SUBJECT: Approval of a Resolution to Amend City Council Annual Rotation Policy ============= C=================================================== Recommendation:
It is recommended that the City Council consider adopting a Resolution of the City Council of the City of Calexico, California, Amending the City Council Annual Rotation Policy.
Background:
The Government Code Grants the City Council the authority to select the Mayor and Mayor Pro Tem.
State law does not prescribe a particular method that the City Council must use to select a Mayor and Mayor Pro Tem. Rather, the City Council may select and seat the Mayor and Mayor Pro Tem in the manner it chooses.
On July 2, 2013, the City Council voted to move the Mayor and Mayor Pro Tem rotation from December to July, beginning in July 2013. Previous to the July 2, 2013 city council action, the rotation of the Mayor and Mayor Pro Tem occurred in December.
On March 1, 2023, the City Council voted to move the Mayor and Mayor Pro Tem rotation from July to the first meeting in February, beginning on March 1, 2023.
On December 20, 2023 the City Council voted to move the Mayor and Mayor Pro Tem rotation from February to the second meeting in January, beginning in January 17, 2024.
On May 15,2024, the City Council voted to move the Mayor and Mayor Pro Tem rotation from February to the second regular meeting in May, beginning in May 15, 2024.
Discussion and Analysis:
Mayor Nuricumbo is recommending that the rotation be moved to the second regular meeting in December beginning with this meeting of December 18, 2024.
The City Council may:
1. Approve the proposed Resolution, which will change the annual Mayor and Mayor Pro Tem rotation date from the second regular meeting in May to the second regular meeting in December.
2. Not approve the proposed Resolution; Mayor Pro Tem rotation will continue to occur in May.
3. Provide alternative direction.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CALEXICO,
CALIFORNIA, AMENDING THE CITY COUNCIL ANNUAL ROTATION POLICY WHEREAS, on July 2, 2013, the City Council of the City of Calexico ("City Council") voted to move the Mayor and Mayor Pro Tem rotation from December to July, beginning in July 2013; WHEREAS, on March 1, 2023, the City Council of the City of Calexico ("City Council") voted to move the Mayor and Pro Tem rotation from July to February, beginning on March 1, 2023; WHEREAS, on December 20, 2023 the City Council voted to move the Mayor and Mayor Pro Tem rotation from February to the second meeting in January, beginning on January 17, 2024:
WHEREAS, On May 15,2024, the City Council voted to move the Mayor and Mayor Pro Tem rotation from February to the second regular meeting in May, beginning on May 15, 2024; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Calexico that the Mayor and Mayor Pro Tem rotation be moved from May to the second regular meeting in December, beginning on December 18, 2024.
