SUBJECT: Authorize the City Manager to proceed with an RFP for a Conceptual Park Design to provide Conceptual Plans and Cost Estimate for the changes to Cordova Park, as per the Workshop held on June 10th 1, 2025. ===========
Recommendation:
A discussion among the City Councilmembers on whether to authorize the City Manager to proceed with an RFP for a Conceptual Park Design to provide Conceptual Plans and Cost Estimate for the changes to Cordova Park, as per the Public Workshop held on June 10th, 2025.
Background:
The Cordova Park has a special tax imposed on its surrounding residents via the Bravo Rodiles CFD.
Residents of this community have been expressing their discontent since 2020 due to the installation of 3 baseball/softball fields. The residents have a concern that a multitude of these fields will create an impact to their community, as they believe traffic from what they consider could be deemed a sports complex, will have a long-term negative impact to a residential neighborhood. Residents also claim that the original plans to the Cordova park were changed without holding a Noticed Public Hearing nor conducting an Impact Study. They believe that because they are paying a Special Tax for the maintenance of this park, that they should've been notified of any changes to the original design.
A Public Workshop was held at City Hall on June 10th, 2025, where approximately 50 neighborhood residents attended, all of them in agreement that they did not want 3 baseball/softball fields, but instead offered other ideas for park amenities to replace one or two of these fields. In order to bring conclusion to this ongoing dispute and create a win-win situation for both the neighborhood and the local sports teams, it is requested that the Council authorize the City Manager to publish a Request for Proposal for professional services to provide Conceptual Plans and Cost Estimates to make any changes to the current layout. This request does not imply any acceptance by the City Council to proceed with awarding any Bid, but rather get a cost estimate of any proposed changes to Cordova park.
Fiscal Impact:
Any costs associated with this request would be funded through the Bravo Rodiles CFD account.
