====
Recommendation:

It is recommended that the City Council adopt a Budget Amendment Resolution reallocating $43,382.81 within Fund 255 (FEMA/ARPA) to support the acquisition and outfitting of unmarked emergency vehicles for the Calexico Police Department. This reallocation will address the critical need for reliable unmarked vehicles necessary to maintain operational readiness and ensure uninterrupted law enforcement and emergency response services.

Staff further recommends authorizing the City Manager or designee to execute all required agreements, acknowledgments, and related documents necessary to complete the transaction in accordance with City purchasing and procurement policies.

Background
The Calexico Police Department is in critical need of reliable unmarked emergency vehicles. The current fleet is outdated, increasingly unreliable, and has reached or exceeded its service life. As operational demands have increased, the Department has identified a critical need to replace aging vehicles used for investigative, administrative, and specialized enforcement functions. •To address these needs, staff recommends that the City Council adopt a Budget Amendment Resolution reallocating $43,382.81 within Fund 255 (FEMA/ARPA) to support the acquisition and outfitting of unmarked emergency vehicles for the Calexico Police Department.

The purchase of new unmarked emergency vehicles is essential to maintaining effective investigative operations and administrative support functions. Replacing the aging fleet will improve officer safety,

reduce maintenance and repair costs, enhance operational reliability, and ensure continued readiness for both routine and emergency response activities.

As part of the Department's Vehicle Replacement and Asset Management Program, the need for replacement vehicles has been formally identified. For Fiscal Year 2025-2026, the Department intends to utilize available funds from designated accounts to support the purchase and outfitting of these vehicles.

Discussion and Analysis:

The requested $43,382.81 reallocation within Fund 255 will support critical fleet replacement and equipment outfitting needs necessary to restore and maintain the operational readiness of the Police Department's unmarked vehicle fleet. Funding will support vehicle acquisition, emergency lighting, communications equipment, and necessary modifications to ensure these assets are fully functional, reliable, and available for immediate deployment.

Outfitting and maintaining the City's police fleet, along with essential communications and safety equipment, is a core operational responsibility of the Police Department. Timely replacement and proper outfitting extend the useful life of these assets, protect prior capital investments, and support the uninterrupted delivery of law enforcement services, while ensuring officer safety.

Given the current level of vehicle utilization and service demand, maintaining a reliable fleet is both operationally necessary and fiscally responsible. Proactive replacement of aging vehicles reduces maintenance costs, minimizes downtime, mitigates safety risks, and helps avoid the operational and financial impacts associated with vehicles being taken out of service.
