AGENDA STAFF REPORT
DATE: February 18, 2026
TO: Mayor and City Council
APPROVED BY: Benjamin A. Martinez, City Manager
PREPARED BY: Mayor Pro Tem Lorenzo Calderon
SUBJECT: Provide Direction to the City Manager to Open Adrian C. Cordova Memorial Park Baseball Fields to the Public for Open Play and Youth Sports Practice Recommendation:
It is recommended that the City Council provide the City Manager direction in making the baseball fields within the Adrian C. Cordova Memorial (Cordova) Park available to the public for open play and for youth sports practicing purposes.
Background:
Notices of Completion for contractor work associated with baseball field improvements at Cordova Park have been authorized for filing by the City Council, including for restrooms, lighting, fencing, and the parking lot improvements. The Notices of Completion reflect that these improvements have been inspected by the City and that they have been accepted by the City for public use. The Public Works Director has inspected these fields and has indicated that with general maintenance work, including weed removal, grass mowing and minor leveling, the fields would be safe for public use. The maintenance work would be completed with existing funds allocated in the Public Works Department budget and would not need any new allocation of funding by the City Council.
Discussion and Analysis:
The last Notice of Completion authorized for filing by the City Council for the Cordova Park baseball field improvements was on July 2, 2025 (Attachment No. 1). This was for work completed at the park by Rove Engineering, Inc. in the amount of $690,014.00, which included constructing a new parking lot with accessible parking, driveway entrances to the park, and new walkways connecting the parking lot to the baseball fields. These improvements represent the last set of major improvements that adequately provide public access to the baseball fields and make them available for safe public use.
Although these improvements have been completed to the satisfaction of the City for almost a year, the baseball fields have been sitting idle since then without any public benefit. These fields and associated improvements must continue to be maintained by the City, and allowing them to continue to idle without public use and benefit represents wasteful government spending and mishandling of a disadvantaged
community's limited resources. As such, it is imperative that the City Council provide direction to the City Manager to immediately open these fields for public use and benefit.
It is recommended that the City Council direct the City Manager to:
1. Coordinate with the Public Works Department to immediately prepare the baseball fields for public use utilizing existing funding allocated in the Public Works Department Fiscal Year 2025-26 budget, including any weed removal, grass mowing, and minor leveling work.
2. Coordinate with the Recreation Department, Public Works Department, and any youth sports groups interested in using the fields for practice to establish suitable days and hours for field use and program the use of the fields equitably among the groups with concurrent usage of no more than two fields, while also considering which field would be most suitable for each group based on field distances from immediately surrounding homes.
3. Coordinate with the Recreation Department and Public Works Department to establish adequate days and hours for open play within at least one baseball field by residents on a first-come, first- serve basis during established youth sports practices and all fields when not scheduled for practices.
4. Coordinate with the Public Works Department and/or Recreation Department to assign staff or a community volunteer to open and close public restrooms only during scheduled youth sports practices
5. Ensure that the fields are used for practicing purposes and open play only and that field lighting and use of the fields do not go past 9:00 p.m. on any given day.
This direction provided to the City Manager would allow the public to benefit from public park improvements that have already been completed and are readily available for public use. The Request for Proposals for a park design plan that is currently underway for future potential park improvements/modifications is still numerous months from being completed and any associated park improvements resulting from this plan are even further out in the future. As such, it is important to allow the public to benefit from these existing park improvements where public funds have already been expended, especially considering the scarcity of sports fields within the City.
Fiscal Impact:
Final maintenance and field preparation work would be completed with existing funds allocated in the existing Fiscal Year 2025-26 Public Works Department budget and would not need any new allocation of funding by the City Council.
