AGENDA STAFF REPORT
DATE: May 20, 2026
TO: Mayor and City Council
APPROVED BY: Benjamin A. Martinez, City Manager I~
PREPARED BY: Jesus Vileges, Pubie Wants Directricly Engines JuP SUBJECT: Discussion and/or Action Regarding Request for Proposal for Redesign Services for Adrian C. Cordova Memorial Park (RFP No. 2025-900). --=----==--
Recommendation:

It is recommended that the City Council of the City of Calexico discuss and/or approve one (1) of the following options:

Option No. 1: Proceed with Selection
Authorize the City Manager to continue RFP No. 2025-900 selection process to provide Conceptual Plans and Cost Estimate for potential changes to Adrian C. Cordova Memorial Park.

Option No. 2: Terminate and Re-Evaluate
Terminate RFP No. 2025-90 solicitation to explore more cost-effective project delivery methods.

Background:

The City Council of the City of Calexico requested the Public Works Department issue a Request for Proposals (RFP) for a Conceptual Park Design to provide Conceptual Plans and Cost Estimate for the changes to the Adrian C. Cordova Memorial Park, as per the Workshop held on June 10th, 2025.

Since 2020, a segment of the community has voiced opposition to the installation of three (3) baseball/softball fields. These residents are concerned that the resulting traffic from what they characterize as a sports complex could negatively impact the residential neighborhood over time.

During said Public Workshop, this specific segment of the community proposed alternative park amenities to replace one or two of the planned fields. To resolve this ongoing dispute and achieve a mutually beneficial outcome for both the neighborhood and sports teams, it was authorized to issue a Request for Proposal (RFP) seeking professional services to develop conceptual plans and cost estimates for potential modifications to the current layout.

It should be noted that the primary purpose of this request serves to determine the feasibility and cost of these changes and does not commit the City Council to award a contract to proceed with work on a Conceptual Park Design nor any construction work.

Discussion and Analysis:

On March 6, 2026, the Office of the City Clerk received the following five (5) proposals:

Proposing Firm Total Bid Amount

1. RHA Landscape Architects-Planners, Inc. $ 587,912.00

2. KDA Landscape Architects $ 900,090.00

3. Chen Ryan Associates $ 982,482.00

4. Edgeland $1,300,500.00

5. Bowman Consulting Group, LTD $1,422,409.00
The current bids present a fiscal challenge to the City's current financial situation. While the Public Works Department is prepared to proceed with the evaluation and selection process, based on the amounts of RFPs received, the department ultimately requires a decision from the City Council to provide directions on how to proceed before investing additional staff time.

The Public Works Department is recommending the following two (2) options to City Council:

Option 1: Proceed with Selection.

Authorize the City Manager to continue RFP No. 2025-900 selection process which will entail reviewing all of the RFPs received, interview the top three (3) firms and make a recommendation to City Council for review and approval of Agreement of Professional Services.

Option 2: Terminate and Re-evaluate.

Terminate the current solicitation to explore more cost-effective project delivery methods based on City Council directions. This discussion is necessary because all received proposals significantly exceeding the initial budget estimates.

Fiscal Impact:

None at this time.
2 Coordinated With:
