AGENDA STAFF REPORT
DATE: February 18, 2026
TO: Mayor and City Council
APPROVED BY: Benjamin A. Martinez, City Manager
PREPARED BY: Laura Bowen, Grants Manager L
SUBJECT: Status of Monitoring Findings from the California Department of Housing and Community Development (CHCD) for the Community Development Block Grant (CDBG) and Home Investment Partnership Act (HOME) Programs. ============
Recommendation:

Accept and file report.

Background:

Staff has been working with California Department of Housing and Community Development Monitoring Visit (CDHCD) for the Community Development Block Grant (CDBG) and Home Investment Partnership Act (HOME) Programs.

Discussion and Analysis:

CDBG
Since the last report, staff has continued to meet biweekly with representatives from CDHCD. The City has provided CDHCD with additional requested information, which has been reviewed. As a result of that review, CDHCD has identified several expenditures that are eligible but require reclassification between funding sources (CDBG and HOME). Staff is currently working to identify the clients and the corresponding amounts associated with each proposed adjustment. Once this process is complete, the affected client files will be updated accordingly. The objective is to ensure that all eligible expenses are accurately recorded under the appropriate funding source and to prevent any potential repayment obligations.

In addition, the final draft of the Policies and Procedures Manual has been submitted to CDHCD and is currently under review. This manual establishes comprehensive policies and procedures to address specific monitoring findings and to ensure the City's continued accountability and compliance for all future CDBG and HOME transactions.

With respect to the HOME-related findings, CDHCD is expected to address these items in the coming months.

Conclusion
When all monitoring findings have been fully resolved, staff goal is to re-establish both CDBG and HOME funding for Calexico. At this time, we cannot predict when this reinstatement will occur; however, the staff is committed to completing all corrective actions as quickly and thoroughly as possible to restore eligibility for these important sources that benefit the community.
