7 CITY COUNCIL
AGENDA STAFF REPORT
DATE: February 18, 2026
TO: Mayor and City Council
APPROVED BY: Benjamin A. Martinez, Cily Manager Bur
PREPARED BY: Karla Chaparro, Finance Director Je
SUBJECT: Approval of $500 Donation to Calexico Cheer Booster Club Pursuant to City Charitable Donation Policy
Recommendation:
Recommendation to approve a one-time donation in the amount of $500 to the Calexico Cheer Booster Club, as requested by Council Member Lisa Tylenda, in accordance with the City of Calexico's Charitable Donation Policy.
Background:
Council Member Lisa Tylenda has requested approval of a one-time $500 donation to the Calexico Cheer Booster Club pursuant to the City of Calexico's Charitable Donation Policy. The Policy authorizes each City Council Member to allocate up to $500 per fiscal year from the General Fund to an eligible organization serving City residents.
The Charitable Donation Policy establishes a uniform process for approving donations that serve a public purpose, promote community programs, and provide a direct benefit to City residents, consistent with Article XVI, Section 6 of the California Constitution. Donations approved under the Policy are one- time in nature, subject to eligibility and due diligence requirements, and do not create an ongoing financial obligation for the City.
Discussion and Analysis:
The Calexico Cheer Booster Club has been reviewed for eligibility and compliance with the City's Charitable Donation Policy. Based on the information provided, the organization meets the Policy's eligibility requirements in that it:
• Is a school-affiliated organization supporting student activities, which qualifies as an eligible recipient under the Policy;
• Provides direct programs and benefits to residents of the City of Calexico; and 1 • Is formally recognized by the educational institution with which it is affiliated.
In addition, City staff has completed a due diligence review in accordance with the Charitable Donation Policy, which included confirming that the organization:
• Meets all eligibility requirements of the Policy;
• Is a legitimate organization legally authorized to operate; • Is formally recognized and supervised by the school or educational institution with which it is affiliated
• Has an established record of operation and success, and possesses the capacity to accomplish its stated objectives; and
• Is not subject to any known State or Federal investigation, suspension, or revocation that would impair its ability to fulfill the intended public purpose of the donation.
The requested donation amount of $500 is consistent with the annual allocation limit per Council Member established by the Policy and represents a one-time expenditure that does not create an ongoing financial obligation for the City.
Upon City Council approval, the City will enter into a written Donation Agreement with the Calexico Cheer Booster Club outlining the public purpose and permitted use of funds, as required by the Charitable Donation Policy.
Fiscal Impact:
Approval of this action will result in a one-time expenditure of $500 from the City's General Fund. Funds are available within the City Council's budget for the current fiscal year. This action will not impact the City's long-term financial position and does not create a recurring obligation.

CALEXICO CHEER BOOSTER CLUB
August 29, 2025
Dear Councilmember Tylenda,
On behalf of the Calexico Cheer Booster Club, I am reaching out to respectfully request your support for the Calexico Cheer Booster Club. Our nonprofit organization is recognized as a 501(c)(3) charitable organization (EIN: 39-2551643), and all donations are fully tax-deductible under federal law.
The cheer program is an important part of our students' school experience, teaching discipline, teamwork, leadership, and school pride. Unfortunately, the program is not adequately funded and depends heavily on parents and students covering the costs of uniforms, travel, competition fees, and training. This creates financial barriers for many families in our community, and without outside support, students opportunities are limited.
Your contribution would directly help provide:
• Uniforms and equipment so every student can participate equally. • Travel and competition costs so our team can represent Calexico in regional and state events.
• Overall program support to keep participation costs lower for all students and ensure access is equitable across the team.
We would be deeply grateful for your support in helping us provide these opportunities.
Your donation will have a direct impact on local student-athletes and will allow us to continue building a program that reflects the pride and spirit of Calexico.
Thank you for your consideration. We would be honored to recognize your generosity on our social media page.
Respectfully,
Alexis Rangel
President

The booster raises funds to offset the cost of uniforms, travel, competition fees, equipment, and other cheer-related expenses. By reducing financial barriers, the Booster Club aims to ensure equitable access for all students to fully participate in the cheer program.
