Recommendation:
Authorize Public Works Director/City Engineer to Sign and File Notice of Completion for Scaroni Road Pavement Rehabilitation State Project No. LPPSB1L-5168(034).
Background:
The City of Calexico Public Works Department received a grant from California Department of Transportation (Caltrans) for FY 2023-2024 in the amount of $942.000.00 ($471,000.00 - State Grant and $471,000.00 - Local Match) for the Project No. LPPSB1L-5168(034) - Scaroni Road between Cole Boulevard and Jasper Road. The construction work consisted of survey monument preservation, milling existing asphalt concrete pavement to a depth of 2", installation of a stress absorbing membrane interlayer (SAMI) with 3/8" aggregate over the milled surface, placement of 2" asphaltic concrete overlay surfacing over the SAMI, traffic striping and markings, sewer manhole rehabilitation, and traffic control.
On November 6, 2024, the City Council of the City of Calexico approved bid documentation for Scaroni Road Pavement Rehabilitation State Project No. LPPSB1L-5168(034) and authorized the Public Works Department to send the project out to bid.
On May 7, 2025, the City. Council of the City of Calexico approved the following:
a) Award Bid Proposal from Rove Engineering, Inc. in the Amount of $731,770.00 for Scaroni Road Pavement Rehabilitation State Project No. LPPSB1L-5168(034). b) Authorize Interim City Manager to Sign Construction Agreement between the City of Calexico and Rove Engineering, Inc. in the Amount of $731,770.00 for Scaroni Road Pavement Rehabilitation State Project No. LPPSB1L-5168(034). c) Authorize Interim City Manager to Approve Any Future Change Orders Not-to-Exceed $73,177.00 (10% of Rove Engineering, Inc. Base Bid) as Per City Ordinance No. 1218. d) Adopt Budget Amendment Resolution for Fund No. 412 - State Grant.
On September 3, 2025, the City Council authorized the City Manager to sign Change Order No. 1 with Rove Engineering, Inc. in the amount of $88,776.00 for the removal and replacement of four (4) 48" diameter sewer manholes on Scaroni Road.
On December 17, 2025, the City Council authorized the City Manager to sign Change Order No. 2 With Rove Engineering, Inc. in the amount of $191,308.50 for the removal of 8 inch of the existing asphalt, pulverization and treatment for its use as base, followed by the installation of a 4 inch layer of ¾ inch HMA Pavement Mix.
On January 21, 2026, the City Council authorized the Public Works Director/City Engineer to sign Change Order No. 3 with Rove Engineering, Inc. in the amount of $39,888.00 for installation of thermoplastic striping and additional shoulder backing material to support the pavement edge.
In addition, $62, 186.60 of the 10% contingency was utilized as balancing Change Order No. 4 to reflect actual final bid quantities and eliminated items of work.
Discussion and Analysis:
On April 30, 2026, Rove Engineering, Inc. completed the construction of Scaroni Road Pavement Rehabilitation. The total construction cost of said project is $1,113,929.10. City staff is recommending that the City Council of the City of Calexico authorize the Public Works Director/City Engineer to sign and file Notice of Completion for Scaroni Road Pavement Rehabilitation State Project No. LPPSB1L-5168(034).

No fiscal impact at this time.
