From Laura Bowen <|[email protected]>

To Benjamin Martinez < [email protected]>
Good morning Ben,
I attended a meeting this morning, and the Air Pollution District is requesting that each City appoints a representative and an alternate for the Advisory Board Committee. The representative can be the mayor or a city council member. If they cannot be a part of it, they can appoint another person and an alternate. Next meeting for the Advisory Board Committee is in February 2026 and by then we should already have a representative. Let me know if you want me to work on a staff report for the next agenda or the first one in January to ask them to do the appointment.

What is the Advisory Board Committee?
• Composed of appointed local government officials
• Required by California Health & Safety Code HSC $ 40100.7 • "...the county district shall establish an advisory
committee consisting of a mayor, or a city council
member, from each city in the county."
• If your city has not appointed Advisory Board members, please do so at the earliest convenience

The Air District is reaching out to all cities in the county to provide information regarding the importance of the appointment of an Advisory Board Committee, its role in rule development and State Implementation Plan development (SIP).

The Advisory Board consists of representatives from each city, as governed by Health & Safety Code, whereby the Air District solicits input and recommendations on rules, regulations and SIPs. If your city. has not appointed Advisory Board members, then we ask that you do so at the earliest convenience. For those who have already appointed members, THANK YOU.

Attached is an Excel worksheet with proposed date and times for a Zoom call. Please fill out the worksheet with your city's name and your availability. We realize the short time frame for the meeting.

The meeting is meant to provide sufficient information for those making the important decision to appoint an Advisory Board Member and Alternate. Thus, those in attendance should be in such a position as to provide the information to decision makers, administrators, current Advisory Board members, and/or other relevant staff.

Please return the completed worksheet by the end of the day November 26, 2025.

When responding, please make sure to copy all Air District staff on this email.

Thank you for your attention in this matter. Don't hesitate to contact the Air District for further information.
