Background:

On February 5, 2025, the Public Works Department issued Task Order No. 2025-001 - Evaluation of Existing Site Conditions, Prepare Plans, Specifications, Cost Estimate and Bid Package for 2025 Street Improvement Project on Designated Streets to all five (5) On-Call Engineering firms that were previously approved by City Council on November 17, 2021. The scope of work consisted of evaluating the existing site conditions, verification and/or development of specific site scope items, prepare plans, specifications, cost estimate and bid package for 2025 Street Improvement Project on Designated Streets, on behalf of the City so they can be finalized for construction purposes. The objective of the Project was to overlay approximately twenty (24) streets within City limits including removal and replacement of curb & gutter, sidewalk, ADA compliant handicap ramps, striping, pavement markings, traffic control, watermain line, gate valves, manhole rehabilitation/replacement, utility adjustments, etc. (Attachment No. 1 - Table No. 1).

On April 16, 2025, the City Council authorized the Interim City Manager to sign Agreement of Professional Services between City of Calexico and West & Associates Engineering in the amount of $152,816.00 for engineering services for 2025-2026 Street Improvement Project on Designated Streets.

On February 4, 2026, Public Works Director/City Engineer provided City Council a presentation regarding Fund No. No. 233 - Local Transportation Authority (LTA)/Measure D and Fund No. 402 - 2018 LTA Bond Proceeds allocation for Capital Improvement Program FY 2025-2026.

On April 1, 2026, the City Council approved Roadway Improvements along 3rd Street, Heffernan Avenue and Rockwood Avenue near the Calexico Intermodal Transportation Center in the amount of $974,885.00 from Fund No. 402-90-956 - Local Transportation Authority (LTA) Bond Proceeds. These improvements are now completed and the City will reimburse the Imperial County Transportation Commission (ICTC) via an approved Reimbursement Agreement between the City of Calexico and ICTC.

As mentioned previously, West and Associates Engineering (WAE), Inc. was hired and has now prepared preliminary plans for the FY 2025-2026 Street Improvement Project. The preliminary cost to rehabilitate the proposed 24 streets mentioned in Attachment No. 1 is $23,569,000 which includes paving, curb & gutter, sidewalks, driveways, alley entrance, striping, etc. The City doesn't have sufficient funding to proceed with the project as proposed by WAE and, instead, offers the recommendation below under Discussion and Analysis of this report.

Discussion and Analysis:

The Public Works Department Engineering Staff has reviewed the preliminary plans and cost estimates prepared by WAE and have inspected the proposed streets. After careful review, Engineering staff has developed the following list of streets that can potentially be resurfaced only and do not require extensive infrastructure improvements. Table No. 1 Rev 1 provides the list of streets to be resurfaced.

Proposal: Evaluation of Existing Site Concitions, Preparation of Plans, Specifications, Cost Estimate (PS&E) for 2025 Street Improvement Project on Designated Streets Dear Ms. Falomir,
It is our pleasure to submit our proposal for the City's Task Order Proposal Request No. 2025-001. We understand that the City is in need of Engineering Services for the evaluation of existing site conditions, verification ancilor development of specific site scope items, and preparation of Plans,, Specs, & Estimate (PS&E) for the rehabilitation of twenty (24) streets within the City of Calexico. Work Will include grind & overlay, with select pool-condition streets requiring full depth replacement and removal, as woll as replacement of curb & gutter, sidewalk, curb ramps with ADA curb ramps, striping, pavement markings, water mains, and gate valves. Approximately eleven (11) manholes will be evaluated for either proposed rehabilitation or replacement, and utility adjustments will be made throughout. The scope of work is further outlined in Exhibit A, which coincides with the City's List of Proposed Streets found in the proposal request. One thing to note regarding the Cily's List, is that It appears No. 15: El Halcon Ct does not intersect with Paulin Ave, but instead intersects with C.N. Perry Ave. We've reflected this adjustment in Exhibit A. As noted in the City's Task Order Request, there are sections of gutter that do not have a proper drainage slope, and consequently will require the surveying of these areas and design of a positive flow profile to ensure proper drainage.

The Intent of our services is to Prepare PS&E for bidding and construction purposes. We are also proposing bidding and construction phase services (i.e. design engineering support for bidding and construction). Full-service Construction Management/Inspection is not anticipated, but can be provided for the Cily, If requested.

The site visit will include up to two (2) Kimley-Horn team members and cover all locations identilied in Exhibit A of the RFP. Kimley-f-orn will attend one (1) virtual project kick-off meeting with the City to cliscuss the conceptual Improvements and confirm roadway pavement rehabilitation limits prior to going to the field.

Task 2.2 - Data Summary
Kimley-lorn will document all findings and proposed treatments in a table that will be shared with the City. The table will Include: street resurfacing treatment, digout areas, curb ramps to be upcated, and a preliminary cost related to each improvement. Prior to beginning construction document (CD) preparation, a two-hour virtual meeting will be scheduled belween Kimley-Horn and the Cily to discuss the findings and determine the improvements that will be Included in the project.

The table provided by Kimley-H-orn will include recommendations for which topographic surveying should be performed for any curb ramps with potential design challenges or key locations that are Identified for additional improvements (i.e. curb and gutter and sidewalk replacement) during the site visit.

Task 2.3 - Topographic Survey
Kimley-Horn will contract with Dynamic Consulting Engineers to perform topographic survey in the locations identified and agreed upon in the Data Summary within Task 2.2. Kimley-Horn will verify with the City exact locations for the surveyor to collect data based upon the field observation, data summary and discussions with the City. This scope assumes that up to twenty (20) curb ramps and up to two thousand (2,000) linear feel of sidewalk and curb and gutter will require topographic survey. The survey will include visible utilitles within the limits of collection to assess adjustments to grade or minor relocations should the existing utilitles conflict with the proposed Improvements. This scope does not Include dry and wet utility research and base mapping. This task excludes right-of-way and easement research and base mapping.

Site assessment and topographic survey support beyond the scope described herein will be considered an additional service.

Task 3 - 90% PS&E
Once Improvement locations and quantity are confirmed by the City, Kimley-Horn will prepare 90% civil engineering CD's for the project Identifying the limits of pavement rehabltation, curb & gutter, sidewalk and curb ramp reconstruction. Most of the anticipated pavement rehabilitation is assumed to be mill and overlay of asphaltic concrete (AC). Should minor areas of full depth pavement structural section be required, it is assumed the structural section will match the existing condition or the preferred structural section will be provided or confirmed by the City. The 90% design and plans will be performed :

Kimley» Horn • Page 3

a) Authorize the Mayor to Sign the Reimbursement Agreement between the City of Calexico and Imperial County Transportation Commission (ICTC) for any Cost Assoclated with the Completion of the Required Roadway Improvements along 3rd Street, Heffernan Avenue and Rockwood Avenue near the Calexico Intermodal Transportation Center.
b) Authorize the City Manager to use $974,885.00 of Fund No. 402-90- 956 Local Transportation Authority (LTA) 2018 Bond Proceeds for Roadway Improvements along 3rd Street, Heffernan Avenue and Rockwood Avenue near the Calexico Intermodal Transportation Center.
////////--
Recommendation:

It is recommended that the Cily Council of the City of Calexico approve the following:
a) Authorize the Mayor to Sign the Reimbursement Agreement between the City of Calexico and Imperial County Transportation Commission (ICT) for any Cost Associated with the Completion of the Required Roadway Improvements along 3rd Street, Heffernan Avenue and Rockwood Avenue near the Calexico Intermodal Transportation Center.
b) Authorize the City Manager to use $974,885.00 of Fund No. 402-90-956 Local Transportation Authority (LTA) 2018 Bond Proceeds for Roadway Improvements along 3rd Street, Heffernan Avenue and Rockwood Avenue near the Calexico Intermodal Transportation Center.

Background:

Imperial County Transportation Commission (ICTC) is in the final phase of completing the Calexico Intermodal Transportation Center (ITC) Project. The improvements to the Calexico ITC project site require modifications to the existing surrounding roadways to ensure proper functionality to the project site and transit operations. Said roadways include 3rd Street, Rockwood Avenue and Heffernan Avenue near the Calexico ITC Project site. As part of the Calexico ITC Project, ICTC was required to complete some roadway tie in infrastructure improvements. During construction it was determined that the existing roadway sections require significant improvement to ensure the facility and the surrounding roadway systems function cohesively and the project site in addition to transit operations are not compromised.

Discussion and Analysis:

As a result of the extensive roadway improvements and to beautify downtown area, the City of Calexico is proposing to complete the roadway work utilizing ICT's current construction agreement with Hazard Construction. ICT and Hazard Construction will execute a change order for the scope of work. Hazard Construction will invoice ICTC through its existing agreement. ICTC will immediately invoice the City upon issuance of payment to or prior to issuing payment to Hazard Construction as specified in the Reimbursement Agreement (see Attachment No. 1). The proposed roadway Improvements are expected to be completed within the existing Calexico ITC schedule.

City staff did approach ICT and asked if they could use Calexico ITC current project funding for said roadway improvements. ICTC has notified the City that ICT's current project funding cannot contribute to any additional roadway improvements outside of those already considered to be a part of the project. For this reason, City staff is recommending that the City Council authorize the City Manager to use $974,885.00 of Local Transportation Authority (LTA) 2018 Bond Proceeds for roadway improvements along 3r Street, Heffernan Avenue and Rockwood Avenue near the Calexico Intermodal Transportation Center.
