REVIEWED BY: Karla Chaparro, Finance Director Je
PREPARED BY: Juan Contreras, Fire Chief)De
SUBJECT: Authorize the City Manager, or his designee, to declare the identified police units as surplus and obsolete, and to authorize their disposal in accordance with applicable laws and City policy. Further, approve the donation of twenty-three (23) surplus vehicles and three (3) surplus motorcycles to the Gobierno de Mexicali and the Gabinete del Ayuntamiento de Mexicali, consistent with the terms and conditions established by the City.
================:
Recommendation:
Staff recommends that the City Council:
1. Declare the identified Police Department vehicles and motorcycles as surplus property no longer required for municipal use; and
2. Authorize City staff to dispose of the identified vehicles and motorcycles through donation to the Gobierno de Mexicali and the Gabinete del Ayuntamiento de Mexicali.
Background:
The City of Calexico Police Department maintains a fleet of patrol and support vehicles utilized in daily law enforcement and public safety operations. Over time, several vehicles have reached the end of their useful service life due to age, high mileage, mechanical deterioration, and increasing maintenance costs.
These vehicles are no longer operationally efficient or cost-effective to retain in service.
Continued repairs would exceed their practical value and divert resources from maintaining the City's active frontline fleet.
As part of responsible fleet management practices, staff conducted a review of the department's inventory and identified specific vehicles and motorcycles for removal from active service and designation as surplus property.
In addition, the city has been approached regarding the potential donation of the identified surplus vehicles and motorcycles to the Gobierno de Mexicali and the Gabinete del Ayuntamiento de Mexicali to support their public safety operations.
Discussion and Analysis:
Declaring the identified vehicles as surplus allows the city to:
• Reduce ongoing maintenance and repair expenditures
• Remove unreliable or unsafe vehicles from service
• Improve overall fleet efficiency and modernization
• Ensure proper asset management and inventory control
The vehicles proposed for surplus have been reviewed and determined to be:
• Non-operational or mechanically unreliable
• Beyond their cost-effective service life
• Replaced through newer fleet acquisitions
Of the units identified, twenty-three (23) vehicles and three (3) motorcycles are recommended for donation to the Gobierno de Mexicali and the Gabinete del Ayuntamiento de Mexicali. The donation supports binational cooperation and strengthens regional public safety partnerships, while allowing the city to repurpose obsolete assets in a constructive manner.
Fiscal Impact:
There is no fiscal impact associated with this action.
The declaration and disposal of surplus vehicles will reduce ongoing maintenance and storage costs. While the twenty-three (23) vehicles and three (3) motorcycles proposed for donation will not generate revenue, their removal eliminates potential liability and operational expenses associated with retaining obsolete equipment.
The estimated total value of the twenty-three (23) vehicles and three (3) motorcycles identified for donation is approximately $4,900.
