SUBJECT: Acceptance of a $20,000 Donation from TerraForm Power (Mount Signal Solar) for the Calexico Fire Department and Approval of the Associated Budget Amendment Resolution (BAR) to Appropriate the Donation Funds S2S22222222222222828288822826622225E ================== Recommendation:
Staff recommends that the City Council adopt a resolution approving a budget amendment in Fund 222 to recognize and appropriate a $20,000 donation from TerraForm Power for the purchase of firefighter personal protective equipment. This action includes accepting the donation, authorizing the City Manager to execute any necessary acknowledgment documents, and directing staff to send a formal letter of appreciation for TerraForm Power's continued support.
Background:
in Calexico, contacted the Fire Department to explore opportunities to support local first to provide a monetary donation in lieu of direct equipment purchases to allow flexibility in addressing departmental needs.
The City's Finance Department completed all supplier and W-9 documentation to facilitate the donation through TerraForms accounting system. On October 28, 2025, the company confirmed that the City of Calexico Fire Department was fully onboarded, and a $20,000 paper check was scheduled for mailing on October 30, 2025, with a notation designating the funds as a donation to the Fire Department.
To streamline personal protective equipment (PPE) inventory, staff reviewed a 3-in-1 Multi- Mission Jacket certified for NFPA 1951 (Rescue) and NFPA 1977 (Wildland) with ANSI 107 high-visibility compliance, suitable for EMS use under departmental guidelines.
Discussion and Analysis:
The donation will be used to purchase new wildland firefighting equipment as outlined in Estimate #6959 (Fire Etc.), which includes critical protective and operational gear meeting NFPA 1951/1977/1999 standards.
The proposed purchase consists of:
(25) INNOTEX Energy Prime Wildland PPE sets
(4) KMP WP2315VP Progressive Versa Packs with 100' hose (4) Wolfpack Web Gear Harnesses
(4) Bullard Wildland Helmets (3 Yellow / 1 Red)
This equipment enhances firefighter safety and readiness during brush and wildland operations, particularly as the department prepares for the 2026 fire season.
The partnership with TerraForm Power demonstrates the success of corporate-community collaboration supporting essential public safety functions. The Fire Department will provide TerraForm Power with an official letter of acknowledgment and receipt following Council acceptance.
The multi-mission jacket provides integrated protection across multiple operational environments, allowing firefighters and medics to transition seamlessly between wildland, rescue, and EMS assignments using a single outer garment. This eliminates the need to carry three separate, mission-specific jackets while maintaining safety and functionality in each operational setting.
Adoption of this PPE standard would:
• Reduce overall replacement costs and procurement volume. • Simplify sizing, inventory control, and uniform issuance. • Enhance readiness for mixed response incidents (e.g., brush fires with patient care, vehicle extrications, and rescue operations).
• Maintain compliance with key NFPA and ANSI standards.
Cost Comparison
As outlined below, purchasing a single multi-mission jacket costs $750 per employee, compared to $1,337 for three separate mission-specific garments. This results in an estimated savings of approximately $587 per employee, or 44%.
Configuration NFPA Standards Approx. Notes
Unit Cost
Multi-Mission Jacket NFPA 1951 / 1977; $750 PGI FireLine Multi-Mission (single garment) ANSI 107 hi-vis or Fire-Dex TECGEN51
Separate Wildland NFPA 1977 $372 CrewBoss Gen II / PGI
Jacket Brush Coat
Separate Technical NFPA 1951 $498 Lakeland OSX Dual-Cert Rescue Jacket
Separate EMS Jacket NFPA 1999 / ANSI $467 Blauer 9840 or equivalent 107
Fiscal Impact:
The total estimated cost of the wildland PPE and equipment purchase from Fire Etc. (Estimate #6959) is $22,288.68, inclusive of sales tax. The $20,000 donation from TerraForm Power will fund the majority of this cost, with the remaining $2,288.68 to be covered through the existing line item for Fire Breathing Apparatus + Turn Outs (Account 255-91-927-56000-012). No impact to the General Fund is anticipated
