AGENDA STAFF REPORT
DATE: November 5th, 2025
TO: Mayor and City Council
APPROVED BY: Benjamin A. Martinez, City Manager
PREPARED BY: Juan Contreras, Fire Chief Asl
SUBJECT: Authorize the City Manager or His Representative to Surplus Declaration of Surplus Property - Calexico Fire Department Ambulance Unit 2675 =============================
Recommendation:
Approve the declaration of Calexico Fire Department Ambulance Unit 2675 as surplus property and authorize the transfer of ownership to the Imperial Valley College Fire Science Program for educational purposes.
Background:
Calexico Fire Department Ambulance 2675 was designated as a total loss following a traffic incident in 2022. The vehicle sustained severe front-end and structural damage, rendering it inoperable and not cost-effective for repair. Since that time, the unit has remained out of service and stored at the City Yard.
The Imperial Valley College (IVC) Fire Science Program has expressed interest in repurposing the retired ambulance as a training simulator for its Fire Academy. The proposed conversion would involve using the College's own resources and students from the Fire and EMS programs to restore and modify the vehicle for instructional use.
Discussion and Analysis:
Donating or transferring the surplus ambulance to IVC will:
• Support local workforce development and training for future firefighters and paramedics. • Strengthen the partnership between the City of Calexico and Imperial Valley College. • Eliminate ongoing maintenance and storage costs for a non-serviceable vehicle. • Promote public service education without any additional cost to the city.
The proposed transfer complies with the City's surplus property procedures and meets all applicable legal and administrative requirements. Additionally, this action supports the City's strategic objective of community engagement and educational collaboration, fostering positive relationships with regional institutions such as Imperial Valley College.
Fiscal Impact:
None. The vehicle has no residual or trade-in value due to its total loss status. IVC will assume full responsibility for transportation, restoration, and liability associated with the vehicle.
1. Approve the surplus and transfer— Eliminates future liabilities and provides community benefit.
2. Retain the trailers - Requires substantial financial investment for repair and maintenance, with no identified operational use.
3. Sale of the trailers as is - Would incur costs for running an auction and the return will not be substantial due to the damage to the trailers.
