AGENDA STAFF REPORT
DATE: October 29, 2025
TO: Mayor and City Council
APPROVED BY: Benjamin A. Martinez, City Manager Bu
PREPARED BY: Benjamin A. Martinez, City Manager
SUBJECT: Discussion and Potential Action Regarding the Calexico City Council Priority Setting Workshop.

Recommendation:

It is recommended that the City Council do the following:

1. Direct Staff to make a Presentation on City Priorities.

2. Discuss City Priorities as presented by Staff and provide other Priorities as desired for discussion.

3. Direct staff to return with a final Priorities Plan to include estimated schedule for completion as well as monthly progress reports.

Background:

The City Council held a Special Workshop on February 22, 2025 to discuss a strategic plan for the City of Calexico with the then Interim City Manager and those Department Directors and Managers employed at that time. Since then, the City has hired a permanent City Manager, a new Public Works Director, Fire Chief, Police Chief and Human Resources Manager rounding out the executive/management team. It is now an appropriate time to re-evaluate the city priorities with the new leadership to achieve the following goals:
• Provide consistent messaging for council, staff, and the public about what the City is doing and why
• Help prioritize work and the limited financial resources available • Use the priorities as a decision-making tool for controversial issues • Offer clarity about the council's goals to the manager & staff and use those as an accountability tool for their performance
