Adopt a Resolution Authorizing the Planning & Building Director to Select the Responsible Quote and Proceed with the Purchase of One (1) Replacement Building Inspector Vehicle.
Background:
The current building inspector vehicle is a 2010 Chevrolet Silverado 1500 Hybrid with 78,632 miles. The vehicle is frequently out of service due to the need for repairs and taken to the City shop for service, sometimes for extended periods of time. The vehicle has become increasingly unreliable and, as of late, the vehicle has been at the City shop for over a month due to issues with the hybrid battery system, with the battery in need of replacement. The building inspector has been relying on usage of the Planning & Building Department's sole other vehicle, which places a strain on the Department as the vehicle is unavailable for planning inspection, recordation of planning documents at the County Clerk-Recorder and for other Department-related activities. Furthermore, the City expects numerous new housing units in the near term, which will necessitate a new vehicle for building inspections. As such, the current vehicle is in need of immediate replacement.
As part of the effort to replace this vehicle, a department representative solicited three quotes from local dealerships for a vehicle comparable in size and function to the current one, requesting the most affordable in-stock vehicle: Imperial Valley Chevrolet GMC provided the lowest quote, offering a new 2024 Chevrolet Silverado 1500 truck with a 2.7L TurboMax 4-cylinder engine for a total sum of $30,000.00 including taxes and fees (Attachment No. 1); Chapman Chevrolet GMC submitted a quote for a 2024 Chevrolet Silverado 1500 for $44,335.34 (Attachment No. 2); and El Centro Motors submitted a quote for a 2026 Ford F-150 for $56,330.34 (Attachment No. 3). Staff recommends the selection of the 2024 Chevrolet Silverado from Imperial Valley Chevrolet GMC.
Discussion and Analysis:
The building inspector vehicle is increasingly unreliable and no longer meets the operational needs of the Planning & Building Department. Funding for this vehicle would come from the Fiscal Year 2025- 2026 Local Capital Fund (LCF), with a total allocation to the Planning & Building Department for vehicle replacement of $30,000.00. This sum includes a budget amendment request to reallocate funding within the LCF to cover the additional amount needed for the purchase of the selected Chevrolet Silverado (Attachment No. 4). As the selected vehicle is new (with less than 20 miles) and features a 4-cylinder engine, it would result in long-term cost savings with greater fuel efficiency and no anticipated short-term need for vehicle repairs.
Upon purchase of the new vehicle, the existing vehicle would be surplused and auctioned. In addition to authorizing the procurement of the new vehicle, the draft Resolution provides the Planning & Building Director with the authority to move forward with surplusing the existing vehicle. The vehicle Kelley Blueblook value is estimated at approximately $13,075.00, however, as the battery needs replacement and would cost approximately $8,500.00 to replace, the estimated value is $4,575.00. Proceeds from the auction sale would be transferred to the City's General Fund.
Fiscal Impact:
The total funding request is $30,000.00 from allocations in the Fiscal Year 2025-2026 CF, as follows:

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CALEXICO,
CALIFORNIA, AUTHORIZING THE PLANNING & BUILDING DIRECTOR TO
SELECT THE RESPONSIBLE QUOTE AND PROCEED WITH THE PURCHASE OF ONE (1) REPLACEMENT BUILDING INSPECTOR VEHICLE.
WHEREAS, the Planning & Building Department is in need of a new building inspector vehicle to replace an aging 2010 Chevrolet Silverado that is frequently out of service due to needed repairs; and
WHEREAS, the vehicle has become increasingly unreliable and no longer meets the operational needs of the Planning & Building Department and needs immediate replacement; and WHEREAS, City staff diligently sought three quotes, per City policy, from local dealership for the lowest priced, in-stock vehicle that is comparable in size and function to the existing building inspector vehicle; and
WHEREAS, Imperial Valley Chevrolet GMC submitted the lowest responsible quote, offering a new 2024 Chevrolet Silverado 1500 truck with a 2.7L TurboMax 4-cylinder engine for a total sum of $30,000 including taxes and fees; and
WHEREAS, the Fiscal Year 2025-2026 Local Capital Fund (LCF) includes a total allocation to the Planning & Building Department of $30,000.00 for vehicle replacement; and WHEREAS, the City Council finds that the procurement of this vehicle is necessary and in the best interest of public safety and municipal efficiency, as it ensures the provision of mandated building inspection services;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Calexico as follows:
1. The Planning & Building Director is hereby authorized to select the responsible quote and proceed with the purchase of one (1) building inspector vehicle for the Planning & Building Department in the total amount not to exceed $30,000.00.
2. Funding shall be expended from the Fiscal Year 2025-2026 Local Capital Fund (LCF) in the amount of $30,000.00.
•3. The Planning & Building Director is authorized to surplus any existing unused Planning & Building Department vehicles in accordance with City policies and procedures.
4. The Planning & Building Director is further authorized to coordinate with the Finance Department and execute any necessary documentation to complete the procurement process.
5. That this Resolution shall take effect immediately upon its adoption.
