AGENDA STAFF REPORT
DATE: September 16, 2026
TO: Mayor and City Council
Berjamin A. Martinez, City Manager Bond
APPROVED BY:

PREPARED BY: Fernando Williams, Associate Civil Engineer SUBJECT: Receive Update Report and Provide Direction to Staff Regarding Hearthstone Second Road Entrance Project
=====-
Recommendation:

Receive update report by City Staff and provide direction for the next steps in the implementation of Hearthstone Second Entrance Project.

Background:

The La Jolla Palms Subdivision Units 1 and 2 consist of 244 dwelling units with Meadows Road as the only access street connecting directly to Cole Boulevard. Several challenges arise due to the subdivision's only entrance/exit, however, two of the main concerns are as follows:

1. Traffic congestion during peak hours

2. Lack of a secondary access road as required by emergency responders (Fire Department, Police Department, Emergency Medical Services). Hence the need to provide a potential solution for the implementation of a second entrance to the subdivision.

Discussion and Analysis:

The possible options for a second entrance to La Jolla Palms Subdivision (Hearthstone) are as follows:

1. Extend La Jolla Palms Boulevard to the south to connect with Cole Boulevard

2. Extend Spud Moreno Street to the west to connect to Rockwood Avenue/Yourman Road The obstacle to Option #1 is the Imperial Irrigation District's (IID) Beech Canal which would have to be underground or crossed over with a bridge. This option would be very costly and time-consuming and may also not be possible. Extensive consultation with IID would be required to see if this option is viable.

Option #2 would only entail the extension of Spud Moreno Street, including construction of a new road, services and all necessary appurtenances. Based on recorded documents, an existing Right-of-Way

Page 1 of 6 ends

was found connecting Spud Moreno Street to Rockwood Avenue/Yourman Road. On August 5, 2026, LC Engineering Consultants, Inc. (LCEC) was issued a task order for the preliminary engineering and cost estimate for the second entrance of La Jolla Palms Subdivision (Hearthstone). LC Engineering is an approved vendor on the City's On-Call Engineering List.

LCEC provided three (3) different alternatives for the construction of a second entrance to La Jolla Palms Subdivision (Hearthstone), as follows:

1. Alternative #1 consists of a four-way undivided street, curb and gutter, and sidewalks, using all of the existing Right-of-Way, as well as water and storm drain infrastructure.

2. Alternative #2 consists of a two-way undivided street with a parkway/bike lane in each direction, Class Il Base shoulders and drainage swales.

3. Alternative #3 consists of a two-way undivided street with Class I! Base shoulders and drainage swales.

All the alternatives consider street lighting.

No funding is currently allocated for development of the Hearthstone Second Entrance Project. However, the City Council may consider using Fund No. 233 - Measure D as a potential funding source, as summarized below:

FY 2026-2027 Annual Activity
Revenue(s)
Fund No. 233 - Measure D $19,541,324.00
Total $19,541,324.00
Expenditure(s)
Fund No. 233 - Measure D $9,922,443.00
Total $9,922,443.00
Ending Fund Balance $9,618,881.00
FY 27-28 Future Allocation Request $8,287,192.00
Proposed Ending Fund Balance $1,331,689.00
For FY 2026-27, the City allocated $7,992,885.00 from Fund No. 233-90-956 for the Street Overlay Project. If the City Council elects to use a portion of these funds for the Hearthstone Second Entrance Project, City staff would need to reduce the Street Overlay Project scope of work, including the number of streets scheduled for pavement improvements.

Fiscal Impact:

There is no fiscal impact associated with receiving this update report and providing direction to staff. Any future funding allocation for project design or construction would return to the City Council for consideration and approval.
