• The Calexico Community Center and Senior Hall are heavily utilized facilities that serve as key gathering spaces for recreation, community engagement, and senior programming. The proposed upgrades will ensure that both kitchens can continue to support these activities aligning with current public health requirements.
• On November 5, 2025, the City Council of the City of Calexico approved the bid documents for Community Center and Senior Hall Kitchen Upgrade Project No. 2025-600 and authorized the Public Works Department to send the project out to bid.

BID ANALYSIS
• 1. LZ Construction, Inc.
• LZ Construction, Inc., is the lowest responsible bidder and holds the necessary contractor license for said project.
• 2. Andrade Construction
• Andrade Construction prepared the plans for said project; therefore, they cannot engage in or public contracting due to violation of conflict-of-interest rules under Government Code 1097.6.
• 3.TB High Performance
• TB High Performance bid contains a mathematical or arithmetic error. The bid submitted shows a discrepancy of $26,656.91 which is almost 20% of the contract price.
RECOMMENDATION PT. 1 – LOWEST
RESPONSIBLE BIDDER
• City staff recommends that the City Council of the City of Calexico award the bid proposal to LZ Construction, Inc. and authorize the City Manager to sign construction agreement with LZ Construction, Inc. in the amount of $92,800.00 for Community Center and Senior Hall Kitchen Upgrade Project No. 2025-600.
FISCAL IMPACT PT. 1 – CURRENT
BUDGET
• The Community Center and Senior Hall Kitchen Upgrade Project was originally budgeted at $100,000.00 in the current fiscal year as part of the Capital Improvement Program. To date, approximately $90,600.00 remains available after prior expenditures related to asbestos testing, preparation of building plans, and other necessary pre-construction and project development material costs.
FISCAL IMPACT PT. 2 – AMENDED
BUDGET
• Upon receipt and review of contractor bids, City staff determined that additional funding is required to fully award and complete the project as recommended. As a result, City staff recommends transferring $11,480.00 from and existing ARPA-funded Recreation project, Community Center Ceiling Panels, to a corresponding ARPA-funded Recreation project for Calexico Community Center Kitchen Upgrades. This transfer will allow the City to complete the required kitchen improvements.
