AGENDA STAFF REPORT
DATE: October 15, 2025
TO: Honorable Madame Mayor and City Council
APPROVED BY: Benjamin A. Martinez, City Manager 3w
PREPARED BY: Armando Orozco, Chief of Police A O
SUBJECT: Authorize the City Manager or His Representative to Surplus the Trailers and Approve the Transfer of Five (5) Trailers to the Reps for Vets, a Non-Profit Organization.
RECOMMENDATION:
Authorize the City Manager or His Representative to Surplus the Trailers and Approve the Transfer of Five (5) Trailers to the Reps for Vets, a Non-Profit Organization.
BACKGROUND:
Approximately five years ago, the County of Imperial donated a set of trailers to the City of Calexico for municipal use. Since that time, the trailers have not been placed into active service. Over the years, they have suffered significant deterioration due to environmental exposure, vandalism, and lack of maintenance.
The condition of the trailers has rendered them inoperable and unsafe for immediate use. In order for these trailers to be restored to operational status, a substantial financial investment from the City, including repair, refurbishing, and compliance upgrades would be required. Currently, the City does not have a defined operational purpose or budget allocation for the repair of these units.
The non-profit organization Reps for Vets has expressed interest in receiving five (5) of the trailers for rehabilitation. Their mission includes supporting veterans and vulnerable populations through housing and other social programs. By repurposing these five (5) trailers, the organization intends to provide transitional housing opportunities that directly benefit the veteran homeless population in Imperial County.
The remaining trailers can be surplused, it ways explained in the alternative section.
ANALYSIS:
The proposed transfer aligns with the City's broader commitment to community partnerships and addressing homelessness. The trailers, while not useful in their current condition to the City, can still provide value if placed in the hands of an organization equipped to rehabilitate them. Surplusing the units reduces the City's liability, eliminates ongoing storage and maintenance issues, and creates a positive community impact.
FISCAL IMPACT:
The City would avoid the significant costs associated with repairing the trailers to operational status.
Estimated repair costs would exceed the potential benefit to the City, making retention impractical.
Surplusing the trailers carries no fiscal impact beyond minor administrative processing costs.
ALTERNATIVES
1. Approve the surplus and transfer - Eliminates future liabilities and provides community benefit.
2. Retain the trailers - Requires substantial financial investment for repair and maintenance, with no identified operational use.
3. Sale of the trailers as is - Would incur costs for running an auction and the return will not be substantial due to the damage to the trailers.
COORDINATED WITH:
City Manager
Public Works Director/City Engineer
Finance Director
CONCLUSION
Authorizing the surplus of all the trailers including five (5) to Reps for Vets will eliminate ongoing financial and maintenance burdens for the City while supporting a local non-profit organization dedicated to serving veterans and individuals experiencing homelessness. Since the trailers were originally donated to the City, there was no acquisition cost, and transferring ownership to the non-profit will require only minimal administrative expense. This action demonstrates the City's commitment to community collaboration and the responsible stewardship of public resources.
