Mayor and City Council
Serina Rodarte, Human Resource Generalist
SUBJECT: Monthly Human Resources Departmental Report
BACKGROUND:
We are constantly trying to improve the services we offer our employees here at the City. Training and educating staff and managers on safety and awareness have been key lately throughout city departments.
Covid-19 Training - Managers have been provided with training course materials to ensure everyone is trained to recognize the symptoms and implement the safe practices that prevent the spread of illnesses like COVID-19.
Cyber Awareness Program - Human Resources has launched the Cyber Awareness Program together with Diamond IT to create a culture of cybersecurity. To keep staff educated on cybersecurity threats and tips, the program comes with a training portal, weekly micro training , and quarterly phishing emails to help employees be cautious and do their due diligence when it comes to protecting city and personal data.
Safety Training - We have begun using Safety National's Safety Essentials Online resources provided to the City through CIRA for our weekly tailgate meetings at public works, these have been a big hit for the department that we will now expand to other departments the middle of this month. Trainings consists of a training outline, discussion points and a test your knowledge quiz.
Upcoming On-site Training -Boretti Inc. will be coming onsite at the end of this month to conduct safety training to the Public Works employees on Hazard Communication, Hazard Identification, and LockOut/Blockoutffagout. This training is 1 of 2 days of training available to the City for free through CIRA as part of our Performance Improvement Plan.
Personnel Manual - The City Manager and I have begun working on updating the City's personnel manual. Best Best & Kreger provided an updated draft that staff are reviewing. The updated personnel manual will go to all the bargaining units for review and approval prior to being brought to the City Council for final approval. 13 Timekeeping - Employees are now utilizing the online leave request and text portion of Caselle Online and eliminating the need for paper slips when requesting time off.
Moving to fully electronic timekeeping makes it much easier for managers to track their staff and run reports.
Recruitment - With many key positions currently out for recruitment, staff have been reaching out to as many outlets as possible to get the word out about city job openings.
Job openings have been posted on the city's website, Indeed, Caljobs, Governmentjobs.com, and the League of California Cities listserve. Depending on the position jobs have also been posted on the Engaging Local Government Leaders (ELGL) Jobs Board and Facebook page, the California Association of Building Officials (CASO) Jobs Board, and emails have been sent out to the membership of the American Public Works Association (APWA) Antelope Valley and Kern chapters. Staff have put posts on many local and regional Facebook groups, Linkedln as well as engaged in other networking.
RECOMMENDATION:
Staff has no recommendations. This is an informational report only.
