AGENDA STAFF REPORT
DATE: July 2, 2025
TO: Honorable Madame Mayor and City Council
PREPARED BY: Armando Orozco, Interim City Manager/Police Chief dil SUBJECT: Introduce and Conduct First Reading by Title Only, of an Ordinance Amending the Calexico Municipal Code Sections 10.28.070 and 10.28.185 Related to the Regulation of Parking Meters and Council Approval of Action Report on the Implementation to Re-establish the Downtown Meters.
RECOMMENDATION:
Council approval Action Report on the implementation to reestablish the downtown meters.
Staff recommend the City Council:
1. Introduce and conduct a first reading, by title only, of an ordinance amending the Calexico Municipal Code Sections 10.28.070 and 10.28.185 related to the regulation of parking meters;
2. Approve a vendor for the City of Calexico's downtown parking meter program at the revenue sharing previously agreed upon;
3. Direct staff to return with a second reading and adoption of the ordinance at the next regularly scheduled City Council meeting.
BACKGROUND:
The previous parking meter rates and enforcement schedule in the City of Calexico had become outdated and insufficient to support the costs associated with traffic regulation, enforcement, and meter maintenance. Pursuant to Ordinance 10.28.170, revenue generated from parking meters is designated to fund the acquisition, operation, and oversight of traffic control and meter infrastructure. The last substantial revision to these fees and operational hours occurred more than 16 years ago.
On March 6, 2024, the City Council, by majority vote, approved updates to the downtown parking meter system, including revised hours of enforcement and adjusted rates. The current rate is $0.25 per 12 minutes, with enforcement hours set from 8:00 a.m. to 10:00 p.m., seven days a week. These changes were implemented to modernize the parking program and ensure sufficient funding for ongoing enforcement efforts and infrastructure upkeep.
DISCUSSION AND ANALYSIS:
Since that time, business owners and members of the public have held ongoing meetings with the Police Department, including two public workshops focused on parking meters. During the most recent workshop-properly noticed and held on March 12, 2025-the following proposed amendments to Sections 10.28.070 and 10.28.185 of the Calexico Municipal Code were presented and discussed:
1. New Metering Schedule and Rates:
• 8:00 a.m. to 8:00 p.m. - $1.00/hour, two-hour maximum. • 8:00 p.m. to 8:00 a.m. - $2.00/hour, "pay as you go" structure. • Enforcement seven (7) days a week, including Sundays.
2. Metered Areas:
• All metered curbside parking in the downtown district. • All municipal parking lots.
3. Technology Provider Selection:
• Select a vendor to provide modern, credit card-enabled parking meters. Their meters support mobile pay applications, improve enforcement tracking, and are solar powered, reducing energy costs. This vendor should comply with the previously, approved 10 % revenue sharing cost.
In the fiscal year 2023-2024, the Calexico Police Department's Traffic Division generated a total of $488,378.95 in revenue. This includes $215,463.00 from citation collections and $272,915.95 from parking meter fees. During the same period, total personnel expenditures for parking enforcement amounted to $504,797.71. During 2024 Temp employees received a 15-20% increase in salaries, adding to the deficit. These amounts do not account for fuel usage, equipment costs and other expenditure.
To address the growing demands on parking enforcement and traffic management, staff recommends adjusting parking meter rates and extending operating hours in downtown Calexico. The city's proximity to a busy international border crossing creates unique traffic challenges, requiring a responsive and modernized parking system.
The existing parking meters, installed in 2005, are outdated, accept only coin payments, and frequently require costly repairs. Upgrading these meters to models that accept both coins and digital payments will improve reliability and user convenience, while reducing maintenance costs. A phased replacement plan is proposed, including expansion to city-owned parking lots and high-demand zones affected by soon to begin Port of Entry construction.
The proposed adjustments include a new rate of $1.00 per hour from 8:00 a.m. to 8:00 p.m., and $2.00 per hour from 8:00 p.m. to 8:00 a.m., with seven-day enforcement. This structure is designed to increase daily stall revenue and offset electronic transaction costs. Specifically, the system incurs $0.43 in credit card fees and $0.13 in processing fees per transaction, in addition to a monthly software service fee ranging between $6.60 and $10.00 per stall.
These revisions will support the department's efforts to meet operational demands, maintain fiscal sustainability, and improve downtown accessibility for residents, businesses, and cross-border visitors.
These changes align with the City's goals of improving downtown access, enhancing turnover, and generating self-sustaining revenue for traffic control operations.
FISCAL IMPACT:
The proposed changes are anticipated to significantly increase revenue from both parking meter collections and parking violations. The revised rates are designed to better reflect the City's current costs associated with infrastructure, maintenance, and enforcement staffing. Under the updated structure, lower daytime rates are intended to support local businesses, while higher evening rates will help generate revenue from tourist activity related to border crossings.
The Police Department's objective is to select a vendor that provides a scalable and cost-effective solution capable of maximizing revenue while managing operational expenses. As part of this effort, the City intends to enter into an agreement with a vendor that will honor the previously approved City Council revenue-sharing model—allocating 10% of gross revenue to the vendor for the first five years.

SUBJECT: Adopt Resolution of the City Council of the City of Calexico Authorizing the Adjustment to Meter Hours, Rates, Fines and the Metering of Public Parking Lots.
Recommendation:
Adopt Resolution of the City Council of the City of Calexico Authorizing the Adjustment to Meter Hours, Rates, Fines and the Metering of Public Parking Lots.
The suggested modification entails a change to 25 cents for 12 minutes from the previous rate of 25 cents for 30 minutes, applicable from 8 am to 10pm. It is also requested the that parking fine increase ten percent. This adjustment is aimed at aligning with current inflation rates, generating revenue to later facilitate the creation of four additional permanent part-time traffic controllers, along with the reintroduction of a new Business Liaison Officer position.
Background:
The downtown area of Calexico, under the administration of the City of Calexico, encompasses approximately 565 metered parking spots. These meters serve a crucial role in regulating vehicle barking in proximity to local businesses. The primary concern addressed by these meters is the prevention of individuals parking their cars and walking south across to Mexico, a situation that would hinder businesses by occupying available spaces in front of their establishments.
In response to this challenge, the city has instituted a maximum 2-hour parking limit in the area, with a nominal fee of $1.00 for the specified duration. This measure is designed to ensure a continuous flow of vehicles through the area, thus maintaining available spaces for prospective shoppers.
To effectively enforce these parking regulations and sustain the desired flow of traffic, the city has established a dedicated team. This team consists of a Parking Enforcement Supervisor, one Parking Enforcement Officer, and two permanent part-time Parking Enforcement Officers.
Additionally, the city collaborates with Hunters Employment Services to subsidize 6-8 seasonal traffic controllers, further contributing to the successful management of parking/traffic in the downtown area.
Over the years, these temporary traffic controllers have played a crucial role in serving the city.
Their primary responsibility is to regulate the flow of traffic during the afternoon rush, particularly when vehicles line up to head south into Mexico. This service is of immense value as it effectively manages traffic, minimizing wait times, and helps prevent potential collisions and altercations among motorists who would otherwise lack guidance. Additionally, these controllers serve as the first line of monitoring, equipped with radios and body cameras. This enables them to promptly report and record incidents even before the arrival of law enforcement, contributing to enhanced safety and security.
The city of Calexico currently maintains four public parking lots, which are unmetered and strictly monitored for a 2-hour parking limit. Unfortunately, these lots experience high occupancy on weekend evenings, as individuals leave their vehicles while crossing south into Mexicali. This situation poses a revenue loss for the city.
To address this issue, the police department proposes two potential solutions. The first option involves seeking a third-party vendor to manage a metered parking lot, while the second option suggests that the city bears the cost and takes responsibility for maintaining it as a city-run lot.
These proposals aim to optimize revenue and enhance the management of public parking in Calexico.
The meters:
In the past, to cover the expenses associated with employing personnel, meters were installed in downtown Calexico. The revenue generated from these meters and fines played a crucial role in balancing the budget for Traffic Enforcement. The need for traffic enforcement in the city is evident, especially during peak hours, contributing to a more comfortable living environment by preventing chaos that occurs in the absence of sufficient traffic personnel.
However, the existing meters, now two decades old, are no longer in production and do not accept card payments. This limitation has led to public frustration, as there are limited payment options available. The public has voiced concerns about the current system, highlighting the inconvenience of being unable to feed the meters directly and the necessity to rely on local businesses to provide change for payments.
2 Discussion:
The current meters are antiquated and the sole source company that produced them was sold to another. Replacement parts for the city's inventory are no longer being made. To source these parts special orders must be made to maintain the meters in working order, costing the city more than necessary.
Currently the budget for the traffic controllers is reaching $900,000.00 a year, the revenue from the current rate of meters brings in about $275,000. And the parking fines bring in $204,000.00 annually, that leaves and estimated $421,000 left to fund that is covered by the police department general fund
• The revenue dollar amount is found in annual budget report for the police department.
It is also proposed that with this increase in meter fares, meter times and fines be used to cover the gap in expenditure and to purpose to later appointing a Business Liaison Officer. This officer will be working business hours and will be responsible for assisting the business with issues that arise in the downtown area. This officer's primary purpose is to promote the safety of the historic Calexico Downtown area.
This increase in revenue will assist in budgeting the support of (4) four permanent part-time traffic controllers to oversee the proposed new hours and manage peak-hour traffic. This increase in personnel will contribute to cost savings by eliminating the need for bi-annual recruitment and training, addressing concerns from the public associated with the replacement process.
Analysis:
To upgrade the existing meters with models accommodating alternative payment methods, the estimated cost is $242,988.00 for a total of 623 meters. This expenditure can be further detailed as follows: $219,235 for hardware, $18,975.00 installation, $3,676.50 for the monthly communications fee, and if approved $62,300.00 for the five year warranty (1 year warranty is included in the purchase price). Notably, there are approximately 565 meters in total that require replacement.
It is essential to acknowledge that the introduction of new meters will incur additional costs associated with wireless transactions, including monthly communications fees and transaction fees. While this represents an increase in expenses, these fees are anticipated to contribute to covering the overall cost.
3 Furthermore, by upgrading the meters and adjusting the rate to $0.25 for 12 minutes, the expected revenue is projected to reach $687,500.00. This figure includes $204,000.00 from fines, resulting in a total revenue of $891,500.00.
Expanding metered hours from 8am-6 pm to to am-10 pm Monday through Saturday is expected to enhance revenue generated from both meters and fines. Additionally, considering the management of four public parking lots by either the city or a third-party manager is anticipated to further boost parking revenue. These strategic measures aim to optimize revenue streams while aligning with the evolving needs of the community.
Fiscal Impact:
Although there will be initial expenses related to meter replacement, as previously stated, the convenient payment options for the public, coupled with extended hours and increased rates, are anticipated to generate revenue. This revenue is intended to offset the costs incurred for the meter purchase and the salaries of the four permanent part-time traffic controllers and the police officer. Additionally, revenue generated from metering the parking lots is expected.
