AGENDA STAFF REPORT
DATE: November 5, 2025
TO: Mayor and City Council
APPROVED BY: Benjamin A. Martinez, City Manager Bu
PREPARED BY: Karla Chaparro, Finance Director Le
SUBJECT: Status Update on Parks Funding Allocated in the Fiscal Year 2025-26 Budget and Remaining Unspent Balances
===================
Recommendation:
This item is informational only. No action is requested of the City Council at this time.
Background:
During the development of the Fiscal Year 2025-26 Budget, funding was allocated across several sources, including Art in Public Places (Fund 223), FEMA/ARPA allocations (Fund 255), Bravo/Rodiles CFD (Fund 261), Local Capital Projects (Fund 411), State/Local Capital Grants (Fund 412), and Development Impact Fees (Fund 431), to support parks-related improvements throughout the City of These appropriations were intended to address deferred maintenance, enhance recreational amenities, improve accessibility, and promote public use of park spaces. This update is provided as part of the City's ongoing commitment to transparency, accountability, and responsible financial planning.
Discussion and Analysis:
The Finance Department completed a detailed review of all parks-related funding included in the Fiscal Year 2025-26 Budget. This review compared budgeted allocations to actual expenditures recorded to date to determine the amount of funding that remains available for parks improvements.
Summary of Findings:
• Total funding allocated: $10,553,439
• Expenditures to date: $33,534
• Remaining unspent balance: $10,519,904
1 This means that over 99% of the parks-related funding allocated for the fiscal year remains available for project implementation.
The majority of this funding remains unspent at this time because many park projects are currently in early stages of planning, procurement, interdepartmental coordination, or external contracting. This status update provides the City Council and community with a clear financial baseline as planning continues for project sequencing, workload capacity, and long-term parks investment.
Fiscal Impact:
There is no fiscal impact associated with this informational report.
