Recommendation:
Authorize Public Works Director/City Engineer to sign and file Notice of Completion for New River Improvement Project - Calexico Reach.
Background:
On February 15, 2023, the City Council of the City of Calexico awarded Mountain Cascade, Inc. the bid for construction services of the New River Improvement Project - Cálexico Reach in the amount of $40,690,908.04. The project consists of three primary construction components:
Trash screen and diversion structure for the New River downstream from the International Boundary with Mexico.
2. Calexico to address the public health threat that New River water quality poses to the southern area of the city.
A pump-back system to take treated wastewater from the existing Calexico Wastewater Treatment Plant (WWTP) and discharge it into the New River channel at a point near the proposed river diversion and encasement structure.
As of September 3, 2025, ten (10) change orders were approved, bringing Mountain Cascade, Inc. final contract total to $43,326,478.91.
Discussion and Analysis:
On August 21, 2025, Mountain Cascade, Inc. substantially completed the construction of the New River Improvement Project - Calexico Reach. Upon receiving all Project deliverables, City staff is recommending that the City Council of the City of Calexico deem the Project complete as of September 17, 2025 and authorize the Public Works Director/City Engineer to sign and file Notice of Completion for New River Improvement Project - Calexico Reach.

1.5 miles, and building a pumping station to take up to 5.0 million gallons per day of treated wastewater from the City of Calexico Wastewater Treatment Plant and pump them via a 16-in forcemain into the River channel just downstream from the Diversion Structure.
