Recommendation:
It is recommended that the City Council of the City of Calexico approve the following:
1. Authorize City Manager to Sign Change Order No. 1 with Rove Engineering, Inc. in the amount of $88,776.00 for Scaroni Road Pavement Rehabilitation State Project No.
LPPSB1L-5168(034).
Background:
The City of Calexico Public Works Department received a grant from California Department of Transportation (Caltrans) for FY 2023-2024 in the amount of $942.000.00 ($471,000.00 - State Grant and $471,000.00 - Local Match) for the Project No. LPPSB1L-5168(034) - Scaroni Road between Cole Boulevard and Jasper Road. The construction work consists of survey monument preservation, milling existing asphalt concrete pavement to a depth of 2", installation of a stress absorbing membrane interlayer (SAMI) with 3/8" aggregate over the milled surface, placement of 2" asphaltic concrete overlay surfacing over the SAMI, traffic striping and markings, sewer manhole rehabilitation, and traffic control.
On November 6, 2024, the City Council of the City of Calexico approved bid documentation for Scaroni Road Pavement Rehabilitation State Project No. LPPSB1L-5168(034) and authorized the Public Works Department to send the project out to bid.
On May 7, 2025, the City Council of the City of Calexico approved the following:
a) Award Bid Proposal from Rove Engineering, Inc. in the Amount of $731,770.00 for Scaroni Road Pavement Rehabilitation State Project No. LPPSB1L-5168(034). b) Authorize Interim City Manager to Sign Construction Agreement between the City of Calexico and Rove Engineering, Inc. in the Amount of $731,770.00 for Scaroni Road Pavement Rehabilitation State Project No. LPPSB1L-5168(034). c) Authorize Interim City Manager to Approve Any Future Change Orders Not-to-Exceed $73,177.00 (10% of Rove Engineering, Inc. Base Bid) as Per City Ordinance No. 1218. d) Adopt Budget Amendment Resolution for Fund No. 412 - State Grant.
Discussion and Analysis:
On July 23, 2025, Rove Engineering, Inc. began working on Scaroni Road Pavement Rehabilitation Project. The original specifications included the rehabilitation of six (6) manholes but after performing an extensive visual inspection, City staff is recommending the removal and replacement of four (4) 48" diameter sewer manholes. By replacing the sewer manholes, the City will be able to improve sewer infrastructure and prevent any future sinkholes along a newly paved road. For this reason, City staff is recommending that the City Council of the City of Calexico authorize the City Manager to sign Change Order No. 1 for Scaroni Road Pavement Rehabilitation Project.
