SUBJECT: A Ratification of Grant Application Submittals and Acceptance of Imperial Irrigation District (lID) GLOW Grant Funds for Park Lighting Replacement Projects.

Recommendation:
Staff recommends that the City Council of the City of Calexico adopt the following actions:
a) Ratify the submission of multiple grant applications to the Imperial Irrigation District (IID) 2026 GLOW (Green Lighting for Outdoor Wellness) Program for park lighting replacement projects;
b) Accept grant awards from IID for the approved park lighting replacement projects; c) Authorize the City Manager to execute all grant agreements, amendments, and related documents necessary for implementation of the projects; Background:
The Imperial Irrigation District (IID) offers funding through the GLOW (Green Lighting for Outdoor Wellness) Program to support installation of energy-efficient LED lighting systems at public recreational facilities and parks. The program promotes energy efficiency, reduced air pollution, and safer community recreational environments. The City of Calexico submitted multiple applications for lighting replacement projects at various City parks to modernize aging lighting infrastructure, improve public safety and reduce energy consumption. IID has notified the City that several applications have been approved for funding under the 2026 GLOW Program.
Discussion and Analysis:
Many of the City's parks currently utilize outdated lighting systems that consume excessive energy and provide inconsistent illumination. Several parks also experience reduced visibility during evening hours, limiting safe public use and increasing maintenance requirements. The approved projects consist of replacing existing fixtures with modern, high-efficiency LED luminaires designed specifically for recreational, pedestrian, and sports lighting applications. The proposed improvements will provide improved illumination uniformity, reduce glare, lower energy consumption, and decrease long-term operational and maintenance costs.
The projects will be implemented primarily through qualified in-house Public Works staff with experience in lighting and electrical infrastructure improvements. Utilizing City staff allows for direct oversight, schedule control, and cost-effective implementation. The following projects were approved for funding through the IID GLOW Program:

Fiscal Impact:
Grant revenues will equal grant expenditures. Therefore, there is no fiscal impact to the City's General Fund. The awarded grant funds in the total amount of $136,766.00 will be incorporated as part of the Fiscal Year 2026-2027 City Budget. Funds will be utilized exclusively for eligible lighting replacement improvements and related project implementation costs in accordance with IID program requirements.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CALEXICO RATIFYING
THE SUBMITTAL OF GRANT APPLICATIONS AND ACCEPTING GRANT FUNDS FROM THE IMPERIAL IRRIGATION DISTRICT (ID) 2026 GLOW PROGRAM FOR
PARK LIGHTING REPLACEMENT PROJECTS
WHEREAS, the Imperial Irrigation District (ID) administers the GLOW (Green Lighting for Outdoor Wellness) Program to support energy-efficient outdoor lighting improvements for public recreational facilities; and
WHEREAS, the City of Calexico submitted grant applications for multiple park lighting replacement projects under the ID 2026 GLOW Program; and WHEREAS, IID approved grant funding for the following projects:

WHEREAS, the City Council desires to ratify the grant application submittals and accept the awarded grant funds to support park lighting improvements throughout the City.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Calexico as follows:
1. The City Council hereby ratifies the submission of grant applications to the Imperial Irrigation District 2026 GLOW Program for the above-referenced park lighting replacement projects.
2. The City Council hereby accepts IID GLOW grant funding in the total amount of $136,766.00.
3. The City Manager, or designee, is hereby authorized to execute all grant agreements, amendments, certifications, and related documents necessary to implement the projects.
