AGENDA STAFF REPORT
DATE: June 17, 2026
TO: Mayor and City Council
APPROVED BY: Benjamin A. Martinez, City Manager
PREPARED BY: Laura Bowen, Grants Manager L3
SUBJECT: Adopt a Resolution and Authorize Submission of Grant Applications to the Federal Highway Administration (FHWA) Bridge Investment Program (BIP) for the Anza Road Bridge, 2nd Street Bridge, Rancho Frontera Bridge, and C.N. Perry Bridge Projects.
====
Recommendation:

1. Adopt a Resolution authorizing the submission of grant applications to the Federal Highway Administration (FHWA) Bridge Investment Program (BIP) for the Anza Road Bridge, 2nd Street Bridge, Rancho Frontera Bridge, and C.N. Perry Bridge Projects.

2. Authorize the City Manager, or designee, to submit the grant applications and all required application documents on behalf of the City; and

3. Direct staff to return to the City Council for approval of grant acceptance, execution of grant agreements, and budget amendment resolutions should funding be awarded.

Background:

The Federal Highway Administration (FHWA) administers the Bridge Investment Program (BIP), a competitive grant program established under the Infrastructure Investment and Jobs Act (IIJA) to provide funding for bridge replacement, rehabilitation, preservation, and protection projects. The program is intended to improve the safety, efficiency, and reliability of transportation infrastructure while supporting the movement of people and freight throughout the nation. The City of Calexico has identified several bridge facilities that serve as critical transportation connections for residents, businesses, agricultural operations, emergency responders, and regional travelers. These facilities are important components of the City's transportation network and represent long-term infrastructure priorities requiring significant capital investment.

Staff is currently developing Bridge Investment Program applications for the Anza Road Bridge, 2nd Street Bridge, Rancho Frontera Bridge over the All-American Canal, and C.N. Perry Bridge projects. Applications for the FY 2026 Bridge Investment Program are due on June 29, 2026. Approval of this item will authorize staff to complete and submit the grant applications prior to the application deadline. If awarded, staff will return to the City Council with a separate item requesting authorization to accept grant funds, execute grant agreements, approve any required matching funds, and adopt the necessary Budget Amendment Resolution(s).

Discussion and Analysis:

The City of Calexico continues to evaluate opportunities to improve transportation infrastructure that supports public safety, economic development, mobility, freight movement, and regional connectivity.

Several bridge facilities have been identified as priorities due to their importance within the local transportation system and their role in providing access for residents, businesses, public safety agencies, and agricultural operations. The proposed Bridge Investment Program applications will seek funding for bridge replacement, rehabilitation, preservation, and related infrastructure improvements associated with the Anza Road Bridge, 2nd Street Bridge, Rancho Frontera Bridge over the All-American Canal, and C.N. Perry Bridge projects. These improvements are intended to enhance infrastructure reliability, improve traffic operations, increase public safety, support emergency response access, and address long-term transportation needs within the community.

These grant opportunities represent a significant funding source that would allow the City to pursue critical infrastructure improvements without an immediate impact on local funding sources. Staff is currently developing the applications, including project narratives, engineering information, cost estimates, supporting documentation, and program-specific requirements. Should one or more applications be selected for funding, staff will return to the City Council with a separate item requesting authorization to accept the award, execute grant agreements, appropriate grant funds through a Budget Amendment Resolution, and approve any required matching funds.

Fiscal Impact:

There is no immediate impact to the General Fund associated with the submission of these grant applications. If awarded, staff will return to the City Council with a detailed fiscal analysis identifying grant revenues, local match requirements, project costs, and any required Budget Amendment Resolution prior to acceptance of the awards.
