SUBJECT: Approval of a Resolution of the City Council of the City of Calexico Authorizing the Selection of IPS as the Vendor for the Purchase and Implementation of 615 Parking Meters.
©=================== ============================
Recommendation:

Approval of a Resolution of the City Council of the City of Calexico Authorizing the Selection of IPS as the Vendor for the Purchase and Implementation of 615 Meters.

Background:

In April, the City Council approved a proposal submitted by Duncan for the purchase of 615 parking meters. At the time, Duncan's proposal stated that the vendor would charge the city 10 percent of meter revenue. However, during final negotiations, it was discovered that Duncan intended to charge 23.5 percent of overall revenue, including both meter and fine revenue, which deviates significantly from the terms initially approved by the City Council.

To ensure adherence to the original proposal and to protect the city's financial interests, The Police Department conducted further research and obtained a quote from IPS, an alternative vendor. IPS's proposal aligns with the original expectations by charging only 10 percent of meter revenue while leaving all fine revenue to the city, consistent with the Council's prior resolution.

Discussion and Analysis:

The discrepancy between the initial proposal from Duncan and their revised terms during final negotiations presents a substantial financial concern. Charging 23.5 percent of overall revenue would significantly reduce the city's net income from the parking meter program. Transitioning to IPS as the vendor would:

1. Adhere to the financial terms originally approved by the City Council.

2. Ensure that fine revenue remains entirely with the city.

Page 1 of 2 ends

3. Provide a more equitable and financially sustainable solution for managing parking meter revenue.

The attached quotes from both vendors provide a detailed comparison of the cost structures.

Fiscal Impact:

Transitioning to IPS would result in the city retaining a greater share of overall revenue, consistent with the original expectations. Based on current revenue projections, this change is anticipated to increase the city's parking-related net income by approximately 13.5 percent of overall revenue compared to Duncan's revised terms.

Meter rates and hours Text Amendment First Reading by Title Only - April 3, 2024. Page 1 of 4 These changes, some of which are over 16 years old will raise the rates of the meters, keeping up with the rate of inflation and help cover the cost of the traffic control expenditures. The proposed text amendment will change the hours of operation and amend fees charged per hour, both under Chapter 10.28 of the Calexico Code of Ordinances, to provide a combined process for the reasonable increase in hours of operation and meter rates in the city.

The proposed text amendment was presented to the City of Calexico City Council during a public hearing held on March 6th 2024. Upon reviewing all relevant documentation and opening the floor for public comments, the Calexico City Council unanimously voted to increase the hours of operation and increase the meter rates and fines and it is recommended approval of the proposed text amendment to the City Council.

Also, one of the proposed changes is to update the days on which meters are enforced. Per Calexico City Ordinance 1082-B (07/15/08) Meters should be enforced seven days a week.

SUBJECT: Adopt Resolution of the City Council of the City of Calexico Authorizing the Adjustment to Meter Hours, Rates, Fines and the Metering of Public Parking Lots.
======
Recommendation:

Adopt Resolution of the City Council of the City of Calexico Authorizing the Adjustment to Meter Hours, Rates, Fines and the Metering of Public Parking Lots.

The suggested modification entails a change to 25 cents for 12 minutes from the previous rate of 25 cents for 30 minutes, applicable from 8 am to 10 pm. It is also requested the that parking fine increase ten percent. This adjustment is aimed at aligning with current inflation rates, generating revenue to later facilitate the creation of four additional permanent part-time traffic controllers, along with the reintroduction of a new Business Liaison Officer position.

Background:

The downtown area of Calexico, under the administration of the City of Calexico, encompasses approximately 565 metered parking spots. These meters serve a crucial role in regulating vehicle parking in proximity to local businesses. The primary concern addressed by these meters is the prevention of individuals parking their cars and walking south across to Mexico, a situation that would hinder businesses by occupying available spaces in front of their establishments.

In response to this challenge, the city has instituted a maximum 2-hour parking limit in the area, with a nominal fee of $1.00 for the specified duration. This measure is designed to ensure a continuous flow of vehicles through the area, thus maintaining available spaces for prospective shoppers.

To effectively enforce these parking regulations and sustain the desired flow of traffic, the city has established a dedicated team. This team consists of a Parking Enforcement Supervisor, one Parking Enforcement Officer, and two permanent part-time Parking Enforcement Officers.

Additionally, the city collaborates with Hunters Employment Services to subsidize 6-8 seasonal traffic controllers, further contributing to the successful management of parking/traffic in the downtown area.

Over the years, these temporary traffic controllers have played a crucial role in serving the city.

Their primary responsibility is to regulate the flow of traffic during the afternoon rush, particularly when vehicles line up to head south into Mexico. This service is of immense value as it effectively manages traffic, minimizing wait times, and helps prevent potential collisions and altercations among motorists who would otherwise lack guidance. Additionally, these controllers serve as the first line of monitoring, equipped with radios and body cameras. This enables them to promptly report and record incidents even before the arrival of law enforcement, contributing to enhanced safety and security.

The city of Calexico currently maintains four public parking lots, which are unmetered and strictly monitored for a 2-hour parking limit. Unfortunately, these lots experience high occupancy on weekend evenings, as individuals leave their vehicles while crossing south into Mexicali. This situation poses a revenue loss for the city.

To address this issue, the police department proposes two potential solutions. The first option involves seeking a third-party vendor to manage a metered parking lot, while the second option suggests that the city bears the cost and takes responsibility for maintaining it as a city-run lot.

These proposals aim to optimize revenue and enhance the management of public parking in Calexico.

The meters:

In the past, to cover the expenses associated with employing personnel, meters were installed in downtown Calexico. The revenue generated from these meters and fines played a crucial role in balancing the budget for Traffic Enforcement. The need for traffic enforcement in the city is evident, especially during peak hours, contributing to a more comfortable living environment by preventing chaos that occurs in the absence of sufficient traffic personnel.

However, the existing meters, now two decades old, are no longer in production and do not accept card payments. This limitation has led to public frustration, as there are limited payment options available. The public has voiced concerns about the current system, highlighting the inconvenience of being unable to feed the meters directly and the necessity to rely on local businesses to provide change for payments.
2 Discussion:

The current meters are antiquated and the sole source company that produced them was sold to another. Replacement parts for the city's inventory are no longer being made. To source these that necta orders must be made to maintain the meters in working order, costing the cily more Currently the budget for the traffic controllers is reaching $900,000.00 a year, the revenue from the current rate of meters brings in about $275,000. And the parking fines bring in $204,000.00 annually, that leaves and estimated $421,000 left to fund that is covered by the police department general fund
• The revenue dollar amount is found in annual budget report for the police department. it is also proposed that with this increase in meter fares, meter times and fines be used to cover the gap in expenditure and to purpose to later appointing a Business Liaison Officer. This officer will be working business hours and will be responsible for assisting the business with issues that arise in the downtown area. This officer's primary purpose is to promote the safety of the historic Calexico Downtown area.

This increase in revenue will assist in budgeting the support of (4) four permanent part-time traffic controllers to oversee the proposed new hours and manage peak-hour traffic. This increase in personnel will contribute to cost savings by eliminating the need for bi-annual recruitment and training, addressing concerns from the public associated with the replacement process.

Analysis:

To upgrade the existing meters with models accommodating alternative payment methods, the estimated cost is $242,988.00 for a total of 623 meters. This expenditure can be further detailed as follows: $219,235 for hardware, $18,975.00 installation, $3,676.50 for the monthly communications fee, and if approved $62,300.00 for the five year warranty (1 year warranty is included in the purchase price). Notably, there are approximately 565 meters in total that require replacement.

It is essential to acknowledge that the introduction of new meters will incur additional costs associated with wireless transactions, including monthly communications fees and transaction fees. While this represents an increase in expenses, these fees are anticipated to contribute to covering the overall cost.
3 Furthermore, by upgrading the meters and adjusting the rate to $0.25 for 12 minutes, the expected revenue is projected to reach $687,500.00. This figure includes $204,000.00 from fines, resulting in a total revenue of $891,500.00.

Expanding metered hours from 8 am-6 pm to 8 am-10 pm Monday through Saturday is expected to enhance revenue generated from both meters and fines. Additionally, considering the management of four public parking lots by either the city or a third-party manager is anticipated to further boost parking revenue. • These strategic measures aim to optimize revenue streams while aligning with the evolving needs of the community.

Fiscal Impact:

Although there will be initial expenses related to meter replacement, as previously stated, the convenient payment options for the public, coupled with extended hours and increased rates, are anticipated to generate revenue. This revenue is intended to offset the costs incurred for the meter purchase and the salaries of the four permanent part-time traffic controllers and the police officer. Additionally, revenue generated from metering the parking lots is expected.

NOTICE OF PUBLIC HEARING

CITY COUNCIL

CITY OF CALEXICO
NOTICE IS HEREBY GIVEN that the City Council of the City of Calexico will hold a Public Hearing on Wednesday, April 3, 2024, at 6:30 PM (or as soon thereafter as the agenda permits), in the Fernando "Nene" Torres Council Chambers, 608 Heber Avenue, Calexico, CA 92231, to consider approval of the following projects):

PROJECT TITLE: INTRODUCTION AND FIRST READING BY TITLE ONLY OF

CORRECTION OF AN ORDINANCE ADOPTING NEW HOURS OF
TRAFFIC METERS. AMENDMENT AMENDING ORDINANCEs 10.24
PARKING, AND 10.28 - METERS HOURS OF OPERATION OF THE

CALEXICO CODE OF ORDINANCES RELATED TO THE FINES

AND HOURS OF OPERATION
DESCRIPTION/LOCATION: These changes, some of which are over 16 years old will raise the rates of the meters, keeping up with the rate of inflation and help cover the cost of the traffic control expenditures. The proposed text amendment will change the hours of operation and amend fees charged per hour, both under Chapters 10.24 and 10.28 of the Calexico Code of Ordinances, to provide a combined process for the reasonable increase in hours of operation and meter rates in the city.

CITY COUNCIL ACTION: The City Council will conduct a first reading, by title only, where they will open the floor for public comments for and against the proposed amendment.

ALL INTERESTED PERSONS are invited to attend this hearing. Members of the public can make comments in the following ways:
a) In person
b) Via email by 5:00 p.m. on Wednesday, April 3, 2024, to [email protected].

FURTHER INFORMATION on this item may be obtained by contacting the City of Calexico City Clerk's Office, 608 Heber Avenue, Calexico, California 92231 (760) 768-2102 or by sending an email request to [email protected].

LNG Single Space Meters
Unlike some Smart Meters that have adopted awkward and unattractive designs that compromise the aesthetics of the streetscape, our LNG meters fit under traditional parking meter domes that preserve the classic design and motorist familiarity of a traditional parking meter. In addition, our offered meters have the capaCity to offer users a real carefree experience while delivering to patrons clear, user-friendly, multi-optional parking service.

Some of the stand-out advantages of our Liberty Next Gen Smart Meter include:

Exquisite Readability - the LNG smart meter boasts the highest resolution display on the market with a high contrast LCD screen for clear outdoor readability. • SimpliCity of Use - ADA compliant, large tactile keys with clear symbols positioned at an optimal height on the meter housing to allow for easy operation for most persons.

Payment Options - Accepts coins, credit cards, debit cards, smart cards, optional contactless (including Google Pay and Apple Pay), mobile payments and Q/R code payments.

Maintainability - no tools required for common maintenance functions helping our many municipal customers to maintain their meters with extremely high (>99%) uptimes. • No Disposable Parts - Unlike other companies implementing rechargeable batteries but still having to dispose them or replace them frequently, our meters have zero disposable parts. The batteries are 100% rechargeable and due to very infrequent recharging, can even last the lifetime of the meter.

Upgradability - End-users are not required to purchase all available configurations upon initial implementation. Our LNG meters can be easily upgraded later, should a City's needs evolve, or its budget permit permits or requires expansion.

Page 6 of 40 ends

Mobile Payment Latency - Payments made via electronic mobile applications are expedited to allow them to be accepted and reflected on the meter within seconds.

Multiple Housing Options - CivicSmart offers a choice of housing options, (including the Model-90 Duplex and the Model-76 Single) currently recommended for the City.

Extended Life Battery Power - Specialized low-powered meters designed to sustain normal operations for up to one (1) year on a rechargeable battery. • Flexible Configuration Options - The LNG allows five (5) configurations to include single- space, dual-space, coin-only, and a small footprint multi-space meter.

Unlike some Smart Meters that have adopted awkward and unattractive designs that compromise the aesthetics of the streetscape, our LNG meters fit under traditional parking meter domes that preserve the classic design and motorist familiarity of a traditional parking meter.

Single-Space Feature Highlights:

Display
The display is the single most important part of the meter as it is the most visible and needs to be clear for user to understand rates and rules.

The display also needs to be comfortable for use by
short and tall people alike. CivicSmart's advanced
displays were engineered to be comfortable used by
short and tall people and even by people in a
wheelchair. This is accomplished by the four
features:

1. High contrast display with +/- 65 degree
(vertical) and +/- 120 degrees (horizontal)
viewing angle

2. Display at a lower height relative to the meter
housing

3. 14:1 contrast ratio with high resolution

4. Optimal 20o orientation to be visible by people
of all heights
Super bright LED lights are equipped on the front and back of the Liberty Next Gen, allowing nighttime enforcement that is visible from up to 85 feet away during periods of darkness. Green /ellow, and red LEDs clearly indicate valid parking time, meter fault, and expired meter time with flashes at approximately one-second intervals.

Below examples show how the high-resolution displays can be configured, from bi-lingual screens to Dynamic QR Codes. For the City, CivicSmart recommends a 6-button keypad (with 2 dedicated keys for language selection between, English, Espanol buttons, and Dynamic QR Code on the screen for easy payment.

Keypad
The keypad should be accessible, intuitive to use and must be adaptable.

All buttons on the keypad are tactile so motorists can both hear and feel a "click" when successfully pressing a button. The buttons are not configurable, but the keypad can be easily replaced if different functionality is required. Keypad supports auditory feedback as well as LED indication for NFC transaction. Logos such as Apple Pay and Google Pay can clearly be displayed along with Visa, Mastercard, Amex, and Discover.

In other meters, it is hard to follow on-screen instructions when the screen is blocked by the user's phone.

Power
Through innovative design, low-power electronics, and next generation communications technology, we have reduced the power consumption of our Liberty Next Gen meter so that we can offer 18 months between recharges of our fully
rechargeable battery when augmented with solar power.

Because our batteries are recharged infrequently, they will last for years without needing to be replaced.

In comparison, smart meters that rely on solar recharged batteries often need frequent, expensive battery replacements.

The LNG's core innovation is in using advanced engineering to consume low power. In fact, the LNG consumes about as
much power as other meters when in idle state. This is
accomplished by using advanced engineering techniques,
including for the display. LNG Meter battery
Payment acceptance

Page 9 of 40 ends

Liberty Next Gen meters offer expanded payment options and security when it comes to payment acceptance. The LNG smart meter accepts coins, tokens, credit cards, debit cards, smartcards, and NFC contactless payments. Our smart meter has been integrated with most other third-party pay-by-app systems and other similar mobile providers, so electronic transactions can be immediately updated directly to the meter in real-time to providing the City with consistent user and enforcement data.

The LNG meter features an EMV Level Il certified card reader that supports contactless payments and supports magnetic-stripes from smart cards as well as VISA, MasterCard, American Express, and Discover. All credit/debit transactions are encrypted, and no credit/debit card specific data is stored on the parking meters. No credit/debit card information is authorized, transferred, or stored outside of North America
Communications
Wireless technology is advancing rapidly, especially as it relates to Internet-of-Things (loT) devices such as parking meters. Latest NB-loT technologies include LTE-CatM1, NB-loT, an LPWAN networks such a LoRa. LTE-
The LNG meter not only incorporates latest technologies with ability to connect not only to cellular LTE-M and NB-loT networks, but also has LoRa communications capability. Recognizing the fast-evolving wireless space, the LNG is modular and simple to upgrade to nee technologies LoRa™ whether 5G or 6G as they become a better fit for the loT space. The current technologies in the LNG are assured of support from major carriers at least until 2030. All LNG models are equipped with LoRa loT networking that works with CivicSmart LoRa gateways, only cellular enabled models have additional LTE-M and NB-loT networking.

CivicSmart has secure private-APN networks for connecting to all major carriers, including AT&T, Verizon and T-Mobile. The meter communications will never traverse the public Internet and are encrypted at all times.

The LNG processes all credit card transactions in real time. However, in the event the wireless network is down, and the meter is unable to successfully complete a real-time, end-to-end authorization of a credit card transaction with the financial institution, the City may elect to configure the system to operate into a "hold and send" mode. CivicSmart has secure private- APN networks for connecting to all major carriers, including AT&T, Verizon and T-Mobile. The meter communications will never traverse the public Internet and are encrypted at all times.

Programmability
The meters are fully programmable, and firmware and configuration can be upgraded remotely from a web interface with the click of a few buttons for cellular enabled models and using a Datakey for non-cellular models.

Pay-by-Plate List
When enforcing paid parking using a Pay-by-Plate system (which the City mentioned mobile payments are configured to), paid plates are displayed in numeric/alpha order so officers can quickly scroll to see if a plate is paid. To reduce the number of plates to be scrolled through, these lists are segregated by Zones, Streets, Lots, etc.

Plate payment status can be displayed for both mobile payments and pay by plate parking kiosks.

Digital Chalking
When Parking Enforcement Officers (PEO's) use the AutolSSUE to check the license plate number, it automatically digitally chalks vehicles based on the time of the search. Therefore, it is using the same software to identify the vehicles and recognize it next time the handheld device is used. The time logging of the vehicles allows Parking Enforcement Officers (PEOs) to enforce time limits. If the time limit is two-hours, for example, and the vehicle is still at the same geo- location after 2 hours, AutoISSUE will alert the PEO to issue a time limit citation.

Mobile LPR (MLPR) Integration

Page 14 of 40 ends

AutolSSUE is integrated with all major MLPR systems with others under development. While vehicles outfitted with MLPR cameras increase enforcement productivity in certain areas, in other areas with traffic congestion, high parking occupancy rates, narrow streets and heavy pedestrian activity can make it inefficient, obstructive to traffic flow, or even unsafe for vehicles to double- park, block alleys, fill loading zones, block fire hydrants, etc. If MLPR vehicle officers have to park at a distance and walk back to issue a citation, many of the efficiencies are lost. For certain congested areas, it is advantageous for "MLPR hits" of plates without payments or permits to appear on our AutolSSUE software. We have already integrated this functionality so that these "hits" appear on the map screen of AutolSSUE (right). This system is in place in Atlanta and other cities and maximizes the efficiency of both vehicle-based and foot patrol officers.

Nearby officers see these "hits" and can quickly approach them and act accordingly while the MLPR vehicle continues on its route. To confirm that the "hit" is accurate, the officer can press the icon on the map to see a copy of the image captured by the MLPR vehicle (near right). This allows the officer to confirm that the plate was read properly by the MLPR system. Once a "hit" has been addressed, it disappears from the screen so other officers don't revisit these locations.

If a vehicle isn't going to be enforced for some reason, the officer can select the reason from a customizable dropdown list (far right).

Interfaces
AutoISSUE's comprehensive integrations bring a wealth of real-time information to the fingertips of all the City's parking enforcement officers. By exchanging data across all of these systems and every device, AutolSSUE becomes the field productivity "hub" for the City's operations.

Hardware
CivicSmart provides both one-piece and two-piece solutions, offering the City maximum flexibility in their selection. These options are widely adopted in cities both regionally and nationwide.

C - CurbSense Lane LPR Sensors and Dynamic QR Code Payment Machines (for introducing paid parking in City lots)
At the City's option, CivicSmart will deploy pole mounted ALPR cameras that will be mounted at entry and exit lanes, each using pole-mounted a camera arrangement. The cameras are compatible with both solo and tandem arrangements, and the particular configuration for each parking lot will be decided in conjunction with the City. The poles will have mains power and the City will facilitate power availability for pole connection within 10 feet of the pole. The sensors capture vehicle entry LPR

Page 18 of 40 ends

A base unit at the base of the pole (mounted high enough to be to be clear of easy reach) will house electronics and communication hardware.

We have reviewed the locations of all off-street lots and assessed suitability for the camera installation. In certain areas, such where there is not a natural entry/exit lane, we will utilize the CurbSense space- specific bollard described in this proposal.

The fixed cameras sense approaching and departing cars and recognize the license plate and the make and model of the car. No personally identifiable information is captured and the Al-software is configured to blur any human faces accidentally seen.

The cameras are industry-leading devices, all-weather, operating from - 20C to +85C and will handle the City's weather conditions well. The CivicSmart team has implemented similar projects globally with great success, notably NSW National Parks and NSW National Parks and Whitsunday Regional Council parks in Australia.

The tandem cameras will be configured to cover 24-26' width of roadway and a travel distance of 60 feet in both directions. The cameras can read plates of moving vehicles even in speeds exceeding 150 mph.

The data from the cameras are transmitted wirelessly to CivicSmart's Parking Enterprise Management System and integrated with reporting and AutoISSUE Guided Enforcement.

Payment at parking lots
At the parking lots, tamper-proof, Dynamic QR Code devices will be placed conveniently, approximately every 10-15 spaces, so that motorists can access a device easily adjacent to their parking spot or travel path. The devices will be a parking symbol on them with instructions.

For the first 90 days, CivicSmart will work with the City to place information boards as a part of the public education campaign.

Motorists can pay by scanning the dynamic QR Code or by sending a text with the keyword Calexico or CalexPark (not case sensitive) to the short code 21000, which is easy to remember CivicSmart will work with the City on the keywords that best fit the City

NE.: BRACE DARL
D - CurbSense In-Space LPR Sensors
Using the latest Al and sensor technology, CivicSmart's CurbSense sensors identify the vehicle that is parked in a designated space for any duration. Through a fusion synergy of our patented radar and camera technology, this sensor system is installed between designated parking spaces, capturing vehicle movement and occupancy. The radar detection initiates photo capture of the vehicle plate at space entry. It also captures the date and time of entry as well as recording the departure time.

This technology is like that used for electronic toll collection with the primary difference being there not being need for a transponder or overhead gantry. In an electronic toll collection system, consumers typically maintain prepaid accounts. The toll lanes are monitored using video cameras. If a driver tries to go through the plaza without a transponder, the camera records the vehicle and takes a snapshot of the license plate. The vehicle owner then receives information in the mail for both violations and other relevant notifications.

The CivicSmart CurbSense system operates in similar ways. We deploy a sensor that uses radar to detect movement and initiate a series of photographs. A built-in Al system uses the images to identify the vehicle type, make and model and read the license plate and state. By locating the sensor at the same level as the plate mounted on the vehicle, the camera within the sensor can take close and clear photos of the vehicle entering and exiting the view of the radar.

Should the City choose not to utilize the camera and vehicle identification, the sensors are also available as occupancy-only sensors with the option to upgrade to camera and vehicle identification features at a later time.

There are 4 types of CurbSense mounting options to cater to a wide range of streetscapes and aesthetic preferences. In addition, these solutions can be packaged to fit city's existing street furniture to have minimal visibility and aesthetic impact.

1. Stand-alone Bollard: Bollards have a footprint of 5x5 inches and about 3' tall (and not a tripping hazard). QR Code option can display a dynamic QR Code.

2. Pole Mount: Sensors that are designed to be attached to an existing fixture such as existing, planters, space number signs, poles, bike racks, etc.

3. Curb Top: Sensors are ½" in height and designed to be fixed to the curb and not be an obstruction to pedestrians.

4. Wheel stop: For straight-in and angled spaces, these sensors are mounted on a wheel stop or the face of the curb.

Each sensor can monitor two spaces. The sensors monitor a parking space using radar and upon detect the following conditions:

A vehicle entering a monitored space
A vehicle parked in the space
A vehicle exiting from the space.

Vacant space
The sensors are programmed to capture images when the vehicle is entering and exiting a space and when parked. The images are analyzed using Al. The Al algorithm can be configured to identify the type of vehicle, permits, or suitable barcodes on the vehicle, and can recognize logos and corporate symbols to identify fleet vehicles. 10"

Description of training program
CivicSmart provides all the appropriate training required to help ensure a smooth start-up of operations to include meters, citation devises, enforcement tools, collections systems, and maintenance operations. Training plan includes on-site training during the delivery and deployment period. The method used for our training varies according to the targeted audience, nevertheless, CivicSmart is poised to handle any concerns the city might have. Our classroom- style training is provided with the philosophy that no two municipalities are the same and as such, we design each training specific to the expressed needs of our customers. As stated above in our training matrix, we provide a comprehensive approach that allows each individual attendee to learn at their own pace. A general description of our training program recognizes the following three area to achieve stated objectives:

Expertise of the Trainer(s)
The description of our trainers is simple as each trainer is an actual expert in the areas in which they provide instruction. Instead of engaging a third-party or else a dedicated trainer who may/may not completely understand all the nuances surrounding a particular solution, CivicSmart identifies several training instructors, picked directly from our full-time staff of technicians and engineers. We find this to be an important step as training attendees will receive real-world instruction from a trainer whose knowledge base is specific to the area he or she is instructing. Further, since the trainer is also a technical expert, they bring to the instructional even obscure or uncommon circumstances that only a person with intimate knowledge can provide.

Training Settings
Upon designing a personalized training session, CivicSmart trainers analyze the municipalities' location capabilities to determine the best location for optimal learning. Our trainers then bring with them all the audio/visual tools, brochures, manuals and demonstration devices to affect a real-world hands-on experience to the class. Setting, then is of critical importance as it allows for maximum capability to physically use the equipment, ask questions and a location that allows each attendee the opportunity to gain individual (practical) mastery.

Goals
Finally, our trainings are designed to accomplish pre-established goals. These goals are notified of the municipality prior to the beginning of the session and repeated throughout the training session. Each module has a preset objective that measures the level of mastery each

Page 30 of 40 ends

attendee achieved. The mastery of a segment is relevant only to that segment so that the city can determine level of training for each attendee or segment training by persons requiring a particular information mastery in order to do their job. While CivicSmart training personnel conducts the training, we will do so with significant input of the city's director or direct supervisor of the unit. Once agreed, these goals set the standard for successful training.

Finally, once our training is complete and the attendee has successfully completed mastery of the segment, CivicSmart can offer, at the customer's request, a certificate of completion to the attendee, to be kept on file, and declares the attendee to successfully meeting the levels of understanding for operation.

At the outset of the training a curriculum will be finalized and provided to the customer. A draft training schedule is included below. We offer to provide a follow-up refresher training as needed and determined by our customer. The following provides an actual training sample:

On-Going Training
Once implementation of our solution is successfully achieved, CivicSmart will work with the city to identify additional training requirements and mutually agree on an appropriate fulfillment strategy and plan. We will provide hard and electronic copies of all manuals to the city upon implementation and will assist the city in maintaining adequate records of persons who have been through our training sessions and have received certificates of completion. Should there be a need for remedial training, the city need only contact the assigned account manager to initiate the process for additional training. Most of the follow-up training can be achieved via a video conference call with our in-house expert technician, however, should the city determine that hands-on training is necessary, CivicSmart will work with the city to facilitate this option in agreeable manner.

RESOLUTION NO. 2025-_

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CALEXICO

AUTHORIZING THE SELECTION OF IPS AS THE VENDOR FOR THE PURCHASE AND IMPLEMENTATION OF 615 PARKING METERS
WHEREAS, the City Council of the City of Calexico previously approved a proposal from Duncan for the purchase of 615 parking meters under the condition that the vendor would charge 10 percent of meter revenue; and
