XICO MEET
10 CITY COUNCIL

AGENDA STAFF REPORT
DATE: October 15, 2025
TO: Honorable Madame Mayor and City Council
APPROVED BY: Ben Martinez, City Manager
REVIEWED BY: Karla Chapparo, Finance Director Je
Carlos Campos, City Attorney
PREPARED BY: Armando Orozco, Police Chief AC
SUBJECT: Staff recommends that the City Council adopt the attached Resolution authorizing the City Manager or Chief of Police to approve or deny License Plate Reader (LPR) contracts

RECOMMENDATION
Staff recommends that the City Council adopt the attached Resolution authorizing the City Manager or Chief of Police to approve or deny License Plate Reader (LPR) contracts, manage LPR system inventory, and oversee expenditures funded by the Operation Stonegarden and California Office of Emergency Services (Cal OES) grants. An annual report on LPR inventory and expenditures will be submitted to the City Council.

BACKGROUND
In 2023, the City Council approved the License Plate Reader (LPR) Program to enhance public safety and regional security. The program has since been funded through two primary sources: the federal Operation Stonegarden Grant and the Cal OES Grant.

While grant funding has provided the resources to acquire and maintain the LPR system, the current process of requiring staff reports for each approval has proven inefficient and redundant, especially since these expenditures are fully grant-funded and carry no fiscal impact on the City's General Fund.

DISCUSSION AND ANALYSIS
The Police Department requests authorization for the City Manager or the Chief of Police to directly manage the LPR system, including:
• Approving or denying LPR-related contracts.
• Managing and tracking LPR inventory (readers, hardware, software licenses). • Overseeing grant-funded expenditures.
• Ensuring proper compliance with grant conditions.

To maintain transparency and accountability, staff proposes that the Police Department submit an annual report to the City Council summarizing:

1. Current LPR inventory.

2. Grant expenditures and reimbursements.

3. System updates or operational changes.

This streamlined process will ensure efficient use of staff time while continuing to keep the City Council informed.

FISCAL IMPACT
There is no fiscal impact to the General Fund. All costs associated with the LPR system will continue to be funded through Operation Stonegarden and Cal OES grants.
