Recommendation:
It is recommended that the City Council of the City of Calexico approve the following:
1. Authorize Public Works Director/City Engineer to Sign Change Order No. 3 with Rove Engineering, Inc. in the amount of $39,888.00 for Scaroni Road Pavement Rehabilitation State Project No. LPPSB1L-5168(034).
Background:
The City of Calexico Public Works Department received a grant from California Department of Transportation (Caltrans) for FY 2023-2024 in the amount of $942.000.00 ($471,000.00 - State Grant and $471,000.00 - Local Match) for the Project No. LPPSB1L-5168(034) - Scaroni Road between Cole Boulevard and Jasper Road. The construction work consists of survey monument preservation, milling existing asphalt concrete pavement to a depth of 2", installation of a stress absorbing membrane interlayer (SAMI) with 3/8" aggregate over the milled surface, placement of 2" asphaltic concrete overlay surfacing over the SAMI, traffic striping and markings, sewer On November 6, 2024, the City Council of the City of Calexico approved bid documentation for Scaroni Road Pavement Rehabilitation State Project No. LPPSB1L-5168(034) and authorized the Public Works Department to send the project out to bid.
On May 7, 2025, the City Council of the City of Calexico approved the following:
a) Award Bid Proposal from Rove Engineering, Inc. in the Amount of $731,770.00 for Scaroni Road Pavement Rehabilitation State Project No. LPPSB1L-5168(034). b) Authorize Interim City Manager to Sign Construction Agreement between the City of Calexico and Rove Engineering, Inc. in the Amount of $731,770.00 for Scaroni Road Pavement Rehabilitation State Project No. LPPSB1L-5168(034). c) Authorize Interim City Manager to Approve Any Future Change Orders Not-to-Exceed $73,177.00 (10% of Rove Engineering, Inc. Base Bid) as Per City Ordinance No. 1218. d) Adopt Budget Amendment Resolution for Fund No. 412 - State Grant.
On September 3, 2025, the City Council authorized the City Manager to sign Change Order No. 1 with Rove Engineering, Inc. in the amount of $88,776.00 for the removal and replacement of four (4) 48" diameter sewer manholes on Scaroni Road.
On December 17, 2025, the City Council authorized the City Manager to sign Change Order No. 2 with Rove Engineering, Inc. in the amount of $191,308.50 for the remocal of 8 inch of the existing asphalt, pulverization and treatment for its use as base, followed by the installation of a 4 inch layer of ¾ inch HMA Pavement Mix.
Discussion and Analysis:
On July 23, 2025, Rove Engineering, Inc. began working on Scaroni Road Pavement Rehabilitation Project. The original specifications included signing and striping that was non- thermoplastic, but City staff is recommending thermoplastic striping because if offers several benefits for this road:
1. Durable - last significantly longer than traditional paint
2. Reflectivity - the usage of glass beads enhances the reflectivity of the markings, making them highly visible at night
3. Quick Application - the markings harden quickly after application, allowing the pavement to be ready for use almost immediately.
Please note the difference between installing the road striping using a more durable thermoplastic material ($26,667.00) instead of regular paint ($21,663.00) is $5,004.00 which represents a marginal increase compared to the long-term benefit.
In addition, City staff is also recommending adding shoulder backing which is a thin layer of granular material to support the pavement edge preventing cracking and edge loss while enhancing road safety. For this reason, City staff is recommending that the City Council of the City of Calexico authorize the Public Works Director/City Engineer to sign Change Order No. 3 for Scaroni Road Pavement Rehabilitation Project.
