SUBJECT: Acceptance of Imperial Irrigation District (IID) Tree for All Grant Awards for Multiple City Parks; Approval of Budget Amendment Resolution; Ratification of authorization to submit grant applications and Ratification of City Manager ====
Recommendation:
Staff recommends that the City Council of the City of Calexico adopt the following:
A. Resolution accepting grant funding from the Imperial Irrigation District (IID) under the Tree for All - Public Green Space Grant Program for the following park projects:
• Nosotros Park - $35,000
• Las Casitas Park - $31,488
• Enrique Camarena / Crummett Park - $35,000
• Rockwood Park - $31,488
• Kennedy Gardens Park - $31,488
B. Approve Budget Amendment Resolution (BAR) to appropriate the revenues and corresponding expenditures.
C. Ratify the authorization to submit grant applications for the above-referenced projects.
D. Ratify the authorization of the City Manager to enter into grant agreements with the Imperial Irrigation District for the above-referenced projects.
E. Authorize the City Manager, or designee, to execute the grant agreements and all related documents necessary for the implementation and administration of the project.
Background:
The Imperial Irrigation District (IID) administers the Tree for All - Public Green Space Grant Program, which provides funding to support urban forestry initiatives, reduce urban heat island effects, and enhance public green spaces. The City of Calexico submitted multiple applications targeting priority park locations based on community need, environmental conditions, and public use. IID has formally awarded funding for all submitted projects.
Discussion and Analysis:
The City of Calexico will implement the Tree for All - Public Green Space Grant Program at the following locations: Nosotros Park, Las Casitas Park, Enrique Camarena / Crummett Park, Rockwood Park, and Kennedy Gardens Park. These parks are important public spaces that provide recreational opportunities and serve residents of all ages. Due to the region's extreme summer temperatures and limited shaded areas, these locations would benefit from additional tree coverage to improve comfort and usability. The total grant funding awarded for these projects is $164,464, with an additional $9,318 in in-kind match contributions provided by the City, primarily through administrative staff support dedicated to project oversight, coordination, and reporting requirements.
The proposed projects include the planting of approximately 240 trees across the identified parks. These improvements will help reduce heat in high-use areas, improve air quality, and create more comfortable and inviting spaces for the community. The projects also support the City's ongoing efforts to enhance public spaces and promote environmental sustainability.
Grant funds will be used for eligible expenses, including personnel costs such as laborers, crew supervision, and administrative support; tree procurement; planting supplies; equipment such as rentals and tools; construction and signage; and community outreach and educational activities.
The Public Works Department (Parks Division) will oversee project implementation, including site preparation, planting, and maintenance, using City staff and/or qualified contractors as needed. The Finance Department will manage procurement and ensure compliance with City policies and grant requirements. This coordinated effort will support timely implementation and adherence to Imperial Irrigation District (IID) program guidelines.
Fiscal Impact:
There is no net impact to the General Fund, as all project costs will be offset by grant funding and approved match contributions
The total IID grant funding is as follows:
• Nosotros Park: $35,000
• Las Casitas Park: $31,488
• Enrique Camarena / Crummett Park: $35,000
• Rockwood Park: $31,488
• Kennedy Gardens Park: $31,488
Total Grant Awards: $164,464
2 Required matching contributions will be met primarily through in-kind labor and administrative costs. Approval of the Budget Amendment Resolution will appropriate both grant revenues and corresponding expenditures into the appropriate accounts as determined by the Finance Department.
Coordinated With:
City Manager's Office.
Finance Department.
Public Works Department.
