Recommendation:
It is recommended that the City Council of the City of Calexico adopt the following:
Adopt Budget Amendment Resolution (BAR) for Fund No. 233 - Local Transportation Authority (LTA)/Measure "D" in the Amount of $95,000.00 for Engineering/Design of Hearthstone Second Road Entrance Project.
Background:
The La Jolla Palms (Hearthstone) Subdivision, Units No. 1 and 2, includes 244 dwelling units.
Meadows Road is the subdivision's only access point to Cole Boulevard, creating safety concerns due to the lack of a secondary access route. A proposed solution is to construct a second entrance to the subdivision.
Discussion and Analysis:
On September 16, 2026, the City Council of the City of Calexico gave directions to City staff to begin the process of hiring a consultant to prepare the plans, specifications and engineer's estimate (PS&E) of Alternative No. 3 for the La Jolla Palms (Hearthstone) Second Road Entrance Project.
City staff recommends that the City Council adopt the attached BAR to allocate $95,000.00 from Fund No. 233 - Local Transportation Authority (LTA)/Measure "D" and add the Hearthstone Second Road Entrance Project into the City's Capital Improvement Project.

CALEXICO TO THE FINAL BUDGET FOR FISCAL YEAR 2026-27
WHEREAS, the Final Budget for Fiscal Year 2026-27 was adopted by Resolution No. 2026-43 of the City Council on June 17, 2026; and
WHEREAS, the City Council has authorized the amendment of the Final Budget, in accordance with proper governmental accounting and financial reporting practices; and
