AGENDA STAFF REPORT
DATE: June 03, 2026
TO: Mayor and City Council
APPROVED BY: Benjamin A. Martinez, City Manager
PREPARED BY: Laura Bowen, Grants Manager B
SUBJECT: Authorization to Apply for Funding Through the California Active Transportation Program (ATP), Authorization to Accept Awarded Funds, and Authorization for the City Manager to Execute Grant Agreements and Related Documents
Recommendation:
Staff recommends that the City Council adopt the attached Resolution authorizing the City of Calexico to:
a) Apply for funding through the California Active Transportation Program (ATP) for various eligible active transportation, Safe Routes to School, pedestrian safety, bicycle, accessibility, and community connectivity improvement projects;
b) Accept awarded grant funds, if awarded; and Authorize the City Manager, or designee, to execute and submit all applications, grant agreements, certifications, assurances, reimbursement requests, amendments, and related documents necessary for participation in the ATP program.
Background:
The California Active Transportation Program (ATP), administered by the California Transportation Commission (CTC) and the California Department of Transportation (Caltrans), provides competitive grant funding for projects that improve pedestrian and bicycle safety, accessibility, Safe Routes to School infrastructure, multimodal transportation, public health, and active transportation connectivity throughout the State of California.
The ATP program supports projects that encourage increased use of active modes of transportation, reduce greenhouse gas emissions, improve safety and mobility, enhance accessibility, and promote equitable access to schools, parks, transit stops, neighborhoods, and community destinations. The City of Calexico is interested in pursuing ATP funding opportunities for several potential infrastructure and community connectivity projects intended to improve pedestrian and bicycle infrastructure, accessibility, traffic safety, and multimodal transportation throughout the City. At this time, specific project scopes and final project locations are still under development and evaluation; however, potential project improvements may include: Sidewalk construction and rehabilitation; ADA curb ramps and accessibility improvements; High-visibility crosswalks; Bicycle lanes and bicycle connectivity improvements; Safe Routes to School infrastructure; Pedestrian lighting and traffic calming measures; Park and recreational accessibility improvements; Transit stop accessibility improvements; Streetscape and shade enhancements; Community connectivity improvements; and Active transportation education and outreach activities.
The current ATP application cycle deadline is June 22, 2026. Due to the competitive nature of the program and the time required to prepare and submit applications, staff is requesting City Council authorization at this time to allow the City to pursue multiple eligible ATP funding opportunities as project concepts continue to be developed and finalized.
Discussion and Analysis:
The City of Calexico continues to experience pedestrian safety, accessibility, mobility, environmental justice, and public health challenges associated with regional congestion, disadvantaged community conditions, limited pedestrian and bicycle infrastructure, and increasing demand for safe multimodal transportation options. Many areas throughout the City lack complete pedestrian infrastructure, ADA accessibility improvements, bicycle connectivity, and safe routes connecting neighborhoods, schools, parks, transit facilities, and community destinations. The ATP program provides an opportunity for the City to pursue funding for projects that improve safety, connectivity, accessibility, and overall quality of life for residents while promoting healthier and more sustainable transportation alternatives.
Staff anticipates submitting one or more ATP applications prior to the June 22, 2026 application deadline.
Authorization at this time will allow staff to continue project development efforts, coordinate with partner agencies, complete required application materials, and pursue available funding opportunities as project scopes continue to be refined. The ATP program is a reimbursement-based grant program and requires compliance with applicable state and federal requirements associated with project delivery, reporting, and reimbursement procedures. Adoption of the attached Resolution would authorize the City to submit applications for ATP funding opportunities and authorize the City Manager, or designee, to execute all necessary grant-related documents should funding be awarded.
Fiscal Impact:
There is no immediate fiscal impact associated with adoption of this Resolution.
