Recommendation:
City Council to make the appointment of a General Commissioner to the Calexico Housing Authority Board.
Background:
The position of General Commissioner to the Calexico Housing Authority Board became vacant due to the expiration of the term for Mr. Mariano Valenzuela on September 14, 2025. The City Council as a whole needs to fill this position. The position was advertised on the City website, social media, city hall and at the Calexico Housing Authority.
Discussion and Analysis:

Subject: Letter of Interest - Housing Authority Board, General Commissioner Position Honorable City Council Members,
I am writing to respectfully express my interest in serving as a General Commissioner on the Housing Authority Board of the City of Calexico. With a background in military service, business administration, housing program compliance, and community leadership, I am confident that my skills and dedication will contribute meaningfully to the Housing Authority's mission of providing safe and affordable housing.
From 2001 to 2005, I proudly served in the United States Navy, including deployment during Operation Enduring Freedom in Afghanistan and Operation Iraqi Freedom. My service instilled in me discipline, integrity, and a lifelong commitment to public service.
In 2012, I earned my Master's in Business Administration, and that same year began serving as Treasurer for the Calexico Boxing Academy. I later expanded my public service as a Trustee for the Calexico School Board in 2015, where I worked to strengthen governance and accountability. Since 2017, I have volunteered with Calexico Little League, supporting programs that foster youth development and community pride.
Professionally, I served as a Housing Specialist with the San Diego Housing Commission (2017-2018), where I gained first-hand experience in housing program administration. I am also certified as a Housing Specialist through Nan McKay & Associates University, a nationally recognized leader in housing program training. In addition, I have worked as a Compliance Consultant (2018-2020) and currently serve as Director of Operations for Patriot Enterprises (2015-present), overseeing organizational compliance and operations.
I believe these experiences, together with my commitment to service, uniquely qualify me to serve as a Commissioner. I am dedicated to ensuring transparency, accountability, and the fair delivery of housing programs, while supporting policies that expand housing opportunities for the residents of Calexico.

Honorable Mayor and Council Members,
This letter serves as my official request to be appointed as a board member of the Housing Authority of the City of Calexico.
I am a resident of City of Calexico for over 36 years, and 1 reside at here in City of Calexico.
I am currently retired after being employed by the Housing Authority of the City of Calexico for over 33 years, where during my last ten years I held the position of "Director Of Finance Department" until my retirement back in April 2023.
During the many years that I worked for the Calexico Housing Authority, I was able to obtain and accumulate a lot of experience related to affordable housing specializing me in HUD programs. During the many years working for this agency, I was able to obtain different certifications (see copies) under the different areas administrated by the housing agency, including but not limited to, Public Housing Specialist, Section 8 program Specialist, Section 8 Budgeting Certification, Capital Improvement Modernization program and Construction Certification, Section 8 Program and Public Housing Program Inspector Certification and some others.
I also hold an active "Real Estate Broker License" approved by the State of California.
Based on my knowledge and accumulated experience related to the affordable housing industry, I strongly believe that 1 am prepared to be seated as a commissioner of this board and do a good job working with the rest of board members.
As l previously mentioned, 1 am retired, all my children are adults and all are married and working locally in the field of education and health care area.
Currently the lack of affordable housing is a problem nation wide but specially in rural areas where the federal funds are really hard to be obtained by the local agencies and I believe that I can help administration to try to apply for any funds available under State or Federal level.
