Recommendation:
Staff recommends that the City Council:
1. Authorize the Chief of Police to select the responsible quote and proceed with the purchase of five (5) vehicles to be used as unmarked emergency police vehicles, including the necessary outfitting.
2. Approve the purchase of three (3) 2026 Ford Explorers and two (2) 2026 Honda CR-Vs.
Background
The Calexico Police Department is in critical need of reliable unmarked emergency vehicles. The current fleet is outdated, unreliable, and has reached or exceeded its service life.
The unmarked emergency vehicles currently in service include:
• 2000 Ford Crown Victoria (Brown)
2007 Ford Fusion (Brown)
2012 Dodge Charger (White)
2012 Dodge Charger (Gray)
2014 Chevrolet Equinox (Silver)
2015 Ford Explorer (White)
• 2015 Ford Explorer (Gray)
All of these vehicles have exceeded 100,000 miles, have been in service for over ten years, and are experiencing ongoing mechanical issues. As a result, they are beyond their practical service life, leading to increased maintenance costs, reduced reliability, and operational downtime.
The purchase of five new unmarked emergency vehicles is essential to maintaining effective investigative and administrative functions. Replacing the aging fleet will improve officer safety, reduce maintenance costs, enhance reliability, and ensure continued operational readiness.
As part of the Department's Vehicie Management Program, the need for replacement vehicles has been identified. For Fiscal Year 2025-2026, the Department intends to utilize funds from designated accounts for the purchase and outfitting of these vehicles.
Procurement
In accordance with City procurement procedures, a Department representative solicited competitive quotes from local vendors for both the purchase and outfitting of the vehicles.
Quotes were received from:
• El Centro Motors
• Alexander Ford
• Mossy Ford
• Imperial Valley Honda
• Yuma Honda
• Mossy Honda
• Airwave Communications
• Desert RV Service (Did not provide quotes by deadline) After evaluation, the most cost-effective and responsive bids were identified.
1. Bill Alexander Ford submitted the lowest responsible bid for three (3) 2026 Ford Explorers in the estimated amount of $116,634.18.
2. Mossy Honda submitted the lowest responsible bid for two (2) 2026 Honda CR-Vs in the estimated amount of $69,326.68.
3. Airwaves Communications submitted the lowest responsible bid for emergency equipment for outfitting all five vehicles in the estimated amount of $38,417.43.
Discussion and Analysis:
Funding for the purchase and outfitting of the vehicles will be drawn from designated accounts within the City's budget allocated to the Calexico Police Department. The Department has a total allocation of $224,378.29 for vehicle replacement and outfitting in Fiscal Year 2025-2026.
Upon acquisition of the new vehicles, the existing units will be declared surplus in accordance with City policies.
The most cost-effective quotes were selected for both vehicle procurement and outfitting, with a combined total estimated cost of $224,378.29.
2 Fiscal Impact:
This purchase represents on-time capital expenditure and does not create any ongoing debt obligations for the city. The total purchase cost for the Five (5) vehicles and outfitting is estimated at $224,378.29.
