SUBJECT: Informational report in reference to grants activities during the period of FY25-26 Q4 April to June 2026.
Recommendation:
This item is informational only. No action is requested of the City Council at this time.
Background:
To ensure transparency and maintain ongoing communication with the City Council, the City Manager's Office provides quarterly updates on grant activities. This report summarizes grant application efforts, funding outcomes, and related grant activities across City departments. The Grants Manager continues to coordinate citywide efforts to identify external funding opportunities, support application development and program implementation, and assist with applicable state and federal grant requirements.
Discussion and Analysis:
During the fourth quarter of Fiscal Year 2025-26, the City of Calexico submitted 33 grant applications, requesting approximately $48.5 million in funding. The quarter reflects continued emphasis on major transportation and infrastructure projects, public safety and emergency response, parks and environmental improvements, community facilities, and library and recreation services.
Key applications submitted during this period include:
• Anza Bridge Construction Project (U.S. Department of Transportation) $15.0 million • 2nd Street Bridge Construction Project (U.S. Department of Transportation) $16.05 million • Urban Greening Park rehabilitation concepts for Heber Park, Rancho Frontera/Ana Renison Park, and Rockwood Park $13.0 million combined
• Staffing for Adequate Fire and Emergency Response (SAFER) Grant $2, 189, 160 • Police Gun Intelligence Center initiative $640,894
• Rural Law Enforcement initiative $400,000
• Assistance to Firefighters Grant $290,201
• Next Generation Warning System $225,000
• Safe Streets and Roads for All $145,000
• Fire Prevention and Safety Grant $35,000
Additional applications during the quarter supported park lighting improvements through lID's Green Lighting for Outdoor Wellness (GLOW) Grant Program, library connectivity and literacy services, recreation facility accessibility improvements, general operating support, and other community-serving activities.
Funding Outcomes and Year-to-Date Activity:
Based on the FY25-26 citywide grant tracking report, the City submitted 60 applications during the fiscal year, requesting a total of approximately $104.7 million. Total grant funding awarded year-to-date is approximately $1.58 million. In addition, 25 applications totaling approximately $66.35 million remain under review.
Notable funding outcomes reflected in the year-to-date grant tracking report include:
• Wastewater Treatment Plant Rehabilitation Project $746,868 • Caltrans Calexico Clean-Up Project funding $286,119 combined • IID park tree planting awards approximately $164,464 combined • Office of Traffic Safety award for Police Department traffic enforcement activities $65,000 • Office of Traffic Safety award for Fire Department emergency response equipment $60,000 • IID GLOW park lighting awards approximately $139,041 combined • IID GEMS funding for library HVAC improvements multiple awards reflected in the grant tracking report
• ICTC Transportation Development Act bicycle and pedestrian project funding $38,310 A substantial portion of the City's requested funding remains pending at the state and federal levels. Staff continues to track application decisions, coordinate follow-up documentation, and support departments with award implementation and grant-related requirements.
In addition to grant application and implementation activities, staff continued to address ongoing grant compliance and audit matters. For the Community Development Block Grant (CDBG) Program, the City has successfully addressed five (5) findings and is currently awaiting formal written confirmation from the State regarding their resolution. The remaining findings are associated with the HOME Program and will be addressed following completion of the ongoing reconciliation of HOME program accounts. Staff continues to review program accounts and supporting documentation and will submit the required information to the State upon completion of the reconciliation process.
Fiscal Impact:
There is no fiscal impact associated with this informational report. Any future grant award requiring a local match, appropriation, budget amendment, or other City Council authorization will be presented separately for consideration, as applicable.
