As the project manager, John led the design team (consisting of civil, structural, mechanical, electrical, geotechnical, hydraulics and controls engineers) in collaboration with Plant Operation in addressing the operational, construction and scheduling issues. In the development of the feasibility study, preliminary design report, and final design, regulatory agencles such as Callfornla Division of Safety of Dam, Cal OSHA and Cal EPA were conferred for requirements and decisions. The key project issues were how to transport the valves to the dams (long narrow steep roads with loose footing) and position the valves at the outlets without damaging the dam walls (design of floating platforms for cranes, valves and diving equipment under the worst wind condition), how to replace the valves without draining the dams (deep dive (over 100 feet) requirements) and how to test the valves (releasing approximately 6,000 cfs) without damaging the surrounding infrastructure, habitat, and waterways to the Colorado River.

The upgraded WWTP will be capable of treating an average dry weather flow of 5.8 MGD and peak wet weather flow of 11.6 MGD, Additionally, the upgraded WWTP will be capable of producing an effluent with low ammonla concentration (less than 5 mg/L) In compliance with future potential regulatory requirements. The upgrades to the WWT consist of a new packaged septage recelving station, improvements to the existing headworks, a new influent metering structure, a new vortex grit removal system, a new influent pump station, three new aeration basins and appurtenances, new aeration blowers and blower building, Iwo new secondary clarifiers, new RAS, WAS, and Scum Pump Stations, replacement of the existing Calgon UV System with a Trojan UV 4000 System, a new rotary drum sludge thickener facility, conversion of an existing primary clarifier to plant water storage and distribution system, and a new water distribution system and hydrants, a new plant stormwater drainage system, a new electrical buildings and electrical power distribution systems, a new PL/SCADA system, new piping for conveyance of wastewater, mixed liquor, secondary effluent, sludges and utility water, and miscellaneous site improvements including paved roads for access to main process units.
Wastewater Trealment Plant Upgrading and Expansion, Department of Public Works, Cily of Colion, CA. Principal-in-Charge for the upgrade and expansion of the City of Colton's wastewater treatment plant (WWTP). The City of Colton (City) owns and operates the WWTP under a NDES Permit Issued by the California Reglonal Water Quality Control Board (RV/QCB). The permitted plant capacity is 10.4 mllion gallons per day (MGD). Services include preparing a revised water balance, technical engineering support for the preparation of an EIR for a treatment facility expansion, development of a Joint Powers Authority to manage wastewater effluent disposal, and preparation of an updated Wastewater Master Plan focusing on future water reclamation as well as treatment needs to meet current growth within the City service area. Axel assisted in control schematics, condult run layout, pull box design, grounding system, scum pump and secondary clarifier system.
Wells V206/V207 and Saugus Wells S3 & S4 Groundwater PFAS Treatment Project, Santa Clarita Valley Whier Agency, CA. Principal-in-Charge for the design of prefiltration units and IX PFAS groundwater treatment systems, including system disinfection. To facilitate the transfer of water from the V206 / V207 wells to the designated treatment facility, a 3,100 LF 20-inch product water transmission pipeline is required. To support the conveyance of water from V206 / V207 and maihtain sufficient pressure through the distribution system, upgrades will be made to the electrical systems, wellhead pumps and wells V206 / V207 piping. To supplement these enhancements, a comprehensive hydraulic analysis will be conducted.
Reclamation Plant 1 (RP-I) Digester Gas Flare ement Project, Inland Empire Ulilities Agency. Chino, CA. Project Manager engineering & design of three new waste gas flares for the disposal of blogas generated by a 60 mgd treatment plant. RP-1 has seven digesters are operated as phased thermophilic digestion. Multi-stage digestion produces acid and methane phase gases. Low quallty acid phase gas is flared at all times. This $7 million project is to replace aging candlestick flares with three new clean enclosed burners. The new flares will combust up to the full flow of blogas (eg. 1,000 cfm). The digester gas handling system and flares will be designed to meet the latest SCAQMD emission limits of NOx, CO, and PM10. Visited other POTW flares, revlewed avallable flares for SCAQMD compliance, and other flare design considerations including gas dryers.
Mills Water Treatment Plant, Chemical Systems Upgrades, Modules 1 & 2 Rehabitation and Single Point Injection Facility Upgrades, Metropolitan Water District of Southern California, Riverside, CA. Project Engineer for preliminary design and final design for chemical systems upgrade project, Modules 1& 2 rehabilitation project and the single point injection project to enable the Mills plant to operate at 326 mgd capacity. The chemical systems Include new feed pumps and feed pump controls and control valves for injection of chemicals ahead of the modules or fliters.
Modules 1 & 2 were Inactive for number of years and required complete new instrumentation and controls. The single point injection would enhance operational flexibllty and reduce O&M costs.
