Recommendation:
It is recommended that the City Council:
1. Conduct a duly noticed public hearing to receive public testimony regarding the proposed Calexico International Airport Fee Schedule
2. Adopt Resolution No. 2026- _approving the Calexico International Airport Fee Schedule, effective as provided in the Resolution.
Background:
The Airport is designated as an International Airport of Entry by the Federal Aviation Administration and U.S. Customs and Border Protection Agency. The Airport consists of a single runway, designated 8/26, and encompasses 257 acres. The runway is of asphalt construction and is 4,679 feet long and 75 feet wide. In addition, it has ten (10) small hangars, six (6) large hangars, two (2) small offices and two (2) large offices.
The Airport is open year-round, 24 hours and averages eight aircraft operations per day. The Airport's operations personnel are available from 8:00 a.m. to 5:00 p.m. daily and after hours upon request. United States Customs and Border Protection Inspectors are based at the airport daily from 6:00 a.m. to 8:00 p.m. and are available on request after hours.
On July 15, 1986, the City Council of the City of Calexico adopted Resolution No. 3581 establishing the following Hangar Fee Schedule effective August 1, 1986:

Note: No extra charges for water, refuse or sewer will be imposed on hangar tenants Back in 2009, the City of Calexico contracted Maximus, Inc. to perform a user fee study which was intended to calculate the full cost of providing services, including direct, indirect, and support costs. On September 22, 2009, the City Council adopted Ordinance No. 1102 establishing a Master Fee Schedule for Community Development Services (Building, Planning Engineering) and Fire Prevention. On October 13, 2009, a Public Hearing was held to amend the Master Fee Schedule for Utility Services, Police, Community Services, and General Services Administration Department. During that time, the Utility Services Director did not recommend that the fees recommended for the Calexico International Airport be increased because the sales were low 2 and the increase would be detrimental to the Airport. The Maximus, Inc study recommended that following Airport Fee Schedule:
Proposed Airport Fee Schedule
Unit Cost
Hangars $14,266.74
Parking $14,266.74
Leases $26,338.59
Fuel Sales $748,210.94

Ramp Fees $21.95
Discussion and Analysis:
To continue with the maintenance and operation of the Airport, City staff is recommending increasing the monthly hangar, tie-down and office fees. The following fees are recommended to maintain an equal level of fee throughout the Imperial Valley:
Proposed Airport Fee Schedule
Current Rate Proposed Rate
Small Hangar $147.00 $247.00
Small Office $99.00 $199.00
Large Hangar $226.00 $326.00

Monthly Tie-Down $25.00 $50.00
Service Call/Call Back $25.00 $50.00

In addition, City staff is also proposing that the hangar rates be automatically adjusted for inflation each fiscal year.

Attached you will find recommendations by the Airport Manager, that have been previously discussed, between Mr. Luis Estrada and myself. After evaluating the service charges, fees and leases on the Airports and the service that the City of Calexico is providing, it is recommended that the Airport Manager be authorized to implement the attached recommended increases.
The proposed rents for the hangars are specifically for the use of storage of aircraft.
Any other airport hangar related uses will have to comply with the Uniform Building Code and rental fees will have to be renegotiated.

FISCAL IMPACT: The results of the user fee study show the potential for significant increase in revenues based on the work effort required to provide a variety of services by City personnel.
BACKGROUND INFORMATION:
The City contracted with Maximus, Inc., a professional consulting firm, to perform a user fee study, which is intended to calculate the full cost of providing services, including direct, indirect, and support costs. In addition, the study provides a correlation between the fees and cost of services, so that the fees can be legally defensible. When goods or services benefit a segment of the population directly and personally, the City should recover the full cost of those services. Otherwise, the City is subsidizing the cost, resulting in a reduction in the level of funding for the services.
On September 22, 2009 The City Council approved the second reading of the master fee ordinance adopting, amending, and repealing various sections of the Calexico Municipal Code.
