AGENDA STAFF REPORT
DATE: March 18, 2026
TO: Mayor and City Council
Benjamin A Martinez, City Manager Bow
APPROVED BY:

REVIEWED BY: Karla Chaparro, Finance Director We
PREPARED BY: Juan Contreras, Fire Chief JIL
SUBJECT: Authorization to Execute a Purchase Agreement with RedSky Emergency Vehicles for the Acquisition of One (1) Type II XL Ambulance for the Calexico Fire Department and Adoption of a Budget Amendment Resolution Allocating Funds
1122E
Recommendation:

Staff recommends that the City Council:

1. Authorize the City Manager to execute a purchase agreement with RedSky Emergency Vehicles for the acquisition of one (1) 2024 FR Conversions Pioneer I| XL ambulance built on the RAM ProMaster 2500 chassis in an amount not to exceed $138,746.03, utilizing the Local Capital Projects Fund; and

2. Approve the attached budget amendment resolution to allocate the necessary funds.

Background:

The Calexico Fire Department (CFD) currently operates two front-line ambulances and two reserve units. Both reserve units have exceeded ten years of service and are approaching the end of their reliable operational life. These vehicles are essential for maintaining uninterrupted emergency medical service (EMS) coverage during mechanical downtime, major incidents, or scheduled maintenance of front-line apparatus.

To maintain operational readiness and fleet reliability, staff conducted a procurement review and obtained competitive proposals for replacement units. RedSky Emergency Vehicles submitted a proposal for the immediate delivery of one crash-tested, KKK-certified, and fully equipped FR Conversions Pioneer I| XL Type II ambulance. These units incorporate enhanced safety systems, improved fuel efficiency, 76-inch interior headroom, and 35,000-lumen LED emergency lighting designed to improve patient care and responder safety.

The proposed ambulance also includes comprehensive warranty coverage consisting of a 5- year/100,000-mile powertrain warranty, a 3-year/36,000-mile chassis warranty, and a 3- year/36,000-mile conversion warranty, along with extended warranty coverage providing up to seven years or 200,000 miles on the chassis and five years or 100,000 miles on the conversion components. This extended coverage will help reduce long-term maintenance costs and protect the City's capital investment in emergency response equipment.

Replacing aging reserve ambulances will ensure the department maintains reliable backup EMS capability, minimizes service disruptions, and supports the City's ability to provide consistent Advanced Life Support (ALS) emergency medical services to the community.

Discussion and Analysis:

RedSky Emergency Vehicles provided a price of $138,746.03, inclusive of sales tax, graphics package, and installation allowances.

A comparison was conducted with a Type I ambulance proposal from Frazer Ltd. The RedSky Type II option provides substantial cost savings while meeting the operational needs of the Calexico Fire Department.

Comparative Summary
Vendor / Model Chassis Type Vodel Type Total Per Unit
Frazer Ltd. (Type I) 2023 Chevrolet 3500 Gas 12' XT $297,768.69 Module
RedSky Emergency Vehicles 2024 RAM ProMaster 2500 Type || XL $138,746.03 (Type II)
RedSky (Type II) is significantly more cost-effective, providing 53% savings per unit, immediate delivery, and sufficient capability for front-line or reserve 911 operations.

Given the City's objective of replacing aging reserve ambulances to maintain operational readiness and fiscal responsibility, the RedSky Type Il option delivers the best value and operational fit.

Fiscal Impact:

The total purchase cost for one ambulance is $138,746.03. Funding for this purchase will be allocated from the City's Local Capital Projects Fund. This purchase represents a one-time capital expenditure and does not create any ongoing debt obligations for the City.
