The project was originally anticipated to be completed by July 2025 but due to additional work that was not anticipated during the design phase and mutual suspension between the City and the General Contractor due to DBE goal requirements the project was completed on November 18, 2025. Reference: Contract Modification Request for Resident Engineering & Construction Inspection Calexico Sidewalk Improvements at Grant St, Calexico St., and Van De Graff Ave. in Calexico; Federal Aid Project No. CMIL-5168 (036)
Dear Mr. Villegas,
Please accept this letter as our formal request to modify our existing contract. The modification is necessary to extend our Resident Engineering and Construction Inspection services beyond those originally anticipated. As of the date of this letter, Nicklaus is not complete with the services as contracted. The original contract for the General Contractor was for a 60-calendar day duration (Construction Management Services); Nicklaus anticipated approximately 2 calendar days of Pre- Construction Services and approximately 5 calendar days of Post-Construction Services.
Our services started in April 2025 with an anticipated end date of approximately July 2025. City of Calexico agreed with project team to temporarily suspend the contract on May 13, 2025, with Change Order No. 1 to address a DBE goal issue with the contractor. The Contractor re-mobilized on-site on August 11, 2025. During the suspension and up to re-mobilization, Nicklaus continued services as directed by City of Calexico. Due to the added scope of work included with construction change orders 2 and 3 an additional combined 22 working days were added to the contract. Please find below a list of pertinent information and events that have extended this contract:
• Change Order No. I was approved by City of Calexico, granting the General Contractor a mutual suspension from 05/16/2025 through 08/08/2025. This resulted in additional time spent by the Resident Engineer on coordination to address the DBE issue with the contractor. • Change Order No. 2 was approved by City of Calexico, granting the General Contractor additional scope of work to address installation of cross gutter at Calexico St, replacement of spandrel at Van De Graaff, and catch basin repairs along Grant Street. The items included in this change order were required to address drainage issues and safety concerns at these different streets. This resulted in the addition of 10 working days to the project which required both Resident Engineer and Construction Inspector services.
Change Order No. 3 was approved by City of Calexico, granting the General Contractor additional scope of work to address a half lane slope correction along Grant Street. This work was required to address the elevation difference between the existing road edge of pavement and the new curb and gutter flowline. This resulted in the addition of 12 working days to the project which required both Resident Engineer and Construction Inspector services.
Currently revised contract completion date after the suspension and additional working days was set for 11/18/2025. The construction activities were completed and City of Calexico www.nelaw.com
