Recommendation:
Authorize Public Works Director/City Engineer to Sign Change Order No. 3 with Rove Engineering, Inc. in the Amount of $40,004.40 for Sidewalk Improvement (Grant St., Calexico St. and Van de Graaff Ave.) Federal Project No. CML-5168(036).
Background:
The City of Calexico Public Works Department received a grant from California Department of Transportation (Caltrans) for FY 2024-2025 in the amount of $937,915.00 ($230,000.00 - Federal Grant and $707.915.00 - Local Match) for Federal Project No. CML-5168036) Sidewalk Improvements for the following locations:
1. Grant Street between Pierce Avenue and Emilia Drive.
2. Calexico Street between Adler Avenue to Kloke Avenue.
3. Van de Graaf between Cole Boulevard and Calexico 10 theaters.
The project consists of the removal of existing parkway, subgrade, asphalt, and concrete, trimming and/or removal of existing trees, removal of fencing and roadway signs, procurement of concrete, construction of sidewalk, curb and gutter, driveways, curb ramps, and adjustment of existing utility lids to grade. Additional asphalt patching as needed.
On March 5, 2025, the City Council of the City of Calexico approved the following:
a) Award Bid Proposal from Rove Engineering, Inc. in the Amount of $647,289.00. b) Authorize Acting City Manager to Sign a Construction Agreement between the City of Calexico and Rove Engineering, Inc. in the Amount of $647,289.00 for Sidewalk Improvement (Grant St., Calexico St. and Van de Graaff Ave.) Federal Project No. CML- 5168(036).
c) Authorize Acting City Manager to Approve Any Future Change Orders Not-to-Exceed $64,728.90 (10% of Rove Engineering, Inc. Base Bid + Alternate Bid) as Per City Ordinance No. 1218.

Discussion and Analysis:
On April 26, 2025, Rove Engineering, Inc. (contractor) began construction of the City's Sidewalk Improvement Project. During construction, it was noticed that a drainage issue was ongoing along Grant St between Pierce Ave and Emilia Dr., especially during rain events. As part of this project the flowline along the new curb and gutter corrected drainage issues along sidewalks and most of the road surface. However, there is a section approximately 10 foot wide by 150 feet long where Grant St asphalt surface is 6 to 7 inches higher than the new lip of gutter. Rove Engineering, Inc. (contractor) and Nicklaus Engineering, Inc. (construction management) are proposing a transition between the existing road surface and the lip of gutter which will require the removal of the asphalt layer, correction of slope transition, and installation of new asphalt material. The cost of said transition is $40,004.40 to cover labor, materials, and equipment needed to perform this additional work. City staff is recommending that the City Council of the City of Calexico authorize the Public Works Director/City Engineer to sign Change Order No. 3 with Rove Engineering, Inc. in the amount of $40,004.40 for Sidewalk Improvements (Grant St., Calexico St. and Van de Graaff Ave.) Federal Project No. CML-5168(036).
