Source well provides cooperative solutions that assist both government and education agencies. In addition, they provide a qualified public bidding process through purchasing cooperatives.
Background:
The Calexico Fire Department is requesting the purchase of Personal Protective Equipment (PPE) essential to perform the duties as Calexico Firefighters. All PPE worn by Calexico Fire Department personnel needs replacement to operate safely and assure compliance with OSHA and NFPA standards.
Personal Protective Equipment (PPE) is worn by personnel when entering an environment considered to be an Immediate Danger to Life and Health (IDLH) is a crucial element to suppression and rescue operations. The purchase of a second set will bring our department up to NFPA standards which will provide the required level of protection to firefighters when serving the citizens of Calexico.
Authorize the City Manager to purchase PPE and SCBAs for the Calexico Fire Department from Fire ETC: Sourcewell contract # 032620-DRG, LN Curtis: Sourcewell contract # 032620-LNC, and All-Star Fire Equipment Inc: Sourcewell contract # 032620-LIO, Cooperative Purchase Agreement. Sourcewell provides cooperative solutions that assist both government and education agencies. In addition, they provide a qualified public bidding process through purchasing cooperatives.
Discussion & Analysis
To address the whole firefighting ensemble in a single standard, NFPA 1970 consolidates into 1 document the existing standards for:
• Clothing (NFPA 1971, Standard on Protective Ensembles for Structural Fire Fighting and Proximity Fire Fighting).
• Work uniforms (NFPA 1975, Standard on Emergency Services Work Apparel). • Self-contained breathing apparatus (NFPA 1981, Standard on Open-Circuit Self-Contained Breathing Apparatus (SCBA) for Emergency Services).
• Personal alert safety system devices (NFPA 1982, Standard on Personal Alert Safety Systems (PASS)).
Some of the most significant changes are focused on increasing contamination resistance and cleanability of gear. For example:
• The new standard proposes to make particulate-blocking hoods required rather than optional. • The new standard addresses restricted substances such as PFAS in a meaningful way with improved testing methods.
NFPA 1970 also includes a section outlining a range of new test methods for evaluating the whole ensemble for thermal protection, heat stress impact, and protection from particulates and gases.
NFPA 1851
A standard for the selection, maintenance, inspection, and retirement of firefighter PPE, including coats, pants, helmets, gloves, hoods, and boots. The 2020 revision of NFPA 1851 includes new cleaning requirements, such as:
• Two decision trees for handling, cleaning, and disposing of PPE elements • A minimum of two advanced cleanings per year, with one occurring at the time of the annual advanced inspection
Fiscal Impact: The funds have been allocated from the 2024-2025 budget account #255-91-907-56000- 002 Fire Utility Vehicles $200,000.
