AGENDA STAFF REPORT
DATE: June 3, 2026
TO: Mayor and City Council
APPROVED BY: Benjamin Martinez, City Manager
PREPARED BY: Benjamin Martinez, City Manager
SUBJECT: Hearthstone Community - Discussion Regarding Potential Second Road Entrance
====
Recommendation:

Receive and file report. Provide directions to staff to further follow up and on this project.

Background:

CFD (Community Facilities District) No. 2005-1 (Hearthstone) was formed by the City Council in 2005 under the Mello-Roos Community Facilities Act of 1982 to finance public improvements needed to support new development within the Hearthstone master-planned community. The CFD encompasses approximately 75 taxable acres located north of Cole Road, south of the Central Main Canal, west of Meadows Road, and east of State Highway 111. At full buildout, the development was anticipated to include 457 single-family residential units, however, the residential development within the CFD was ultimately completed at only approximately 50% of the originally anticipated buildout. In addition, only one access road was built, Meadows Road. The proposed main entrance to Hearthstone, La Jolla Palms Blvd., was not constructed.

Discussion and Analysis:

The purpose of this report is to provide discussion and potential action regarding the provision of an addition road entrance, as requested by Councilmember Nuricumbo via City Council Item Request Form, approved by the City Council on March 4th. The Director of Public Works will provide a report at the meeting and seek comments and direction from the City Council. The proposed second entrance would involve a westerly extension of Spud Morena Street to intersection with Rockwood Avenue.

Fiscal Impact:

There is no immediate fiscal impact associated with this informational item.
