Recommendation:
It is recommended that the City Council of the City of Calexico approve the following items:
1. Authorize Public Works Director/City Engineer to Sign Change Order No. 1 with Rove Engineering, Inc. in the amount of $269,957.00 for Alley Improvement Project - Phase IlI (Project No. 2026-100) funded by Imperial County Air Pollution Control District (ICAPCD) Grant.
Background:
The Imperial County Air Pollution Control District (ICAPCD) received a grant through the Environmental Protection Agency (EPA) 2021 Targeted Airshed Grant Program to assist the City of Calexico to pave approximately 3.46 miles of unpaved alleyways in Calexico in an attempt to mitigate PM10 and PM2.5.
On December 1, 2021 and March 16, 2022, the City Council of the City of Calexico authorized the City Manager to enter into a Funding Agreement with ICAPCD for the Alleyway Paving Project.
On June 7, 2023, the City Council of the City of Calexico authorized the City Manager to file Notice of Completion for Alley Improvement Project - Phase I. Total construction cost for Alley Improvement Project - Phase I was $765,683.04.
On July 2, 2025, the City Council of the City of Calexico authorized the City Manager to file Notice of Completion for Alley Improvement Project - Phase II. Total construction cost for Alley Improvement Project - Phase Il was $1,117,549.73.
On January 21, 2026, the City Council approved the bid documentation for Alley Improvement Project - Phase Ill and authorized the Public Works Department to send the project out to bid.
The project includes grading base and subgrade preparation for installation of class Il base, new asphalt concrete pavement, remove and replace concrete curb and gutter, driveways, surveying work, utility adjustments and traffic control.

On April 1st, 2026, the City Council of the City of Calexico approved the following:
a) Award Bid Proposal and Authorize City Manager to Sign Construction Agreement between the City of Calexico and Rove Engineering, Inc. in the Amount of $899,824.00 for Alley Improvement Project - Phase III (Project No. 2026-100). b) Authorize City Manager to Approve Any Future Change Orders Not-to-Exceed $89,982.40 (10% of Rove Engineering, Inc. Base Bid) as per City Ordinance No. 1218. c) Reject Bid Proposals from LC Paving & Sealing, Inc. due to Non-Responsive Bid.
Discussion and Analysis:
On May 11, 2026, Rove Engineering, Inc. began working in the Phase Ill of the Alley Improvement Project. The scope of work included the resurfacing of various alleys within the City of Calexico with a new layer of Class I! Base, to reduce the amount of dust contamination in the City. In order to maximize the available funding and further the goal of the project, the 2 Public Works Department is looking to include into the scope of the project the addition of a layer of asphalt pavement to the alleys. This measure would improve the capacity of the project to reduce dust, while providing a better surface for anyone driving through the alleys.
The City of Calexico contacted the Imperial County Air Pollution Control District for approval of this change of scope. Since the additional scope proposed with this Change Order falls in line with the main goal of the grant, and the funding is already allocated to the project, the ICAPCD confirmed with EPA that the change is acceptable.
City staff is recommending that the City Council of the City of Calexico authorize the Public Works Director/City Engineer to sign Change Order No. 1 in the amount of $269,957.00 for Alley Improvement Project - Phase III (Project No. 2026-100).

10. ASPHALT CONCRETE
The work shall consist of installing concrete Type A ¾ inch Hot Mix Asphalt conforming to Section 39 of Caltrans Standard Specifications 2018. Use PG 70-10 binder in conformance with the specifications. The Contractor shall submit for approval to the City Engineer a Caltrans signed and verified Job Mix Formula (JMF) on Caltrans Form CEM 3513, 15 days prior to the beginning of the work.
10.01 Placing
Tack coat on all feathered areas and cold milled areas shall be SS-1h applied at .48 liters per square meter (.12 gal/sy).
The Contractor shall place asphalt concrete with a self-propelled asphalt paving machine.
Contractor shall provide a 20 foot long automatic screed control on both sides of the paving machine for all paving with paving machine, as directed by Engineer.
Each paving machine used will require a paving foreman for each machine along with a full set of rollers as specified and two rakers and one shoveler laborer as a minimum.
Asphalt concrete shall be placed at a minimum thickness of 1 ½ inch. Non-uniform surface voids or scraped rock surfaces on the surface of the mat behind the screed will be considered indication of aggregate particle conflicts between screed and existing grade, resulting in cessation of paving until adjustment of thickness to provide for a smooth surface is provided to the satisfaction of the Engineer.
Rolling along a joint shall be such that the widest part of the roller is on the hot side of the joint. Join lines between successive runs shall be within 150 mm (6 inches) of lane lines or a minimum of 3.6 m (12 feet) outside of the outer most lane line.
10.02 Compacting
The Contractor shall use the following equipment as a minimum:
One pass with a steel wheeled 2-axle tandem vibratory breakdown roller weighing between 10 tons and 12 tons with wheels whose diameter shall measure a minimum of 40 inches.
An 8 to 10 ton roller shall perform finish rolling.
10.03 Payment
Payment of this item complete shall be by the ton.
